公車改革存在的問題及對策
改變背景
1949年新中(zhong)國成(cheng)立至(zhi)2014年,中(zhong)國公(gong)(gong)(gong)務用車(che)(che)一直實行(xing)實物供給(gei)制度(du),對(dui)保障公(gong)(gong)(gong)務出行(xing)發(fa)揮了作用。隨著中(zhong)國社會主義市(shi)場經(jing)濟體(ti)制不斷完善,中(zhong)國傳統公(gong)(gong)(gong)務用車(che)(che)制度(du)越(yue)來(lai)越(yue)難以適應形勢發(fa)展需要,車(che)(che)輛配備范圍(wei)過大、運行(xing)管理成(cheng)本偏(pian)高、公(gong)(gong)(gong)車(che)(che)私用等問題(ti)日益(yi)突出,社會對(dui)此反映(ying)強烈。
改革目的
為中(zhong)(zhong)國(guo)(guo)(guo)黨(dang)政(zheng)(zheng)機關有效(xiao)節(jie)約(yue)(yue)經(jing)費(fei),遏制(zhi)“車(che)(che)輪上的(de)(de)腐敗(bai)”,重樹政(zheng)(zheng)府(fu)廉(lian)潔形象。為解(jie)決中(zhong)(zhong)國(guo)(guo)(guo)公(gong)(gong)務(wu)用車(che)(che)領域存在(zai)的(de)(de)突出(chu)問題,中(zhong)(zhong)國(guo)(guo)(guo)習近平(ping)總書記、李克強總理作出(chu)重要(yao)指示,中(zhong)(zhong)國(guo)(guo)(guo)黨(dang)中(zhong)(zhong)央、國(guo)(guo)(guo)務(wu)院專門作出(chu)部署,強調要(yao)全(quan)面(mian)(mian)推進(jin)(jin)公(gong)(gong)務(wu)用車(che)(che)制(zhi)度改(gai)(gai)革(ge)。全(quan)面(mian)(mian)推進(jin)(jin)公(gong)(gong)務(wu)用車(che)(che)制(zhi)度改(gai)(gai)革(ge),是加強黨(dang)風廉(lian)政(zheng)(zheng)建設、厲行節(jie)約(yue)(yue)反對浪(lang)費(fei)的(de)(de)重要(yao)舉措,是轉變中(zhong)(zhong)國(guo)(guo)(guo)政(zheng)(zheng)府(fu)職能、推進(jin)(jin)后勤服務(wu)社(she)會化(hua)改(gai)(gai)革(ge)的(de)(de)重要(yao)內(nei)容,是順(shun)應民(min)意、維護中(zhong)(zhong)國(guo)(guo)(guo)共產(chan)黨(dang)和中(zhong)(zhong)國(guo)(guo)(guo)政(zheng)(zheng)府(fu)形象的(de)(de)迫切要(yao)求。
按照中國(guo)中央關于厲行(xing)(xing)(xing)節約反對浪費的要求,堅持社會化(hua)、市場化(hua)方(fang)向,推進中國(guo)公(gong)務(wu)(wu)用車制度(du)改革(ge),合理有效配置公(gong)務(wu)(wu)用車資(zi)源,創(chuang)新(xin)公(gong)務(wu)(wu)交通分類提供方(fang)式,保(bao)障公(gong)務(wu)(wu)出(chu)行(xing)(xing)(xing),降低行(xing)(xing)(xing)政成(cheng)本,推進廉潔型(xing)機(ji)關和節約型(xing)社會建設。
基本原則
1、創新制度、分類保(bao)障(zhang)。改革公(gong)務用(yong)車(che)實物供給方式,取消一般公(gong)務用(yong)車(che),普通公(gong)務出行實行社會(hui)化提供并適度補貼交通費用(yong),從嚴配(pei)備定向化保(bao)障(zhang)的公(gong)務用(yong)車(che)。
2、統(tong)籌協調(diao)、政策配(pei)套。妥善(shan)處理公務用車制(zhi)度(du)改革涉及的各種利益關(guan)系(xi),科學制(zhi)定(ding)改革方案和配(pei)套政策,確(que)保新舊制(zhi)度(du)平(ping)穩過渡、有機(ji)銜(xian)接。
3、統(tong)一部署(shu)、分(fen)步實(shi)施(shi)。各(ge)地區各(ge)部門按照中央(yang)確定的改革方向和原(yuan)則制定改革實(shi)施(shi)方案,中央(yang)和國家機關先(xian)行示范,地方黨政機關加快(kuai)實(shi)行,事業單位、國有(you)(you)企業和國有(you)(you)金融(rong)企業有(you)(you)序推(tui)進(jin)。
主要任務
1、改革中國公務交通保障方式
改(gai)(gai)革(ge)(ge)中國(guo)黨政機(ji)(ji)關(包括各(ge)級黨委、人(ren)大、政府、政協、審(shen)判、檢察機(ji)(ji)關,各(ge)民主(zhu)黨派和(he)(he)工商聯,參照公(gong)(gong)務(wu)(wu)(wu)員(yuan)法管(guan)理(li)的人(ren)民團體、群眾團體、事業單(dan)位(wei)(wei),下同(tong))公(gong)(gong)務(wu)(wu)(wu)用車(che)實(shi)物供(gong)給方(fang)式,取(qu)消一(yi)般公(gong)(gong)務(wu)(wu)(wu)用車(che),保(bao)(bao)留必要(yao)的機(ji)(ji)要(yao)通(tong)(tong)信、應急(ji)、特(te)種專(zhuan)業技術(shu)用車(che)和(he)(he)符合規(gui)定的一(yi)線(xian)執法執勤崗(gang)位(wei)(wei)車(che)輛及(ji)其他車(che)輛。改(gai)(gai)革(ge)(ge)后,行政區域(yu)(城(cheng)區或規(gui)定區域(yu))內普通(tong)(tong)公(gong)(gong)務(wu)(wu)(wu)出行方(fang)式由(you)公(gong)(gong)務(wu)(wu)(wu)人(ren)員(yuan)自(zi)行選擇,實(shi)行社會化提供(gong),適度發放公(gong)(gong)務(wu)(wu)(wu)交(jiao)(jiao)通(tong)(tong)補貼(tie)。公(gong)(gong)務(wu)(wu)(wu)交(jiao)(jiao)通(tong)(tong)補貼(tie)保(bao)(bao)障(zhang)(zhang)范圍要(yao)與差(cha)旅費(fei)保(bao)(bao)障(zhang)(zhang)范圍搞好銜接,對邊遠地(di)(di)(di)區和(he)(he)交(jiao)(jiao)通(tong)(tong)不(bu)便地(di)(di)(di)區,要(yao)做好遠距離公(gong)(gong)務(wu)(wu)(wu)出行的差(cha)旅費(fei)保(bao)(bao)障(zhang)(zhang)。鼓勵省(自(zi)治區、直轄(xia)市)所屬廳(局)正(zheng)職主(zhu)要(yao)負(fu)(fu)責(ze)人(ren)和(he)(he)市(地(di)(di)(di)、州、盟)、縣(市、區、旗)及(ji)鄉(xiang)(鎮)黨政主(zhu)要(yao)負(fu)(fu)責(ze)人(ren)參加改(gai)(gai)革(ge)(ge),確因環境所限和(he)(he)工作需要(yao)不(bu)便取(qu)消公(gong)(gong)務(wu)(wu)(wu)用車(che)的,允許以(yi)適當集(ji)中形式提供(gong)工作用車(che)實(shi)物保(bao)(bao)障(zhang)(zhang),但須嚴(yan)格規(gui)范管(guan)理(li),不(bu)得再領取(qu)公(gong)(gong)務(wu)(wu)(wu)交(jiao)(jiao)通(tong)(tong)補貼(tie),具體范圍由(you)各(ge)地(di)(di)(di)根據(ju)本意見(jian)研究確定。
規(gui)范事(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)、國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)和(he)(he)(he)國(guo)(guo)有(you)金融(rong)(rong)企(qi)業(ye)(ye)(ye)職務(wu)(wu)待遇和(he)(he)(he)業(ye)(ye)(ye)務(wu)(wu)消(xiao)費,對原符合車輛配備條件的(de)(de)(de)崗位(wei)(wei)和(he)(he)(he)人員,逐(zhu)步(bu)按規(gui)定納入改革,改革后不(bu)得再(zai)配備車輛;對保留的(de)(de)(de)必要的(de)(de)(de)國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)、國(guo)(guo)有(you)金融(rong)(rong)企(qi)業(ye)(ye)(ye)經營用車和(he)(he)(he)事(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)業(ye)(ye)(ye)務(wu)(wu)用車實行集中管理;取消(xiao)與經營和(he)(he)(he)業(ye)(ye)(ye)務(wu)(wu)保障(zhang)無(wu)關(guan)的(de)(de)(de)車輛。事(shi)(shi)業(ye)(ye)(ye)單(dan)位(wei)(wei)、國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)和(he)(he)(he)國(guo)(guo)有(you)金融(rong)(rong)企(qi)業(ye)(ye)(ye)公務(wu)(wu)用車制(zhi)度改革要與年薪(xin)制(zhi)、崗位(wei)(wei)津貼(tie)及國(guo)(guo)家(jia)相關(guan)財務(wu)(wu)管理制(zhi)度等統籌考慮、相互銜接。
2、合理確定中國黨政機關公務交通補貼標準
各級(ji)黨政(zheng)機關(guan)(guan)要(yao)從(cong)實際(ji)出發,綜(zong)合考(kao)慮(lv)公(gong)務(wu)出行(xing)(xing)(xing)成本(ben)(ben)(ben)、經濟發展水平、社(she)會承受(shou)能力、轄區(qu)(qu)(qu)面積(ji)、自然(ran)地(di)(di)理(li)(li)環(huan)境(jing)、公(gong)務(wu)出行(xing)(xing)(xing)次數和(he)(he)(he)(he)距(ju)離(li)、行(xing)(xing)(xing)政(zheng)級(ji)別(bie)和(he)(he)(he)(he)實際(ji)承擔(dan)的(de)(de)工作職責(ze)等(deng)因素,按照節(jie)約成本(ben)(ben)(ben)、保證(zheng)公(gong)務(wu)、便于(yu)操作、簡化檔次的(de)(de)要(yao)求,確定(ding)(ding)本(ben)(ben)(ben)地(di)(di)區(qu)(qu)(qu)公(gong)務(wu)交通(tong)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)。根據交通(tong)成本(ben)(ben)(ben)等(deng)相關(guan)(guan)因素變化情(qing)況(kuang),公(gong)務(wu)交通(tong)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)可適時適度進行(xing)(xing)(xing)調整。允許參改單(dan)位(wei)根據實際(ji)情(qing)況(kuang),從(cong)公(gong)務(wu)交通(tong)補(bu)(bu)(bu)貼(tie)中(zhong)(zhong)劃出一(yi)定(ding)(ding)比例作為(wei)單(dan)位(wei)統(tong)籌部(bu)分(fen),集中(zhong)(zhong)用于(yu)解(jie)決不(bu)(bu)(bu)同崗(gang)位(wei)之(zhi)間公(gong)務(wu)出行(xing)(xing)(xing)不(bu)(bu)(bu)均(jun)衡等(deng)問題,統(tong)籌資金使用須(xu)公(gong)開透明(ming),具體管理(li)(li)辦(ban)法由各單(dan)位(wei)制(zhi)定(ding)(ding)。對特別(bie)重大搶險救災、事故處(chu)理(li)(li)、突發事件處(chu)置(zhi)等(deng)不(bu)(bu)(bu)可預(yu)測的(de)(de)特殊(shu)事項(xiang),各地(di)(di)可從(cong)實際(ji)出發在應急預(yu)案中(zhong)(zhong)另行(xing)(xing)(xing)制(zhi)定(ding)(ding)特殊(shu)情(qing)況(kuang)下公(gong)務(wu)用車保障辦(ban)法。地(di)(di)方(fang)公(gong)務(wu)交通(tong)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)不(bu)(bu)(bu)得(de)高于(yu)中(zhong)(zhong)央(yang)和(he)(he)(he)(he)國家(jia)機關(guan)(guan)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)的(de)(de)130%,邊(bian)疆民族地(di)(di)區(qu)(qu)(qu)和(he)(he)(he)(he)其他邊(bian)遠地(di)(di)區(qu)(qu)(qu)標(biao)(biao)準(zhun)(zhun)不(bu)(bu)(bu)得(de)高于(yu)中(zhong)(zhong)央(yang)和(he)(he)(he)(he)國家(jia)機關(guan)(guan)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)的(de)(de)150%。各省(自治區(qu)(qu)(qu)、直(zhi)轄市(shi))之(zhi)間補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)差(cha)(cha)距(ju)不(bu)(bu)(bu)宜(yi)過大,同一(yi)省(自治區(qu)(qu)(qu)、直(zhi)轄市(shi))內(nei)不(bu)(bu)(bu)同地(di)(di)區(qu)(qu)(qu)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)差(cha)(cha)距(ju)不(bu)(bu)(bu)得(de)超過20%,同一(yi)市(shi)(地(di)(di)、州、盟)實行(xing)(xing)(xing)統(tong)一(yi)的(de)(de)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)。地(di)(di)方(fang)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)層(ceng)級(ji)劃分(fen)可不(bu)(bu)(bu)與(yu)中(zhong)(zhong)央(yang)和(he)(he)(he)(he)國家(jia)機關(guan)(guan)層(ceng)級(ji)完全對應。駐地(di)(di)方(fang)的(de)(de)中(zhong)(zhong)央(yang)垂直(zhi)管理(li)(li)單(dan)位(wei)補(bu)(bu)(bu)貼(tie)標(biao)(biao)準(zhun)(zhun)按屬(shu)地(di)(di)化原則參照所在地(di)(di)區(qu)(qu)(qu)標(biao)(biao)準(zhun)(zhun)執行(xing)(xing)(xing),經費由中(zhong)(zhong)央(yang)財政(zheng)負擔(dan)。
3、妥善安置中國司勤人員
各級黨政機關(guan)(guan)根據(ju)改革后的實際需要(yao),合(he)理(li)設置(zhi)司(si)(si)勤人(ren)員(yuan)崗(gang)位(wei),采(cai)取(qu)公開(kai)、平等、競爭、擇優(you)的方(fang)式確定留用(yong)人(ren)員(yuan);未聘人(ren)員(yuan)原則(ze)上以內部(bu)(bu)消(xiao)化為主(zhu),通過內部(bu)(bu)轉(zhuan)崗(gang)、開(kai)辟新的就業(ye)(ye)(ye)崗(gang)位(wei)、提前離崗(gang)等措施(shi)妥善安置(zhi)。依法(fa)(fa)做(zuo)(zuo)好未留用(yong)人(ren)員(yuan)聘用(yong)合(he)同或勞動合(he)同的終止、解除工(gong)作,維護其(qi)合(he)法(fa)(fa)權益,相(xiang)關(guan)(guan)必要(yao)支出由各級財政安排(pai)專(zhuan)項經(jing)費(fei)予以保障(zhang)。各級人(ren)力資源社會保障(zhang)部(bu)(bu)門會同有關(guan)(guan)部(bu)(bu)門組成工(gong)作組,負責指(zhi)導參(can)(can)改單位(wei)做(zuo)(zuo)好司(si)(si)勤人(ren)員(yuan)安置(zhi)工(gong)作,確保改革平穩推進。參(can)(can)改事業(ye)(ye)(ye)單位(wei)、國(guo)有企業(ye)(ye)(ye)和國(guo)有金融(rong)企業(ye)(ye)(ye)要(yao)依法(fa)(fa)做(zuo)(zuo)好司(si)(si)勤人(ren)員(yuan)安置(zhi)工(gong)作。
4、公開規范處置中國公務用車
取消的(de)公(gong)務(wu)(wu)用車(che),由(you)各級相關(guan)職能部門統(tong)一規范處(chu)置(zhi)(zhi)(zhi)。對(dui)取消的(de)一般公(gong)務(wu)(wu)用車(che),要制(zhi)定(ding)處(chu)置(zhi)(zhi)(zhi)辦法(fa),公(gong)開(kai)(kai)招標(biao)評(ping)估(gu)、拍(pai)賣(mai)機構,通過公(gong)開(kai)(kai)拍(pai)賣(mai)等(deng)方式公(gong)開(kai)(kai)處(chu)置(zhi)(zhi)(zhi)。取消車(che)輛(liang)(liang)處(chu)置(zhi)(zhi)(zhi)要防止甩賣(mai)和(he)賤賣(mai)現象(xiang),避免國(guo)有(you)(you)資產流失。黨政機關(guan)公(gong)務(wu)(wu)用車(che)處(chu)置(zhi)(zhi)(zhi)收(shou)入,扣(kou)除有(you)(you)關(guan)稅(shui)費后全部上繳(jiao)國(guo)庫。參(can)改事業單位、國(guo)有(you)(you)企(qi)業和(he)國(guo)有(you)(you)金融企(qi)業車(che)輛(liang)(liang)處(chu)置(zhi)(zhi)(zhi)收(shou)入,按國(guo)家(jia)有(you)(you)關(guan)財務(wu)(wu)管(guan)理制(zhi)度執行(xing)。各地可根據實際情況,對(dui)未能及(ji)時處(chu)置(zhi)(zhi)(zhi)的(de)車(che)輛(liang)(liang),采取設(she)立過渡性(xing)車(che)輛(liang)(liang)服務(wu)(wu)中心或社會化(hua)車(che)輛(liang)(liang)租(zu)賃公(gong)司的(de)方式,進行(xing)市(shi)場化(hua)運營,減少車(che)輛(liang)(liang)閑置(zhi)(zhi)(zhi)浪(lang)費,過渡期(qi)由(you)各地確(que)定(ding),政府不得變相為其提供財政性(xing)補貼。
健全中國公務用車管理和保障制度
1、加強定向化保障中國車輛管理
中國各(ge)級(ji)黨政機關(guan)公務用(yong)(yong)車(che)(che)主管(guan)部(bu)(bu)(bu)門(men)要(yao)會(hui)同(tong)(tong)有(you)關(guan)部(bu)(bu)(bu)門(men)嚴格(ge)核定定向化(hua)保(bao)障(zhang)公務用(yong)(yong)車(che)(che)的(de)(de)編制(zhi)和標準,車(che)(che)輛(liang)配備優(you)先選用(yong)(yong)新(xin)能源汽車(che)(che)。執(zhi)(zhi)(zhi)法(fa)執(zhi)(zhi)(zhi)勤用(yong)(yong)車(che)(che)配備應當(dang)嚴格(ge)限制(zhi)在(zai)一(yi)(yi)線執(zhi)(zhi)(zhi)法(fa)執(zhi)(zhi)(zhi)勤崗位(wei)(wei),機關(guan)內部(bu)(bu)(bu)管(guan)理(li)和后(hou)勤崗位(wei)(wei)以及(ji)機關(guan)所屬事業單位(wei)(wei)一(yi)(yi)律不得配備。除涉及(ji)國家(jia)安全(quan)、偵查辦案(an)等有(you)保(bao)密要(yao)求的(de)(de)特殊工作用(yong)(yong)車(che)(che)外,執(zhi)(zhi)(zhi)法(fa)執(zhi)(zhi)(zhi)勤用(yong)(yong)車(che)(che)應當(dang)噴涂明顯的(de)(de)統(tong)一(yi)(yi)標識。機要(yao)通信、應急等車(che)(che)輛(liang)要(yao)充分考慮不同(tong)(tong)部(bu)(bu)(bu)門(men)的(de)(de)工作差異(yi),根據實際(ji)需要(yao)合(he)理(li)配備,保(bao)障(zhang)到(dao)位(wei)(wei)。按規定保(bao)留的(de)(de)公務用(yong)(yong)車(che)(che)實行集中管(guan)理(li),逐(zhu)步探索(suo)社會(hui)化(hua)監督的(de)(de)有(you)效形(xing)式和具體辦法(fa)。在(zai)從(cong)嚴控制(zhi)總量的(de)(de)前提下,各(ge)地可根據實際(ji)情況確定和優(you)化(hua)配置相關(guan)一(yi)(yi)線執(zhi)(zhi)(zhi)法(fa)執(zhi)(zhi)(zhi)勤崗位(wei)(wei)車(che)(che)輛(liang),鼓勵各(ge)地建立跨部(bu)(bu)(bu)門(men)綜(zong)合(he)性(xing)執(zhi)(zhi)(zhi)法(fa)用(yong)(yong)車(che)(che)平臺。進一(yi)(yi)步精簡地方(fang)公務用(yong)(yong)車(che)(che)管(guan)理(li)機構。
2、完善財務管理
黨政機關(guan)公(gong)(gong)務(wu)(wu)交(jiao)通(tong)補(bu)貼屬于改(gai)革性補(bu)貼,統一納入財政預算,在交(jiao)通(tong)費中列支(zhi)、按月發(fa)(fa)放,用于保障公(gong)(gong)務(wu)(wu)人員普通(tong)公(gong)(gong)務(wu)(wu)出(chu)行。各單位要加強財務(wu)(wu)管理,按照在編在崗公(gong)(gong)務(wu)(wu)員數量和職級核定補(bu)貼數額,嚴格公(gong)(gong)務(wu)(wu)交(jiao)通(tong)補(bu)貼發(fa)(fa)放,不得擅(shan)自擴(kuo)大補(bu)貼范(fan)圍(wei)、提高補(bu)貼標準。
3、加強公務用車監督檢查
把公(gong)務(wu)(wu)用(yong)車配備和(he)運行維護費用(yong)、交通(tong)補(bu)貼(tie)發(fa)放、車輛處置情況等納(na)入日常和(he)專項審計監督及政(zheng)務(wu)(wu)公(gong)開范圍(wei)。黨(dang)政(zheng)機(ji)關不(bu)得以特(te)殊用(yong)途等理由(you)(you)變相(xiang)超編制、超標準配備公(gong)務(wu)(wu)用(yong)車,不(bu)得以任(ren)何方式換(huan)用(yong)、借用(yong)、占用(yong)下屬單位或其他(ta)單位和(he)個人(ren)(ren)的(de)車輛,不(bu)得接受企(qi)事業單位和(he)個人(ren)(ren)贈送的(de)車輛,不(bu)得以任(ren)何理由(you)(you)違(wei)反(fan)用(yong)途使用(yong)或固(gu)定給個人(ren)(ren)使用(yong)執法執勤(qin)、機(ji)要通(tong)信等公(gong)務(wu)(wu)用(yong)車,不(bu)得以公(gong)務(wu)(wu)交通(tong)補(bu)貼(tie)名(ming)義變相(xiang)發(fa)放福利(li)。公(gong)務(wu)(wu)人(ren)(ren)員不(bu)得既(ji)領(ling)取公(gong)務(wu)(wu)交通(tong)補(bu)貼(tie)、又違(wei)規乘坐公(gong)務(wu)(wu)用(yong)車。紀(ji)檢監察機(ji)關要強化監督檢查(cha),及時受理群眾(zhong)舉報,依法依紀(ji)嚴肅(su)查(cha)處違(wei)反(fan)公(gong)務(wu)(wu)用(yong)車制度(du)改革和(he)公(gong)務(wu)(wu)用(yong)車管(guan)理的(de)行為(wei),嚴肅(su)追究(jiu)相(xiang)關責任(ren)人(ren)(ren)的(de)責任(ren)。
4、切實保障公務出行
鼓勵公(gong)(gong)(gong)務(wu)出行(xing)利用公(gong)(gong)(gong)共交(jiao)(jiao)通(tong)(tong)服務(wu)。各地要(yao)采取有效(xiao)措施,完善城(cheng)市公(gong)(gong)(gong)共交(jiao)(jiao)通(tong)(tong)服務(wu)體(ti)系,探索(suo)發展適合公(gong)(gong)(gong)務(wu)出行(xing)的(de)市場化(hua)交(jiao)(jiao)通(tong)(tong)定制服務(wu),增加社(she)會化(hua)交(jiao)(jiao)通(tong)(tong)供(gong)給(gei)。及時解決公(gong)(gong)(gong)務(wu)出行(xing)遇到(dao)的(de)實(shi)際問題,確保改(gai)革后公(gong)(gong)(gong)務(wu)出行(xing)得到(dao)有效(xiao)保障。
組織實施
1、加強領導,明確責任
中國(guo)公務(wu)用(yong)車制度(du)(du)改(gai)(gai)革(ge)政策性強、任(ren)務(wu)艱巨,各(ge)地區各(ge)部門要高度(du)(du)重視,切實加強領導,嚴格(ge)工(gong)作(zuo)紀律,明確(que)工(gong)作(zuo)責任(ren)。中央和地方分別建立(li)公務(wu)用(yong)車制度(du)(du)改(gai)(gai)革(ge)領導小組(zu),明確(que)工(gong)作(zuo)機制,負(fu)責落實各(ge)項改(gai)(gai)革(ge)任(ren)務(wu),確(que)保改(gai)(gai)革(ge)扎實穩(wen)步推進,既要改(gai)(gai)成,更(geng)要改(gai)(gai)好(hao)。
中(zhong)(zhong)國中(zhong)(zhong)央(yang)公(gong)(gong)(gong)務(wu)用車(che)制度改(gai)(gai)革(ge)領導小組由國家(jia)(jia)發展改(gai)(gai)革(ge)委、國管局(ju)、中(zhong)(zhong)直管理局(ju)牽頭,財(cai)政(zheng)(zheng)部(bu)(bu)(bu)、人力資(zi)源社會(hui)(hui)保障部(bu)(bu)(bu)、審(shen)計署等部(bu)(bu)(bu)門(men)參加,主要負責指導、協調(diao)全國公(gong)(gong)(gong)務(wu)用車(che)制度改(gai)(gai)革(ge)工作,制定并組織實施中(zhong)(zhong)央(yang)和國家(jia)(jia)機(ji)關公(gong)(gong)(gong)務(wu)用車(che)制度改(gai)(gai)革(ge)方案(an)(an)及配套政(zheng)(zheng)策,會(hui)(hui)同有(you)關部(bu)(bu)(bu)門(men)制定中(zhong)(zhong)央(yang)和國家(jia)(jia)機(ji)關所屬(shu)非參公(gong)(gong)(gong)事業單位、中(zhong)(zhong)央(yang)企(qi)業和中(zhong)(zhong)央(yang)金融企(qi)業公(gong)(gong)(gong)務(wu)用車(che)制度改(gai)(gai)革(ge)方案(an)(an)。
中國(guo)各省(自(zi)治區、直轄(xia)市(shi))公務(wu)用(yong)車制(zhi)度改(gai)(gai)革領導小組(zu)要根據本(ben)地區實際(ji)情況(kuang),負責制(zhi)定并組(zu)織(zhi)實施本(ben)省(自(zi)治區、直轄(xia)市(shi))黨政機關、事業單位(wei)、國(guo)有企業和(he)國(guo)有金融企業公務(wu)用(yong)車制(zhi)度改(gai)(gai)革方案及配套政策。各省(自(zi)治區、直轄(xia)市(shi))黨政機關公務(wu)用(yong)車制(zhi)度改(gai)(gai)革方案報(bao)中央公務(wu)用(yong)車制(zhi)度改(gai)(gai)革領導小組(zu)批準后實施。
2、精心組織,扎實推進
中國各(ge)地區(qu)各(ge)部門要(yao)健全工作機制(zhi)(zhi),深入(ru)調(diao)查(cha)研究,細致統計測(ce)算,周密(mi)制(zhi)(zhi)定公務(wu)(wu)用車制(zhi)(zhi)度(du)改革(ge)(ge)方案,明確時限(xian)要(yao)求(qiu),加強(qiang)監督檢查(cha),及(ji)時有效(xiao)解決改革(ge)(ge)中遇到的(de)新(xin)情(qing)況新(xin)問(wen)題(ti),確保各(ge)項工作落到實處。中央和國家機關(guan)及(ji)各(ge)省(sheng)(自治區(qu)、直轄市)要(yao)盡快(kuai)啟動公務(wu)(wu)用車制(zhi)(zhi)度(du)改革(ge)(ge)工作,確保在規(gui)定時限(xian)內(nei)完成改革(ge)(ge)任務(wu)(wu)。已(yi)先行(xing)開展公務(wu)(wu)用車制(zhi)(zhi)度(du)改革(ge)(ge)的(de)地區(qu)和部門要(yao)按(an)本意見進行(xing)規(gui)范。
保障措施
1、加(jia)強保留(liu)(liu)公(gong)(gong)務(wu)用(yong)(yong)車(che)(che)管(guan)(guan)(guan)理(li)(li)。中(zhong)國(guo)中(zhong)央(yang)和(he)國(guo)家(jia)機關各部門(men)各單(dan)位(wei)(wei)根(gen)(gen)據(ju)編(bian)制總量(liang)和(he)工(gong)作性質可(ke)保留(liu)(liu)5輛以內(nei)的機要(yao)通信、應(ying)急公(gong)(gong)務(wu)用(yong)(yong)車(che)(che),由公(gong)(gong)務(wu)用(yong)(yong)車(che)(che)主管(guan)(guan)(guan)部門(men)實(shi)行編(bian)制管(guan)(guan)(guan)理(li)(li),編(bian)制數(shu)量(liang)和(he)配備(bei)標準要(yao)根(gen)(gen)據(ju)各部門(men)各單(dan)位(wei)(wei)實(shi)際工(gong)作情況科學(xue)確定(ding),優先選用(yong)(yong)新能(neng)源汽車(che)(che)。執(zhi)法(fa)執(zhi)勤(qin)(qin)用(yong)(yong)車(che)(che)配備(bei)應(ying)當嚴格限制在一線執(zhi)法(fa)執(zhi)勤(qin)(qin)崗(gang)位(wei)(wei),機關內(nei)部管(guan)(guan)(guan)理(li)(li)和(he)后勤(qin)(qin)崗(gang)位(wei)(wei)以及機關所屬事業單(dan)位(wei)(wei)一律(lv)不得配備(bei)。財政部要(yao)會同有(you)關部門(men)按規(gui)定(ding)對(dui)執(zhi)法(fa)執(zhi)勤(qin)(qin)用(yong)(yong)車(che)(che)進行核定(ding)和(he)規(gui)范(fan)(fan)。除涉及國(guo)家(jia)安(an)全、偵(zhen)查(cha)辦(ban)案等有(you)保密要(yao)求的特殊工(gong)作用(yong)(yong)車(che)(che)外(wai),執(zhi)法(fa)執(zhi)勤(qin)(qin)用(yong)(yong)車(che)(che)應(ying)當噴涂明顯的統一標識(shi)。國(guo)管(guan)(guan)(guan)局會同中(zhong)直管(guan)(guan)(guan)理(li)(li)局負(fu)責修訂公(gong)(gong)務(wu)用(yong)(yong)車(che)(che)使(shi)用(yong)(yong)管(guan)(guan)(guan)理(li)(li)辦(ban)法(fa),加(jia)強公(gong)(gong)務(wu)用(yong)(yong)車(che)(che)規(gui)范(fan)(fan)化管(guan)(guan)(guan)理(li)(li)。進一步精(jing)簡(jian)公(gong)(gong)務(wu)用(yong)(yong)車(che)(che)管(guan)(guan)(guan)理(li)(li)機構。
2、嚴格(ge)財務(wu)管(guan)理。財政部(bu)要(yao)嚴格(ge)交通(tong)費用(yong)預算(suan)管(guan)理。各單位要(yao)加(jia)強財務(wu)管(guan)理,按照在編在崗(gang)公務(wu)員數量和職級核定補貼(tie)(tie)數額,嚴格(ge)公務(wu)交通(tong)補貼(tie)(tie)發(fa)放,不得擅自擴大補貼(tie)(tie)人員范圍、提高補貼(tie)(tie)標準。
3、加強公(gong)(gong)務(wu)用(yong)車(che)紀(ji)律檢查和審計(ji)。嚴肅公(gong)(gong)務(wu)用(yong)車(che)紀(ji)律,各部(bu)門各單(dan)位(wei)不(bu)(bu)得以(yi)特(te)殊(shu)用(yong)途等理由(you)變(bian)相超編制、超標準配備公(gong)(gong)務(wu)用(yong)車(che),不(bu)(bu)得以(yi)任何方式換(huan)用(yong)、借用(yong)、占用(yong)下屬單(dan)位(wei)或(huo)(huo)其他單(dan)位(wei)和個(ge)人的車(che)輛(liang)(liang),不(bu)(bu)得接受企事業(ye)單(dan)位(wei)和個(ge)人贈送(song)的車(che)輛(liang)(liang),不(bu)(bu)得以(yi)任何理由(you)違反用(yong)途使用(yong)或(huo)(huo)固(gu)定(ding)給個(ge)人使用(yong)執(zhi)法執(zhi)勤、機(ji)要通(tong)信等公(gong)(gong)務(wu)用(yong)車(che),不(bu)(bu)得以(yi)交(jiao)通(tong)補貼(tie)名(ming)義變(bian)相發(fa)(fa)放福利。公(gong)(gong)務(wu)人員不(bu)(bu)得既領取公(gong)(gong)務(wu)交(jiao)通(tong)補貼(tie)、又違規乘坐(zuo)公(gong)(gong)務(wu)用(yong)車(che)。紀(ji)檢監察(cha)機(ji)關(guan)負責對公(gong)(gong)務(wu)用(yong)車(che)制度改革執(zhi)行(xing)情(qing)況(kuang)進(jin)行(xing)監督檢查,糾正(zheng)和查處違紀(ji)違法行(xing)為。審計(ji)部(bu)門要對公(gong)(gong)務(wu)用(yong)車(che)改革情(qing)況(kuang)進(jin)行(xing)監督,并將改革后公(gong)(gong)務(wu)用(yong)車(che)配備和運行(xing)維(wei)護費(fei)用(yong)、交(jiao)通(tong)補貼(tie)發(fa)(fa)放、車(che)輛(liang)(liang)處置情(qing)況(kuang)等納入日常(chang)和專項(xiang)審計(ji)監督。
4、切實保(bao)障(zhang)公務(wu)出(chu)(chu)行。北(bei)京市要采(cai)取切實措施,健全城市公共交(jiao)通(tong)服(fu)務(wu)體系,完善出(chu)(chu)租車(che)市場化(hua)運營管理方式,增加(jia)社會化(hua)交(jiao)通(tong)供給。及(ji)時(shi)解(jie)決(jue)公務(wu)出(chu)(chu)行遇到(dao)的(de)問(wen)題,保(bao)障(zhang)中央(yang)和國家(jia)機(ji)關(guan)普通(tong)公務(wu)出(chu)(chu)行。
