公車改革存在的問題及對策

改變背景

改革目的

為中(zhong)國(guo)黨政(zheng)機(ji)關(guan)有效(xiao)節約經費,遏制(zhi)“車輪上的(de)(de)腐(fu)敗”,重(zhong)樹(shu)政(zheng)府(fu)廉潔(jie)形(xing)象(xiang)。為解決中(zhong)國(guo)公務(wu)用車領域存在(zai)的(de)(de)突出(chu)問題,中(zhong)國(guo)習(xi)近平總書記、李(li)克(ke)強總理作(zuo)(zuo)出(chu)重(zhong)要(yao)(yao)指示,中(zhong)國(guo)黨中(zhong)央、國(guo)務(wu)院(yuan)專門(men)作(zuo)(zuo)出(chu)部(bu)署,強調要(yao)(yao)全面推(tui)進公務(wu)用車制(zhi)度改革。全面推(tui)進公務(wu)用車制(zhi)度改革,是加強黨風廉政(zheng)建設、厲行(xing)節約反對(dui)浪(lang)費的(de)(de)重(zhong)要(yao)(yao)舉(ju)措,是轉變(bian)中(zhong)國(guo)政(zheng)府(fu)職能(neng)、推(tui)進后勤服(fu)務(wu)社會(hui)化改革的(de)(de)重(zhong)要(yao)(yao)內容,是順應民意、維護中(zhong)國(guo)共產黨和中(zhong)國(guo)政(zheng)府(fu)形(xing)象(xiang)的(de)(de)迫切要(yao)(yao)求。

按(an)照中(zhong)(zhong)國(guo)中(zhong)(zhong)央關(guan)于厲行節約反(fan)對(dui)浪費(fei)的(de)要求(qiu),堅(jian)持社(she)會化、市場化方(fang)向,推(tui)進(jin)中(zhong)(zhong)國(guo)公(gong)(gong)務用車制度改革,合理有效配置公(gong)(gong)務用車資源,創新公(gong)(gong)務交通分類提供(gong)方(fang)式,保障公(gong)(gong)務出行,降低行政成本(ben),推(tui)進(jin)廉潔型機關(guan)和節約型社(she)會建設。

基本原則

1、創新制度、分類保(bao)障(zhang)。改(gai)革公務(wu)用車(che)實物供(gong)給方式,取消一般公務(wu)用車(che),普通(tong)(tong)公務(wu)出行實行社會化提供(gong)并適度補貼(tie)交通(tong)(tong)費(fei)用,從嚴配備定向化保(bao)障(zhang)的公務(wu)用車(che)。

2、統籌協調、政策配套。妥善處(chu)理公務(wu)用(yong)車制度(du)改革涉(she)及的(de)各種利益(yi)關系,科(ke)學(xue)制定改革方案和配套政策,確保新(xin)舊(jiu)制度(du)平穩過(guo)渡、有機銜接。

3、統一(yi)部(bu)(bu)署(shu)、分步實(shi)施。各地區各部(bu)(bu)門按照中央確定的改革方向(xiang)和原則制(zhi)定改革實(shi)施方案,中央和國(guo)(guo)家機(ji)關(guan)先行示范(fan),地方黨政機(ji)關(guan)加快(kuai)實(shi)行,事業(ye)單位、國(guo)(guo)有企業(ye)和國(guo)(guo)有金融企業(ye)有序推進。

主要任務

1、改革中國公務交通保障方式

改革(ge)中國黨(dang)政機(ji)關(包括各級黨(dang)委、人大、政府、政協、審判(pan)、檢(jian)察(cha)機(ji)關,各民主(zhu)黨(dang)派和工商聯,參(can)(can)照公(gong)(gong)務(wu)(wu)員法(fa)(fa)管理的(de)人民團(tuan)體(ti)、群眾團(tuan)體(ti)、事業單位,下同)公(gong)(gong)務(wu)(wu)用(yong)車(che)(che)(che)實物(wu)供給方式,取(qu)消一般公(gong)(gong)務(wu)(wu)用(yong)車(che)(che)(che),保留(liu)必要的(de)機(ji)要通(tong)信(xin)、應急(ji)、特種專業技術用(yong)車(che)(che)(che)和符合(he)規(gui)定(ding)的(de)一線執法(fa)(fa)執勤崗位車(che)(che)(che)輛及(ji)其他車(che)(che)(che)輛。改革(ge)后(hou),行政區(qu)(qu)域(城區(qu)(qu)或(huo)規(gui)定(ding)區(qu)(qu)域)內普通(tong)公(gong)(gong)務(wu)(wu)出行方式由公(gong)(gong)務(wu)(wu)人員自行選擇,實行社(she)會化(hua)提(ti)供,適(shi)度發(fa)放公(gong)(gong)務(wu)(wu)交通(tong)補(bu)貼(tie)。公(gong)(gong)務(wu)(wu)交通(tong)補(bu)貼(tie)保障(zhang)范圍要與(yu)差旅費保障(zhang)范圍搞好銜接,對邊遠地(di)區(qu)(qu)和交通(tong)不便地(di)區(qu)(qu),要做好遠距離公(gong)(gong)務(wu)(wu)出行的(de)差旅費保障(zhang)。鼓勵省(自治區(qu)(qu)、直(zhi)轄(xia)市(shi))所屬廳(局)正職(zhi)主(zhu)要負(fu)責(ze)人和市(shi)(地(di)、州、盟)、縣(市(shi)、區(qu)(qu)、旗)及(ji)鄉(鎮)黨(dang)政主(zhu)要負(fu)責(ze)人參(can)(can)加改革(ge),確(que)因環境所限和工作需要不便取(qu)消公(gong)(gong)務(wu)(wu)用(yong)車(che)(che)(che)的(de),允許以(yi)適(shi)當(dang)集中形(xing)式提(ti)供工作用(yong)車(che)(che)(che)實物(wu)保障(zhang),但須嚴(yan)格規(gui)范管理,不得(de)再領取(qu)公(gong)(gong)務(wu)(wu)交通(tong)補(bu)貼(tie),具體(ti)范圍由各地(di)根據本意見(jian)研究確(que)定(ding)。

規(gui)范事業(ye)(ye)(ye)(ye)單位(wei)、國(guo)有(you)企業(ye)(ye)(ye)(ye)和(he)(he)(he)國(guo)有(you)金(jin)融企業(ye)(ye)(ye)(ye)職務(wu)待遇和(he)(he)(he)業(ye)(ye)(ye)(ye)務(wu)消(xiao)費,對(dui)(dui)原符合(he)車(che)輛配(pei)備條件(jian)的崗(gang)(gang)位(wei)和(he)(he)(he)人員,逐步(bu)按規(gui)定納入改革,改革后不得(de)再配(pei)備車(che)輛;對(dui)(dui)保留的必要(yao)(yao)的國(guo)有(you)企業(ye)(ye)(ye)(ye)、國(guo)有(you)金(jin)融企業(ye)(ye)(ye)(ye)經營(ying)用(yong)車(che)和(he)(he)(he)事業(ye)(ye)(ye)(ye)單位(wei)業(ye)(ye)(ye)(ye)務(wu)用(yong)車(che)實行(xing)集中(zhong)管理;取消(xiao)與經營(ying)和(he)(he)(he)業(ye)(ye)(ye)(ye)務(wu)保障無(wu)關(guan)的車(che)輛。事業(ye)(ye)(ye)(ye)單位(wei)、國(guo)有(you)企業(ye)(ye)(ye)(ye)和(he)(he)(he)國(guo)有(you)金(jin)融企業(ye)(ye)(ye)(ye)公(gong)務(wu)用(yong)車(che)制度改革要(yao)(yao)與年薪制、崗(gang)(gang)位(wei)津貼(tie)及(ji)國(guo)家相(xiang)關(guan)財務(wu)管理制度等(deng)統(tong)籌考慮、相(xiang)互銜接。

2、合理確定中國黨政機關公務交通補貼標準

各(ge)級黨政(zheng)機(ji)(ji)關(guan)(guan)(guan)要從實際(ji)出(chu)發,綜合考慮公(gong)(gong)務(wu)(wu)(wu)(wu)出(chu)行(xing)(xing)(xing)成本(ben)、經濟(ji)發展水(shui)平、社(she)會(hui)承(cheng)受能力、轄區(qu)面積、自然(ran)地(di)(di)理環境(jing)、公(gong)(gong)務(wu)(wu)(wu)(wu)出(chu)行(xing)(xing)(xing)次數和距(ju)離、行(xing)(xing)(xing)政(zheng)級別和實際(ji)承(cheng)擔的(de)工(gong)作(zuo)職責等(deng)因素,按照(zhao)(zhao)節約成本(ben)、保證公(gong)(gong)務(wu)(wu)(wu)(wu)、便(bian)于(yu)操作(zuo)、簡化檔次的(de)要求,確定本(ben)地(di)(di)區(qu)公(gong)(gong)務(wu)(wu)(wu)(wu)交(jiao)通補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)。根據交(jiao)通成本(ben)等(deng)相(xiang)關(guan)(guan)(guan)因素變化情況(kuang),公(gong)(gong)務(wu)(wu)(wu)(wu)交(jiao)通補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)可(ke)適(shi)時適(shi)度進行(xing)(xing)(xing)調整。允(yun)許參改單位(wei)根據實際(ji)情況(kuang),從公(gong)(gong)務(wu)(wu)(wu)(wu)交(jiao)通補(bu)貼(tie)(tie)(tie)(tie)中(zhong)(zhong)(zhong)劃(hua)出(chu)一定比(bi)例作(zuo)為單位(wei)統籌部分,集(ji)中(zhong)(zhong)(zhong)用(yong)于(yu)解決不(bu)同崗位(wei)之間公(gong)(gong)務(wu)(wu)(wu)(wu)出(chu)行(xing)(xing)(xing)不(bu)均衡等(deng)問題,統籌資金使(shi)用(yong)須(xu)公(gong)(gong)開透明,具體管(guan)理辦(ban)法(fa)由各(ge)單位(wei)制定。對(dui)特別重大(da)搶險救災、事故處理、突發事件處置等(deng)不(bu)可(ke)預測的(de)特殊(shu)事項,各(ge)地(di)(di)可(ke)從實際(ji)出(chu)發在應急預案中(zhong)(zhong)(zhong)另行(xing)(xing)(xing)制定特殊(shu)情況(kuang)下公(gong)(gong)務(wu)(wu)(wu)(wu)用(yong)車保障(zhang)辦(ban)法(fa)。地(di)(di)方公(gong)(gong)務(wu)(wu)(wu)(wu)交(jiao)通補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)不(bu)得高(gao)于(yu)中(zhong)(zhong)(zhong)央(yang)和國(guo)家機(ji)(ji)關(guan)(guan)(guan)補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)的(de)130%,邊疆民族地(di)(di)區(qu)和其他邊遠地(di)(di)區(qu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)不(bu)得高(gao)于(yu)中(zhong)(zhong)(zhong)央(yang)和國(guo)家機(ji)(ji)關(guan)(guan)(guan)補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)的(de)150%。各(ge)省(自治區(qu)、直(zhi)轄市(shi))之間補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)差距(ju)不(bu)宜(yi)過大(da),同一省(自治區(qu)、直(zhi)轄市(shi))內不(bu)同地(di)(di)區(qu)補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)差距(ju)不(bu)得超(chao)過20%,同一市(shi)(地(di)(di)、州、盟)實行(xing)(xing)(xing)統一的(de)補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)。地(di)(di)方補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)層級劃(hua)分可(ke)不(bu)與中(zhong)(zhong)(zhong)央(yang)和國(guo)家機(ji)(ji)關(guan)(guan)(guan)層級完(wan)全對(dui)應。駐地(di)(di)方的(de)中(zhong)(zhong)(zhong)央(yang)垂直(zhi)管(guan)理單位(wei)補(bu)貼(tie)(tie)(tie)(tie)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)按屬地(di)(di)化原則參照(zhao)(zhao)所在地(di)(di)區(qu)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)執行(xing)(xing)(xing),經費由中(zhong)(zhong)(zhong)央(yang)財政(zheng)負擔。

3、妥善安置中國司勤人員

各級黨(dang)政機關(guan)(guan)根據改(gai)革后的(de)實(shi)際(ji)需要,合(he)理設(she)置(zhi)司(si)勤人(ren)(ren)(ren)員(yuan)(yuan)(yuan)崗(gang)位(wei)(wei),采取(qu)公(gong)開(kai)、平等、競爭、擇優的(de)方式確定留(liu)用(yong)人(ren)(ren)(ren)員(yuan)(yuan)(yuan);未聘人(ren)(ren)(ren)員(yuan)(yuan)(yuan)原(yuan)則上(shang)以內部(bu)(bu)消化為主,通過內部(bu)(bu)轉崗(gang)、開(kai)辟新的(de)就業(ye)(ye)(ye)崗(gang)位(wei)(wei)、提前離崗(gang)等措施妥善安(an)(an)置(zhi)。依法(fa)(fa)做好未留(liu)用(yong)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)聘用(yong)合(he)同(tong)(tong)或勞動合(he)同(tong)(tong)的(de)終止(zhi)、解除(chu)工(gong)作,維護其(qi)合(he)法(fa)(fa)權(quan)益,相(xiang)關(guan)(guan)必要支出由各級財政安(an)(an)排專項經(jing)費予以保障。各級人(ren)(ren)(ren)力資源(yuan)社會(hui)保障部(bu)(bu)門會(hui)同(tong)(tong)有(you)關(guan)(guan)部(bu)(bu)門組(zu)成工(gong)作組(zu),負責指(zhi)導參(can)改(gai)單位(wei)(wei)做好司(si)勤人(ren)(ren)(ren)員(yuan)(yuan)(yuan)安(an)(an)置(zhi)工(gong)作,確保改(gai)革平穩推進(jin)。參(can)改(gai)事業(ye)(ye)(ye)單位(wei)(wei)、國(guo)有(you)企業(ye)(ye)(ye)和國(guo)有(you)金融企業(ye)(ye)(ye)要依法(fa)(fa)做好司(si)勤人(ren)(ren)(ren)員(yuan)(yuan)(yuan)安(an)(an)置(zhi)工(gong)作。

4、公開規范處置中國公務用車

取(qu)消的(de)公(gong)(gong)務用車(che),由各(ge)級相關(guan)職能部(bu)門統一規范處(chu)(chu)(chu)(chu)置(zhi)(zhi)。對取(qu)消的(de)一般公(gong)(gong)務用車(che),要制定處(chu)(chu)(chu)(chu)置(zhi)(zhi)辦法,公(gong)(gong)開招標評估、拍賣機構(gou),通過公(gong)(gong)開拍賣等方式公(gong)(gong)開處(chu)(chu)(chu)(chu)置(zhi)(zhi)。取(qu)消車(che)輛(liang)處(chu)(chu)(chu)(chu)置(zhi)(zhi)要防止甩賣和賤賣現(xian)象,避免(mian)國有(you)資產流失(shi)。黨政機關(guan)公(gong)(gong)務用車(che)處(chu)(chu)(chu)(chu)置(zhi)(zhi)收入,扣(kou)除有(you)關(guan)稅費后全部(bu)上繳(jiao)國庫。參改事業(ye)單位(wei)、國有(you)企業(ye)和國有(you)金融企業(ye)車(che)輛(liang)處(chu)(chu)(chu)(chu)置(zhi)(zhi)收入,按國家有(you)關(guan)財務管理(li)制度執(zhi)行。各(ge)地可根據實際(ji)情(qing)況,對未能及時處(chu)(chu)(chu)(chu)置(zhi)(zhi)的(de)車(che)輛(liang),采取(qu)設立過渡(du)(du)性車(che)輛(liang)服務中心(xin)或(huo)社會(hui)化車(che)輛(liang)租賃公(gong)(gong)司的(de)方式,進行市場化運營,減少車(che)輛(liang)閑置(zhi)(zhi)浪費,過渡(du)(du)期由各(ge)地確定,政府不得變相為其提供(gong)財政性補貼。

健全中國公務用車管理和保障制度

1、加強定向化保障中國車輛管理

中國(guo)各級黨政(zheng)機關公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)主管部(bu)門要會同(tong)有(you)關部(bu)門嚴格核定(ding)定(ding)向化保(bao)(bao)障(zhang)公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)的(de)編制和標準,車(che)(che)輛配(pei)(pei)備優先選用(yong)(yong)(yong)(yong)新能(neng)源(yuan)汽車(che)(che)。執(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)勤(qin)(qin)(qin)用(yong)(yong)(yong)(yong)車(che)(che)配(pei)(pei)備應當嚴格限制在一線(xian)執(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)勤(qin)(qin)(qin)崗(gang)位(wei),機關內部(bu)管理(li)和后(hou)勤(qin)(qin)(qin)崗(gang)位(wei)以及(ji)機關所屬(shu)事業單(dan)位(wei)一律不得配(pei)(pei)備。除涉及(ji)國(guo)家安(an)全(quan)、偵查(cha)辦案等有(you)保(bao)(bao)密(mi)要求的(de)特殊工作(zuo)(zuo)用(yong)(yong)(yong)(yong)車(che)(che)外(wai),執(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)勤(qin)(qin)(qin)用(yong)(yong)(yong)(yong)車(che)(che)應當噴涂明顯的(de)統一標識。機要通信(xin)、應急(ji)等車(che)(che)輛要充分考慮不同(tong)部(bu)門的(de)工作(zuo)(zuo)差(cha)異(yi),根據實際(ji)需要合理(li)配(pei)(pei)備,保(bao)(bao)障(zhang)到位(wei)。按規定(ding)保(bao)(bao)留的(de)公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)實行集中管理(li),逐步(bu)探索社會化監(jian)督的(de)有(you)效形式和具體辦法(fa)(fa)。在從嚴控制總量(liang)的(de)前提下,各地(di)可根據實際(ji)情況確定(ding)和優化配(pei)(pei)置相關一線(xian)執(zhi)(zhi)法(fa)(fa)執(zhi)(zhi)勤(qin)(qin)(qin)崗(gang)位(wei)車(che)(che)輛,鼓勵各地(di)建立跨部(bu)門綜合性執(zhi)(zhi)法(fa)(fa)用(yong)(yong)(yong)(yong)車(che)(che)平臺。進一步(bu)精(jing)簡地(di)方公(gong)務用(yong)(yong)(yong)(yong)車(che)(che)管理(li)機構。

2、完善財務管理

黨政機(ji)關(guan)公(gong)(gong)務(wu)交(jiao)通補(bu)(bu)(bu)(bu)(bu)貼(tie)屬于改革性補(bu)(bu)(bu)(bu)(bu)貼(tie),統一納(na)入財政預算(suan),在(zai)(zai)交(jiao)通費中列支、按月發放,用(yong)于保(bao)障公(gong)(gong)務(wu)人員普通公(gong)(gong)務(wu)出(chu)行。各單位要加強財務(wu)管理,按照在(zai)(zai)編在(zai)(zai)崗公(gong)(gong)務(wu)員數量和職級核(he)定(ding)補(bu)(bu)(bu)(bu)(bu)貼(tie)數額,嚴格(ge)公(gong)(gong)務(wu)交(jiao)通補(bu)(bu)(bu)(bu)(bu)貼(tie)發放,不(bu)得擅自擴大補(bu)(bu)(bu)(bu)(bu)貼(tie)范圍、提高補(bu)(bu)(bu)(bu)(bu)貼(tie)標(biao)準。

3、加強公務用車監督檢查

把公(gong)務(wu)用(yong)(yong)(yong)車(che)(che)配備和運行維(wei)護費用(yong)(yong)(yong)、交通補(bu)貼發放(fang)、車(che)(che)輛(liang)(liang)處置情況(kuang)等納入(ru)日(ri)常(chang)和專項審計(ji)監(jian)督及(ji)政務(wu)公(gong)開(kai)范圍。黨政機(ji)關(guan)不(bu)得(de)以(yi)特(te)殊用(yong)(yong)(yong)途等理(li)由(you)變(bian)相超編制、超標準配備公(gong)務(wu)用(yong)(yong)(yong)車(che)(che),不(bu)得(de)以(yi)任(ren)何方式換用(yong)(yong)(yong)、借用(yong)(yong)(yong)、占(zhan)用(yong)(yong)(yong)下(xia)屬單位或其他單位和個人的(de)(de)車(che)(che)輛(liang)(liang),不(bu)得(de)接受企事業(ye)單位和個人贈送的(de)(de)車(che)(che)輛(liang)(liang),不(bu)得(de)以(yi)任(ren)何理(li)由(you)違反用(yong)(yong)(yong)途使用(yong)(yong)(yong)或固定(ding)給個人使用(yong)(yong)(yong)執法執勤(qin)、機(ji)要(yao)(yao)通信等公(gong)務(wu)用(yong)(yong)(yong)車(che)(che),不(bu)得(de)以(yi)公(gong)務(wu)交通補(bu)貼名義變(bian)相發放(fang)福利。公(gong)務(wu)人員(yuan)不(bu)得(de)既領(ling)取公(gong)務(wu)交通補(bu)貼、又(you)違規乘(cheng)坐公(gong)務(wu)用(yong)(yong)(yong)車(che)(che)。紀檢(jian)監(jian)察(cha)機(ji)關(guan)要(yao)(yao)強化監(jian)督檢(jian)查,及(ji)時受理(li)群眾(zhong)舉(ju)報(bao),依法依紀嚴肅查處違反公(gong)務(wu)用(yong)(yong)(yong)車(che)(che)制度(du)改革和公(gong)務(wu)用(yong)(yong)(yong)車(che)(che)管理(li)的(de)(de)行為,嚴肅追究相關(guan)責任(ren)人的(de)(de)責任(ren)。

4、切實保障公務出行

鼓勵公務出行利用(yong)公共交(jiao)通(tong)(tong)服(fu)務。各地要采取有(you)效措施,完善城(cheng)市公共交(jiao)通(tong)(tong)服(fu)務體系,探索(suo)發展適合公務出行的市場化交(jiao)通(tong)(tong)定制服(fu)務,增加社(she)會化交(jiao)通(tong)(tong)供給。及時解決公務出行遇到的實際問題,確(que)保(bao)改(gai)革后公務出行得(de)到有(you)效保(bao)障。

組織實施

1、加強領導,明確責任

中國(guo)公務用(yong)車制(zhi)度改(gai)(gai)革政策性(xing)強(qiang)、任(ren)(ren)務艱(jian)巨,各(ge)地區(qu)各(ge)部門(men)要高度重(zhong)視,切(qie)實加強(qiang)領(ling)導(dao),嚴格工(gong)作紀律,明確工(gong)作責(ze)任(ren)(ren)。中央和地方分別(bie)建(jian)立(li)公務用(yong)車制(zhi)度改(gai)(gai)革領(ling)導(dao)小組(zu),明確工(gong)作機制(zhi),負責(ze)落實各(ge)項改(gai)(gai)革任(ren)(ren)務,確保改(gai)(gai)革扎實穩(wen)步推進,既要改(gai)(gai)成,更要改(gai)(gai)好(hao)。

中(zhong)國(guo)中(zhong)央公(gong)務(wu)用(yong)車制(zhi)度(du)(du)改(gai)(gai)革領(ling)導(dao)小(xiao)組由國(guo)家(jia)發展(zhan)改(gai)(gai)革委、國(guo)管(guan)局(ju)(ju)、中(zhong)直(zhi)管(guan)理(li)局(ju)(ju)牽頭,財政部、人(ren)力資源社會保障部、審計署等部門參加,主(zhu)要負責指導(dao)、協調全國(guo)公(gong)務(wu)用(yong)車制(zhi)度(du)(du)改(gai)(gai)革工作,制(zhi)定(ding)并組織實(shi)施中(zhong)央和國(guo)家(jia)機關公(gong)務(wu)用(yong)車制(zhi)度(du)(du)改(gai)(gai)革方案及配套(tao)政策,會同(tong)有關部門制(zhi)定(ding)中(zhong)央和國(guo)家(jia)機關所(suo)屬非參公(gong)事(shi)業(ye)單位(wei)、中(zhong)央企業(ye)和中(zhong)央金融企業(ye)公(gong)務(wu)用(yong)車制(zhi)度(du)(du)改(gai)(gai)革方案。

中國(guo)各省(sheng)(自(zi)治區(qu)、直轄市)公(gong)務(wu)用車制(zhi)度(du)(du)改革領(ling)導(dao)小組要根據本地(di)區(qu)實(shi)(shi)際情(qing)況(kuang),負責制(zhi)定并(bing)組織(zhi)實(shi)(shi)施本省(sheng)(自(zi)治區(qu)、直轄市)黨政(zheng)機(ji)關、事業(ye)單(dan)位、國(guo)有企業(ye)和國(guo)有金融企業(ye)公(gong)務(wu)用車制(zhi)度(du)(du)改革方案(an)及(ji)配套政(zheng)策。各省(sheng)(自(zi)治區(qu)、直轄市)黨政(zheng)機(ji)關公(gong)務(wu)用車制(zhi)度(du)(du)改革方案(an)報中央公(gong)務(wu)用車制(zhi)度(du)(du)改革領(ling)導(dao)小組批(pi)準后實(shi)(shi)施。

2、精心組織,扎實推進

中國各(ge)地區各(ge)部門要(yao)健全工(gong)作(zuo)機(ji)制,深入(ru)調查研究,細致(zhi)統計測(ce)算(suan),周密制定(ding)公(gong)務(wu)用車(che)制度(du)(du)改(gai)(gai)革方案,明確時限(xian)要(yao)求,加強監督檢查,及時有(you)效解(jie)決改(gai)(gai)革中遇到(dao)的(de)新情況新問題,確保各(ge)項(xiang)工(gong)作(zuo)落到(dao)實處。中央和國家機(ji)關及各(ge)省(sheng)(自治區、直轄(xia)市)要(yao)盡快啟動(dong)公(gong)務(wu)用車(che)制度(du)(du)改(gai)(gai)革工(gong)作(zuo),確保在規定(ding)時限(xian)內完成改(gai)(gai)革任務(wu)。已先行(xing)開展公(gong)務(wu)用車(che)制度(du)(du)改(gai)(gai)革的(de)地區和部門要(yao)按本意見進行(xing)規范。

保障措施

1、加強保留公務(wu)用(yong)車(che)(che)(che)管(guan)(guan)(guan)理。中國中央和(he)國家機關(guan)各(ge)(ge)部(bu)(bu)(bu)門各(ge)(ge)單位(wei)(wei)根據編制總量和(he)工作(zuo)性質可保留5輛以內的機要(yao)通信、應急公務(wu)用(yong)車(che)(che)(che),由公務(wu)用(yong)車(che)(che)(che)主管(guan)(guan)(guan)部(bu)(bu)(bu)門實行(xing)編制管(guan)(guan)(guan)理,編制數量和(he)配備(bei)標準要(yao)根據各(ge)(ge)部(bu)(bu)(bu)門各(ge)(ge)單位(wei)(wei)實際工作(zuo)情況科(ke)學確定,優(you)先選用(yong)新能源汽(qi)車(che)(che)(che)。執(zhi)(zhi)法執(zhi)(zhi)勤(qin)用(yong)車(che)(che)(che)配備(bei)應當(dang)嚴格(ge)限制在一(yi)線執(zhi)(zhi)法執(zhi)(zhi)勤(qin)崗位(wei)(wei),機關(guan)內部(bu)(bu)(bu)管(guan)(guan)(guan)理和(he)后勤(qin)崗位(wei)(wei)以及機關(guan)所屬事(shi)業單位(wei)(wei)一(yi)律不得配備(bei)。財(cai)政部(bu)(bu)(bu)要(yao)會(hui)同(tong)有關(guan)部(bu)(bu)(bu)門按(an)規(gui)定對執(zhi)(zhi)法執(zhi)(zhi)勤(qin)用(yong)車(che)(che)(che)進行(xing)核定和(he)規(gui)范。除涉(she)及國家安全(quan)、偵查(cha)辦案等有保密要(yao)求的特殊(shu)工作(zuo)用(yong)車(che)(che)(che)外,執(zhi)(zhi)法執(zhi)(zhi)勤(qin)用(yong)車(che)(che)(che)應當(dang)噴涂明顯(xian)的統一(yi)標識。國管(guan)(guan)(guan)局會(hui)同(tong)中直管(guan)(guan)(guan)理局負責(ze)修訂公務(wu)用(yong)車(che)(che)(che)使用(yong)管(guan)(guan)(guan)理辦法,加強公務(wu)用(yong)車(che)(che)(che)規(gui)范化管(guan)(guan)(guan)理。進一(yi)步精簡公務(wu)用(yong)車(che)(che)(che)管(guan)(guan)(guan)理機構。

2、嚴格財(cai)務(wu)管理(li)(li)。財(cai)政(zheng)部要(yao)嚴格交通(tong)費用(yong)預算管理(li)(li)。各單(dan)位(wei)要(yao)加強(qiang)財(cai)務(wu)管理(li)(li),按(an)照在編在崗公(gong)務(wu)員數(shu)量和(he)職級核定(ding)補貼數(shu)額,嚴格公(gong)務(wu)交通(tong)補貼發放,不得擅自(zi)擴大補貼人(ren)員范圍、提高補貼標準。

3、加強(qiang)公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車紀律檢(jian)查(cha)和(he)審(shen)計。嚴肅公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車紀律,各(ge)部門各(ge)單(dan)位(wei)(wei)不(bu)(bu)(bu)得(de)(de)以(yi)特殊(shu)用(yong)(yong)途等理(li)由變相(xiang)超編制、超標(biao)準配(pei)備公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車,不(bu)(bu)(bu)得(de)(de)以(yi)任(ren)何方(fang)式換用(yong)(yong)、借(jie)用(yong)(yong)、占(zhan)用(yong)(yong)下屬單(dan)位(wei)(wei)或其他單(dan)位(wei)(wei)和(he)個人(ren)的車輛(liang),不(bu)(bu)(bu)得(de)(de)接受(shou)企事業單(dan)位(wei)(wei)和(he)個人(ren)贈送的車輛(liang),不(bu)(bu)(bu)得(de)(de)以(yi)任(ren)何理(li)由違反用(yong)(yong)途使用(yong)(yong)或固定給個人(ren)使用(yong)(yong)執(zhi)法執(zhi)勤、機(ji)要通(tong)信等公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車,不(bu)(bu)(bu)得(de)(de)以(yi)交(jiao)通(tong)補貼(tie)名義變相(xiang)發(fa)放福利。公(gong)(gong)務(wu)(wu)(wu)人(ren)員不(bu)(bu)(bu)得(de)(de)既領取(qu)公(gong)(gong)務(wu)(wu)(wu)交(jiao)通(tong)補貼(tie)、又(you)違規乘坐公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車。紀檢(jian)監(jian)察機(ji)關負責對公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車制度(du)改革執(zhi)行情(qing)況(kuang)進行監(jian)督檢(jian)查(cha),糾正和(he)查(cha)處違紀違法行為(wei)。審(shen)計部門要對公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車改革情(qing)況(kuang)進行監(jian)督,并將改革后公(gong)(gong)務(wu)(wu)(wu)用(yong)(yong)車配(pei)備和(he)運(yun)行維護(hu)費用(yong)(yong)、交(jiao)通(tong)補貼(tie)發(fa)放、車輛(liang)處置(zhi)情(qing)況(kuang)等納(na)入日常(chang)和(he)專項審(shen)計監(jian)督。

4、切(qie)實保(bao)障公務出(chu)行。北京市(shi)要(yao)采取切(qie)實措施,健全(quan)城市(shi)公共交通服務體系,完善出(chu)租車市(shi)場化(hua)(hua)運營管理方式(shi),增加(jia)社會化(hua)(hua)交通供給。及時(shi)解決(jue)公務出(chu)行遇到(dao)的問題,保(bao)障中央和國家機關普通公務出(chu)行。
