為(wei)完(wan)善招(zhao)生(sheng)制(zhi)度,規范(fan)教(jiao)(jiao)育秩序(xu),促(cu)進教(jiao)(jiao)育公平,營造(zao)良好教(jiao)(jiao)育生(sheng)態,推進義(yi)務(wu)教(jiao)(jiao)育持續健康深入發展。重慶市教(jiao)(jiao)育委員會發布了關于規范(fan)義(yi)務(wu)教(jiao)(jiao)育學(xue)(xue)校招(zhao)生(sheng)入學(xue)(xue)工作的(de)實施意見以及關于做好2021年(nian)義(yi)務(wu)教(jiao)(jiao)育招(zhao)生(sheng)入學(xue)(xue)工作的(de)通知,明確了重慶入學(xue)(xue)政策。
一、提高認識,高度重視義務教育招生入學工作
《關(guan)(guan)(guan)于深化教(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)改(gai)(gai)革(ge)全面(mian)提高義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)質(zhi)量(liang)的意(yi)見》(中(zhong)發〔2019〕26號)文件明確(que)要(yao)求:民(min)(min)辦(ban)(ban)義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)校(xiao)招(zhao)生納入(ru)審批地統一管理(li)(li),與公辦(ban)(ban)學(xue)校(xiao)同步招(zhao)生;對報名人(ren)數超過招(zhao)生計劃的,實行電腦隨機錄取(qu)。這是(shi)黨(dang)中(zhong)央(yang)、國務(wu)院以(yi)人(ren)民(min)(min)為中(zhong)心,深化關(guan)(guan)(guan)鍵領域(yu)改(gai)(gai)革(ge),完善(shan)招(zhao)生制(zhi)(zhi)度,規范(fan)辦(ban)(ban)學(xue)行為的重大(da)(da)舉措,是(shi)緩解義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)階段擇校(xiao)熱、遏制(zhi)(zhi)掐尖現象(xiang)(xiang)、治(zhi)(zhi)理(li)(li)校(xiao)外培訓機構亂象(xiang)(xiang)的正(zheng)確(que)決策,是(shi)改(gai)(gai)革(ge)民(min)(min)辦(ban)(ban)學(xue)校(xiao)招(zhao)生、促(cu)進公民(min)(min)辦(ban)(ban)學(xue)校(xiao)協調發展(zhan)的重要(yao)部署,對依法治(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)、完善(shan)現代教(jiao)(jiao)(jiao)(jiao)育(yu)治(zhi)(zhi)理(li)(li)體系具有重大(da)(da)戰略意(yi)義。各區(qu)縣(自治(zhi)(zhi)縣,以(yi)下簡(jian)稱(cheng)區(qu)縣)教(jiao)(jiao)(jiao)(jiao)育(yu)部門(men)要(yao)高度重視(shi),深刻領會黨(dang)中(zhong)央(yang)、國務(wu)院有關(guan)(guan)(guan)要(yao)求的精神實質(zhi),堅持黨(dang)的教(jiao)(jiao)(jiao)(jiao)育(yu)方(fang)針,落實立德樹(shu)人(ren)根本(ben)任務(wu),嚴格(ge)執行中(zhong)發〔2019〕26號文件相關(guan)(guan)(guan)規定,積極作為,完善(shan)招(zhao)生制(zhi)(zhi)度,規范(fan)教(jiao)(jiao)(jiao)(jiao)育(yu)秩序,著力解決招(zhao)生工作中(zhong)的頑瘴痼(gu)疾,促(cu)進教(jiao)(jiao)(jiao)(jiao)育(yu)公平(ping),營造(zao)良(liang)好教(jiao)(jiao)(jiao)(jiao)育(yu)生態(tai),推進義務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)持續(xu)健康深入(ru)發展(zhan),努力辦(ban)(ban)好人(ren)民(min)(min)滿意(yi)的教(jiao)(jiao)(jiao)(jiao)育(yu)。
二、把握原則,創建公平和諧招生環境
(一)堅持同步同權,共同發展。2020年(nian)起,實行全市公(gong)辦(ban)、民(min)(min)辦(ban)義務(wu)(wu)教(jiao)育學(xue)校同(tong)(tong)(tong)步發(fa)(fa)布招(zhao)生計劃、同(tong)(tong)(tong)步信息登(deng)記(ji)、同(tong)(tong)(tong)步網上報名、同(tong)(tong)(tong)步審核(he)報名材(cai)料、同(tong)(tong)(tong)步開(kai)展招(zhao)生錄(lu)取等,公(gong)辦(ban)、民(min)(min)辦(ban)義務(wu)(wu)教(jiao)育學(xue)校享(xiang)有(you)(you)同(tong)(tong)(tong)樣權利,履行同(tong)(tong)(tong)樣義務(wu)(wu),實現共同(tong)(tong)(tong)發(fa)(fa)展。完善公(gong)辦(ban)和民(min)(min)辦(ban)義務(wu)(wu)教(jiao)育招(zhao)生制度,構建(jian)一視同(tong)(tong)(tong)仁、平(ping)等發(fa)(fa)展、公(gong)民(min)(min)辦(ban)義務(wu)(wu)教(jiao)育學(xue)校互不享(xiang)有(you)(you)招(zhao)生特權的良性發(fa)(fa)展機制。
(二)堅持破立并舉,提升質量。全(quan)面貫徹中(zhong)央提(ti)出(chu)的“嚴禁(jin)以(yi)各(ge)類考(kao)試、競賽、培訓(xun)成績或(huo)證書證明(ming)等作為招(zhao)生(sheng)(sheng)依據(ju),不得以(yi)面試、評測等名義選拔學(xue)生(sheng)(sheng)”要求,建立規范招(zhao)生(sheng)(sheng)制度,破除跨區(qu)域掐尖招(zhao)生(sheng)(sheng)、義務教(jiao)育(yu)(yu)考(kao)試招(zhao)生(sheng)(sheng)、義務教(jiao)育(yu)(yu)招(zhao)生(sheng)(sheng)錄取與社會培訓(xun)機構或(huo)各(ge)類競賽考(kao)試證書掛鉤等突出(chu)問題,根治民辦學(xue)校招(zhao)生(sheng)(sheng)亂象。堅持規范行(xing)為與提(ti)升(sheng)質量并重(zhong),狠(hen)抓教(jiao)育(yu)(yu)教(jiao)學(xue)質量提(ti)升(sheng),著力辦好百(bai)姓(xing)身(shen)邊(bian)的每一所學(xue)校,從(cong)根本上解決招(zhao)生(sheng)(sheng)工(gong)作中(zhong)的難點和(he)堵點,形成良好教(jiao)育(yu)(yu)生(sheng)(sheng)態環境,推進義務教(jiao)育(yu)(yu)優質均(jun)衡發展。
(三)堅持公開公平,保障權益。完善義(yi)務教(jiao)育(yu)陽光招(zhao)生(sheng)(sheng)(sheng)(sheng)工作機制(zhi),實行義(yi)務教(jiao)育(yu)招(zhao)生(sheng)(sheng)(sheng)(sheng)政策(ce)全(quan)(quan)公(gong)(gong)開(kai),招(zhao)生(sheng)(sheng)(sheng)(sheng)所(suo)有環(huan)節全(quan)(quan)公(gong)(gong)示(shi),招(zhao)生(sheng)(sheng)(sheng)(sheng)流(liu)程多方代(dai)表人員(yuan)全(quan)(quan)參與(yu),切實加強招(zhao)生(sheng)(sheng)(sheng)(sheng)監督監管(guan),規范招(zhao)生(sheng)(sheng)(sheng)(sheng)行為(wei),保(bao)障招(zhao)生(sheng)(sheng)(sheng)(sheng)機會(hui)公(gong)(gong)平、程序公(gong)(gong)開(kai)、結(jie)果公(gong)(gong)正。
三、抓住關鍵,細化招生入學工作措施
完善義務(wu)教育(yu)(yu)招生制度(du)是(shi)在教育(yu)(yu)部統一部署下實施的一項齊步(bu)(bu)走(zou)行(xing)(xing)動,全國(guo)各(ge)省市同步(bu)(bu)執行(xing)(xing)落(luo)實,不搞分步(bu)(bu)實施。各(ge)區縣(xian)教育(yu)(yu)部門要履行(xing)(xing)好屬地(di)管(guan)理主體責(ze)任(ren),抓住關鍵環(huan)節,積極作(zuo)為,精準施策(ce),確保黨中(zhong)央、國(guo)務(wu)院部署和要求落(luo)實到位。
(一)明確主體責任,核定招生計劃。義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育階段學(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue)工(gong)作由區(qu)縣教(jiao)(jiao)(jiao)(jiao)(jiao)育部門負責,在(zai)市教(jiao)(jiao)(jiao)(jiao)(jiao)委(wei)指導和區(qu)縣黨(dang)委(wei)政(zheng)府領導下進行(xing)。各區(qu)縣教(jiao)(jiao)(jiao)(jiao)(jiao)育部門按照市教(jiao)(jiao)(jiao)(jiao)(jiao)委(wei)實(shi)施(shi)(shi)意見(jian),針對轄區(qu)內招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作實(shi)際,制定(ding)本區(qu)縣中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作實(shi)施(shi)(shi)細則,在(zai)每個工(gong)作流程和細節上(shang)做到精準施(shi)(shi)策。公(gong)(gong)辦(ban)中(zhong)小(xiao)(xiao)(xiao)學(xue)(xue)(xue)繼(ji)續堅持免試(shi)就(jiu)近劃片招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入學(xue)(xue)(xue),合理規劃,堅決杜絕新增(zeng)大班額(e)。各區(qu)縣教(jiao)(jiao)(jiao)(jiao)(jiao)育部門要結合學(xue)(xue)(xue)校辦(ban)學(xue)(xue)(xue)規模、辦(ban)學(xue)(xue)(xue)條件和招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)類(lei)別,科學(xue)(xue)(xue)核定(ding)公(gong)(gong)辦(ban)、民(min)辦(ban)學(xue)(xue)(xue)校招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃,于招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)作啟動前向社會公(gong)(gong)布。要嚴格核定(ding)各民(min)辦(ban)學(xue)(xue)(xue)校承接政(zheng)府購買服務(wu)(wu)(wu)、小(xiao)(xiao)(xiao)區(qu)配套學(xue)(xue)(xue)校業主子女(nv)、九(jiu)年一貫制直升初中(zhong)、小(xiao)(xiao)(xiao)語(yu)種學(xue)(xue)(xue)生(sheng)(sheng)(sheng)(sheng)、舉辦(ban)者子女(nv)等類(lei)別招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃。義(yi)(yi)務(wu)(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育學(xue)(xue)(xue)籍系統將嚴格按照招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃注冊學(xue)(xue)(xue)籍,嚴禁超(chao)計劃招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。
(二)確定招生范圍,做好工作安排。各區(qu)(qu)縣(xian)教(jiao)育(yu)(yu)部(bu)門要(yao)根據區(qu)(qu)縣(xian)域內適齡兒童少年(nian)人數、學(xue)(xue)校(xiao)(xiao)分布、學(xue)(xue)校(xiao)(xiao)規(gui)模(mo)、班額規(gui)定(ding)、交通狀況(kuang)等因素,按照(zhao)確保公平和免試就(jiu)近(jin)入學(xue)(xue)的原(yuan)則,科學(xue)(xue)合理制定(ding)本地公辦(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)學(xue)(xue)區(qu)(qu)劃(hua)分方(fang)案,確保義(yi)務(wu)教(jiao)育(yu)(yu)免試就(jiu)近(jin)入學(xue)(xue)政(zheng)策全覆(fu)蓋。片區(qu)(qu)劃(hua)定(ding)后要(yao)保持(chi)相對穩定(ding),確需調整時要(yao)按照(zhao)依(yi)法治理的思路和辦(ban)法審(shen)慎論證、廣泛聽取各方(fang)意見(jian),并報當地黨委政(zheng)府同意。民(min)辦(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)(xue)校(xiao)(xiao)招生納入審(shen)批地統一(yi)管理,具體招生范(fan)圍、對象等由所在(zai)轄區(qu)(qu)教(jiao)育(yu)(yu)部(bu)門予(yu)以確定(ding),有寄宿條(tiao)件的民(min)辦(ban)學(xue)(xue)校(xiao)(xiao)可適當擴大(da)招生范(fan)圍。平穩實施民(min)辦(ban)一(yi)貫(guan)制學(xue)(xue)校(xiao)(xiao)直(zhi)升(sheng)錄取。民(min)辦(ban)九年(nian)一(yi)貫(guan)制學(xue)(xue)校(xiao)(xiao)可設置小升(sheng)初本校(xiao)(xiao)免試直(zhi)升(sheng)計(ji)劃(hua)和校(xiao)(xiao)外招生計(ji)劃(hua),如本校(xiao)(xiao)直(zhi)升(sheng)意愿人數大(da)于(yu)免試直(zhi)升(sheng)計(ji)劃(hua)數,將由所在(zai)區(qu)(qu)縣(xian)教(jiao)育(yu)(yu)行政(zheng)部(bu)門實施電(dian)腦搖號(hao)隨機錄取。
(三)統一報名時間,規范信息采集。全市所有義(yi)務(wu)(wu)教育(yu)階段的(de)公辦(ban)、民辦(ban)中小學(xue)校按照統一(yi)時間(jian)進(jin)行報(bao)名。市教委(wei)將(jiang)開啟“重(zhong)慶市義(yi)務(wu)(wu)教育(yu)階段學(xue)校入學(xue)報(bao)名信息采集系統”。符合入學(xue)條件的(de)適齡兒童家長,按照區縣教育(yu)部門公布的(de)本轄區義(yi)務(wu)(wu)教育(yu)招生入學(xue)政(zheng)策、工作安排、報(bao)名程序等相關信息進(jin)行網上(shang)信息采集。學(xue)生可選擇一(yi)所民辦(ban)學(xue)校報(bao)名,公辦(ban)、民辦(ban)學(xue)校不能兼報(bao)。
(四)開展同步招生,公開公平錄取。將(jiang)民辦(ban)(ban)義(yi)務(wu)教(jiao)育(yu)(yu)學(xue)校(xiao)(xiao)(xiao)招(zhao)生(sheng)(sheng)納(na)入審(shen)批(pi)地統(tong)一管理,與(yu)公(gong)辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)同步(bu)(bu)招(zhao)生(sheng)(sheng)。全市(shi)義(yi)務(wu)教(jiao)育(yu)(yu)階段(duan)的公(gong)辦(ban)(ban)、民辦(ban)(ban)中小學(xue)于每(mei)年6月(yue)20日(ri)同步(bu)(bu)開展(zhan)招(zhao)生(sheng)(sheng)錄取(qu)(qu)工作。民辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)按招(zhao)生(sheng)(sheng)計(ji)劃實施分(fen)類報(bao)名、分(fen)類錄取(qu)(qu)。報(bao)名人(ren)數小于或等于招(zhao)生(sheng)(sheng)計(ji)劃,采取(qu)(qu)登記注冊方式直接錄取(qu)(qu);報(bao)名人(ren)數超過(guo)招(zhao)生(sheng)(sheng)計(ji)劃的,由區(qu)縣教(jiao)育(yu)(yu)部門(men)統(tong)一組(zu)織電(dian)(dian)腦隨(sui)機(ji)搖(yao)號(hao),全程接受(shou)社會監督。市(shi)教(jiao)委將(jiang)進(jin)一步(bu)(bu)完善“重慶市(shi)義(yi)務(wu)教(jiao)育(yu)(yu)階段(duan)學(xue)校(xiao)(xiao)(xiao)入學(xue)報(bao)名信(xin)息采集系統(tong)”,統(tong)一開發(fa)電(dian)(dian)腦隨(sui)機(ji)搖(yao)號(hao)錄取(qu)(qu)軟件,供(gong)各(ge)區(qu)縣教(jiao)育(yu)(yu)部門(men)統(tong)一使用(yong)。民辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)電(dian)(dian)腦搖(yao)號(hao)和公(gong)辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)首次錄取(qu)(qu)同時(shi)進(jin)行。電(dian)(dian)腦隨(sui)機(ji)派位搖(yao)號(hao)完成后,學(xue)生(sheng)(sheng)家長可(ke)登錄義(yi)務(wu)教(jiao)育(yu)(yu)信(xin)息采集系統(tong)查詢。經搖(yao)號(hao)錄取(qu)(qu)的學(xue)生(sheng)(sheng)須在規(gui)定時(shi)間內進(jin)行確認(ren);未確認(ren)的,視為(wei)自動放棄。未被(bei)民辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)錄取(qu)(qu)的學(xue)生(sheng)(sheng),回到公(gong)辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)錄取(qu)(qu)體系,按相(xiang)關(guan)規(gui)定由區(qu)縣教(jiao)育(yu)(yu)部門(men)統(tong)籌(chou)安排(pai),保證公(gong)辦(ban)(ban)學(xue)校(xiao)(xiao)(xiao)“兜底”,防(fang)止學(xue)生(sheng)(sheng)輟學(xue)。
(五)關注特殊群體,保障入學權益。各(ge)區縣教(jiao)育(yu)(yu)部(bu)門要堅持“兩(liang)為主、兩(liang)納入(ru)(ru)(ru)(ru)”,加快建立以居(ju)住證(zheng)為主要依據的義務(wu)教(jiao)育(yu)(yu)隨遷(qian)子(zi)女(nv)(nv)入(ru)(ru)(ru)(ru)學(xue)政(zheng)策(ce)(ce),確保(bao)符(fu)合(he)國家《居(ju)住證(zheng)暫(zan)行條例》基(ji)本要求的隨遷(qian)子(zi)女(nv)(nv)應入(ru)(ru)(ru)(ru)盡(jin)入(ru)(ru)(ru)(ru)。根據殘疾兒(er)童實(shi)際,安排好特教(jiao)學(xue)校入(ru)(ru)(ru)(ru)學(xue)、隨班就(jiu)讀、送教(jiao)上門等工(gong)作,保(bao)障(zhang)殘疾兒(er)童接(jie)受義務(wu)教(jiao)育(yu)(yu)權利。落實(shi)烈士子(zi)女(nv)(nv)、符(fu)合(he)條件的現(xian)役(yi)軍人(ren)子(zi)女(nv)(nv)、公安英模和(he)因公犧(xi)牲或傷(shang)殘警(jing)察、國家綜(zong)合(he)性消防救援隊伍人(ren)員子(zi)女(nv)(nv)及其他符(fu)合(he)規定的各(ge)類優(you)撫對象(xiang)教(jiao)育(yu)(yu)優(you)待政(zheng)策(ce)(ce)。用好管好“重慶市義務(wu)教(jiao)育(yu)(yu)控輟(chuo)保(bao)學(xue)動態(tai)管理平臺”,對招生入(ru)(ru)(ru)(ru)學(xue)工(gong)作實(shi)施臺賬化精(jing)準控輟(chuo)。
四、強化保障,確保招生工作穩步推進
(一)加強組織領導。各區(qu)縣(xian)(xian)教育(yu)部門在當地(di)區(qu)縣(xian)(xian)黨(dang)委(wei)(wei)政府(fu)的(de)領(ling)導下,要不折(zhe)不扣落(luo)實中(zhong)(zhong)央要求(qiu),壓實屬(shu)地(di)管理責(ze)任,成立中(zhong)(zhong)小學(xue)(xue)招(zhao)生工(gong)(gong)作(zuo)(zuo)領(ling)導小組,堅(jian)持公(gong)(gong)(gong)開、公(gong)(gong)(gong)平、公(gong)(gong)(gong)正(zheng)的(de)原則,對中(zhong)(zhong)小學(xue)(xue)招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)(zuo)早(zao)謀劃、早(zao)啟動、早(zao)安排,切(qie)實履行好對招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)(zuo)的(de)管理、指導、監督(du)和(he)(he)檢查(cha)職責(ze)。各區(qu)縣(xian)(xian)要結合實際,根據市(shi)教委(wei)(wei)當年印發的(de)關于做好義務教育(yu)招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)(zuo)的(de)通知(zhi),研究制定本地(di)普通中(zhong)(zhong)小學(xue)(xue)招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)(zuo)實施(shi)方(fang)案,嚴(yan)格審核屬(shu)地(di)民辦(ban)學(xue)(xue)校招(zhao)生計劃,報當地(di)黨(dang)委(wei)(wei)政府(fu)同意后實施(shi),實施(shi)方(fang)案同時報市(shi)教委(wei)(wei)備案。要按照(zhao)屬(shu)地(di)管理和(he)(he)“誰審批(pi)誰管理、誰主(zhu)管誰負責(ze)、誰舉辦(ban)誰負責(ze)”的(de)原則,切(qie)實執行好國家(jia)和(he)(he)我市(shi)義務教育(yu)招(zhao)生入(ru)(ru)學(xue)(xue)工(gong)(gong)作(zuo)(zuo)政策(ce),采取有力(li)措(cuo)施(shi)確保招(zhao)生工(gong)(gong)作(zuo)(zuo)平穩有序(xu)。
(二)嚴肅招生紀律。嚴(yan)(yan)禁(jin)(jin)民(min)辦義(yi)務教育學(xue)(xue)校無(wu)計劃、超計劃組(zu)織招(zhao)生(sheng);嚴(yan)(yan)禁(jin)(jin)自(zi)行(xing)(xing)組(zu)織或(huo)與社會(hui)培訓(xun)機構聯合(he)組(zu)織以選拔生(sheng)源(yuan)(yuan)為(wei)(wei)目的(de)(de)的(de)(de)各(ge)類考(kao)試(shi)、面(mian)試(shi),或(huo)采用社會(hui)培訓(xun)機構自(zi)行(xing)(xing)組(zu)織的(de)(de)各(ge)類考(kao)試(shi)結果;嚴(yan)(yan)禁(jin)(jin)提前組(zu)織招(zhao)生(sheng),變相(xiang)“掐尖”選生(sheng)源(yuan)(yuan);嚴(yan)(yan)禁(jin)(jin)公(gong)辦學(xue)(xue)校與民(min)辦學(xue)(xue)校混(hun)(hun)合(he)招(zhao)生(sheng)、混(hun)(hun)合(he)編(bian)班;嚴(yan)(yan)禁(jin)(jin)以高額物質獎勵、虛假(jia)(jia)宣傳(chuan)等不正(zheng)當手段招(zhao)攬(lan)生(sheng)源(yuan)(yuan);嚴(yan)(yan)禁(jin)(jin)任何(he)學(xue)(xue)校收(shou)取或(huo)變相(xiang)收(shou)取與入學(xue)(xue)掛鉤的(de)(de)“捐資助(zhu)學(xue)(xue)款”;嚴(yan)(yan)禁(jin)(jin)以各(ge)類競(jing)賽證書、學(xue)(xue)科競(jing)賽成績或(huo)考(kao)級證明等作為(wei)(wei)招(zhao)生(sheng)依據;嚴(yan)(yan)禁(jin)(jin)分班考(kao)試(shi)或(huo)設立任何(he)名義(yi)的(de)(de)重點班、快慢班;嚴(yan)(yan)禁(jin)(jin)出(chu)現人籍分離、空(kong)掛學(xue)(xue)籍、學(xue)(xue)籍造假(jia)(jia)等現象(xiang),不得為(wei)(wei)違規(gui)跨區域招(zhao)收(shou)的(de)(de)學(xue)(xue)生(sheng)和違規(gui)轉學(xue)(xue)學(xue)(xue)生(sheng)辦理學(xue)(xue)籍轉接(jie)。
(三)強化監督檢查。嚴格執行教(jiao)育(yu)部(bu)(bu)關于中小學(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)的(de)“十項禁(jin)令(ling)”。義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)不(bu)得(de)以“國際部(bu)(bu)”“國際課程班”“境外班”等名義招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。加強(qiang)對(dui)(dui)招(zhao)(zhao)(zhao)收外籍人員(yuan)子女的(de)國際學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)管(guan)理,不(bu)得(de)擅自(zi)招(zhao)(zhao)(zhao)收中國籍學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)。各區(qu)(qu)縣(xian)要充分發(fa)揮紀(ji)檢(jian)監(jian)察(cha)機(ji)關(派(pai)駐紀(ji)檢(jian)監(jian)察(cha)組)的(de)監(jian)督(du)(du)職責,暢通(tong)舉報和(he)申訴受理渠道,加強(qiang)監(jian)管(guan)力度,建立切實有(you)效的(de)監(jian)管(guan)機(ji)制,向(xiang)社會公布(bu)教(jiao)育(yu)部(bu)(bu)門(men)的(de)紀(ji)檢(jian)監(jian)督(du)(du)電(dian)話,主動接受社會監(jian)督(du)(du)。各義務教(jiao)育(yu)學(xue)(xue)校(xiao)(xiao)嚴禁(jin)向(xiang)社會公布(bu)未經區(qu)(qu)縣(xian)教(jiao)育(yu)部(bu)(bu)門(men)審查備案(an)(an)的(de)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡章(zhang)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)廣(guang)(guang)告和(he)自(zi)主招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)案(an)(an),嚴禁(jin)虛假宣(xuan)傳、欺(qi)騙(pian)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)和(he)家長(chang)。各區(qu)(qu)縣(xian)教(jiao)育(yu)部(bu)(bu)門(men)要加強(qiang)對(dui)(dui)民辦學(xue)(xue)校(xiao)(xiao)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡章(zhang)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)廣(guang)(guang)告、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)案(an)(an)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃等監(jian)管(guan);在統一(yi)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)前,通(tong)過政(zheng)務信(xin)息公開、媒體宣(xuan)傳、學(xue)(xue)校(xiao)(xiao)網站等方(fang)式向(xiang)社會統一(yi)發(fa)布(bu)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)簡章(zhang)、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)時間、招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)方(fang)式等信(xin)息,供(gong)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)和(he)家長(chang)參考和(he)選擇。各區(qu)(qu)縣(xian)教(jiao)育(yu)督(du)(du)導(dao)(dao)部(bu)(bu)門(men)要將中小學(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)工作(zuo)納入(ru)責任督(du)(du)學(xue)(xue)日常(chang)督(du)(du)導(dao)(dao)范圍,適時對(dui)(dui)招(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)學(xue)(xue)政(zheng)策(ce)落實情況開展督(du)(du)導(dao)(dao)。
(四)嚴懲違規行為。根據《中(zhong)華人(ren)民(min)共和(he)國(guo)義務教(jiao)育(yu)法(fa)(fa)》《中(zhong)華人(ren)民(min)共和(he)國(guo)民(min)辦教(jiao)育(yu)促進法(fa)(fa)》等有關(guan)法(fa)(fa)律規(gui)定,進一步(bu)健全違規(gui)招生(sheng)(sheng)查處(chu)(chu)和(he)責(ze)(ze)任追(zhui)究(jiu)機制,及時制止和(he)糾正違規(gui)行為(wei),并(bing)視(shi)情節(jie)輕重,予以處(chu)(chu)理(li)(li),確保中(zhong)央決(jue)策部(bu)署落地落實。對違規(gui)招生(sheng)(sheng)的(de)(de)(de)(de)學校(xiao)及屬地教(jiao)育(yu)部(bu)門主要負(fu)責(ze)(ze)人(ren)、分管負(fu)責(ze)(ze)人(ren)和(he)經辦人(ren)員(yuan)要予以約談、通報批評,對相關(guan)學校(xiao)及個人(ren)取(qu)(qu)消當年評先評優資格(ge)。對違規(gui)招生(sheng)(sheng)造(zao)(zao)成(cheng)(cheng)惡劣(lie)影(ying)響(xiang)的(de)(de)(de)(de),按規(gui)定追(zhui)究(jiu)相關(guan)責(ze)(ze)任人(ren)責(ze)(ze)任。因違規(gui)招生(sheng)(sheng)被(bei)教(jiao)育(yu)部(bu)門通報的(de)(de)(de)(de)民(min)辦學校(xiao),年檢(jian)一律作(zuo)為(wei)不(bu)合格(ge)處(chu)(chu)理(li)(li),限期(qi)整改,按照不(bu)低于10%的(de)(de)(de)(de)比例核減招生(sheng)(sheng)計劃;拒不(bu)執(zhi)行改正的(de)(de)(de)(de),依(yi)法(fa)(fa)依(yi)規(gui)處(chu)(chu)罰,直至吊銷辦學許(xu)可證;沒有取(qu)(qu)得辦學許(xu)可證的(de)(de)(de)(de)(含籌(chou)設期(qi)間)不(bu)得招生(sheng)(sheng)。市教(jiao)委將繼續(xu)把規(gui)范中(zhong)小學招生(sheng)(sheng)行為(wei)納入對區(qu)縣黨政(zheng)領(ling)導(dao)干部(bu)履行教(jiao)育(yu)職責(ze)(ze)督(du)導(dao)考核,對造(zao)(zao)成(cheng)(cheng)惡劣(lie)社會影(ying)響(xiang)的(de)(de)(de)(de),將依(yi)規(gui)依(yi)紀依(yi)法(fa)(fa)嚴肅追(zhui)責(ze)(ze)問責(ze)(ze)。
(五)加強宣傳引導。強(qiang)(qiang)化市、區縣、學(xue)(xue)校(xiao)上下聯動和(he)(he)部(bu)門協(xie)同(tong),統(tong)籌做好義務(wu)教(jiao)育(yu)招生(sheng)(sheng)(sheng)(sheng)制度改(gai)革的宣傳(chuan)工作(zuo)。充(chong)(chong)分(fen)利(li)用區域(yu)內主流媒體(ti)(ti)、區縣和(he)(he)學(xue)(xue)校(xiao)微信(xin)公眾平臺等(deng),堅(jian)持正面發聲,讓(rang)廣大群眾充(chong)(chong)分(fen)理(li)(li)(li)解(jie)(jie)(jie)中(zhong)央精神、教(jiao)育(yu)部(bu)要(yao)求和(he)(he)重(zhong)慶方案,形成社會(hui)理(li)(li)(li)解(jie)(jie)(jie)、家長(chang)理(li)(li)(li)解(jie)(jie)(jie)、學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)理(li)(li)(li)解(jie)(jie)(jie)的普遍認(ren)同(tong)。加強(qiang)(qiang)信(xin)息溝通,發揮教(jiao)師與(yu)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)、家長(chang)直(zhi)接聯系的優(you)勢(shi),深入(ru)解(jie)(jie)(jie)讀(du)闡釋(shi)義務(wu)教(jiao)育(yu)招生(sheng)(sheng)(sheng)(sheng)制度改(gai)革的重(zhong)要(yao)意義、政策措施(shi)和(he)(he)具體(ti)(ti)安排(pai),消(xiao)除(chu)學(xue)(xue)生(sheng)(sheng)(sheng)(sheng)和(he)(he)家長(chang)的焦慮心理(li)(li)(li),努力(li)營造社會(hui)各(ge)界廣泛理(li)(li)(li)解(jie)(jie)(jie)、大力(li)支(zhi)持和(he)(he)積極參與(yu)的良好氛(fen)圍(wei)。
