東(dong)營(ying)黃(huang)河公路(lu)大橋(qiao)位(wei)于勝利(li)黃(huang)河公路(lu)大橋(qiao)下游4.6km處(chu),是(shi)(shi)萬里黃(huang)河最后一(yi)座橋(qiao)梁,南岸是(shi)(shi)東(dong)營(ying)市(shi)墾利(li)縣左家莊,北岸是(shi)(shi)東(dong)營(ying)市(shi)利(li)津(jin)縣中古店(dian)。
該(gai)橋(qiao)全(quan)長2743.1m,由(you)北引(yin)橋(qiao)工(gong)程(cheng)、主橋(qiao)工(gong)程(cheng)、南(nan)引(yin)橋(qiao)工(gong)程(cheng)三部(bu)分組成(cheng),橋(qiao)面寬度(du)26m。
該(gai)橋(qiao)(qiao)全長2743.1m,由北引(yin)(yin)橋(qiao)(qiao)工(gong)程(cheng)、主(zhu)(zhu)(zhu)橋(qiao)(qiao)工(gong)程(cheng)、南引(yin)(yin)橋(qiao)(qiao)工(gong)程(cheng)三(san)部(bu)分組(zu)(zu)成。主(zhu)(zhu)(zhu)橋(qiao)(qiao)8個(ge)橋(qiao)(qiao)墩,最大跨度為220m;南引(yin)(yin)橋(qiao)(qiao)跨徑組(zu)(zu)合(he)為2孔(kong)42m簡支(zhi)箱型組(zu)(zu)合(he)梁(liang)+1聯5孔(kong)42m先簡支(zhi)后連(lian)續箱形組(zu)(zu)合(he)梁(liang);北引(yin)(yin)橋(qiao)(qiao)為38孔(kong)42m箱型組(zu)(zu)合(he)梁(liang),主(zhu)(zhu)(zhu)槽(cao)內橋(qiao)(qiao)跨組(zu)(zu)成為116m+200m+220m+200m+116m=852m,橋(qiao)(qiao)面寬度26m。
該橋采用平交(jiao)(jiao)方(fang)式(shi)與黃河堤防交(jiao)(jiao)叉,并(bing)修(xiu)建(jian)繞(rao)行道路以保證黃河防汛(xun)搶險的交(jiao)(jiao)通(tong)暢通(tong)。
為(wei)充分發(fa)揮東(dong)(dong)(dong)紅高(gao)速(su)公路(lu)這一交通(tong)大(da)通(tong)道的(de)(de)作用,適應東(dong)(dong)(dong)營(ying)市(shi)的(de)(de)公路(lu)交通(tong)與經濟(ji)發(fa)需要,解決(jue)勝利黃河(he)大(da)橋(qiao)的(de)(de)“瓶頸”狀況,促進環渤海高(gao)速(su)公路(lu)的(de)(de)順利實施,東(dong)(dong)(dong)營(ying)市(shi)委(wei)、市(shi)政府決(jue)定新建東(dong)(dong)(dong)紅路(lu)東(dong)(dong)(dong)營(ying)黃河(he)公路(lu)大(da)橋(qiao)。
該大橋南接東(dong)(營(ying))青(qing)(島)高速(su)公(gong)路(lu)墾利(li)主線,北與東(dong)(營(ying))港(gang)(口(kou))高速(su)公(gong)路(lu)立體交叉,西與辛河(he)路(lu)、永館路(lu)相連,是(shi)環渤海高速(su)公(gong)路(lu)及(ji)國家重要(yao)干線公(gong)路(lu)的(de)(de)樞紐工程,也是(shi)膠東(dong)半島、黃河(he)三(san)角洲與京津唐地區(qu)聯系的(de)(de)重要(yao)通道。它的(de)(de)建成,加快(kuai)了黃河(he)三(san)角洲融入山東(dong)環渤海經濟(ji)(ji)帶的(de)(de)步(bu)伐,對包括墾利(li)縣在內的(de)(de)整個東(dong)營(ying)市的(de)(de)經濟(ji)(ji)發(fa)展和勝(sheng)利(li)油田(tian)的(de)(de)開發(fa)建設,將起到積極的(de)(de)推動作用。
2000年(nian)7月(yue)11日(ri),山東(dong)(dong)省計(ji)(ji)委以魯計(ji)(ji)交(jiao)(jiao)能字[2000]682號(hao)和魯計(ji)(ji)交(jiao)(jiao)能字[2000]683號(hao)文件批準東(dong)(dong)營(ying)(ying)黃(huang)河公(gong)(gong)路(lu)大(da)橋(qiao)(qiao)項目立項并報國家計(ji)(ji)委備案(an)。2001年(nian)8月(yue)28日(ri),東(dong)(dong)營(ying)(ying)黃(huang)河公(gong)(gong)路(lu)大(da)橋(qiao)(qiao)工(gong)程(cheng)建設(she)(she)項目辦公(gong)(gong)室(shi)正式(shi)掛(gua)牌成立。10月(yue)11日(ri)~13日(ri),東(dong)(dong)紅(hong)公(gong)(gong)路(lu)東(dong)(dong)營(ying)(ying)黃(huang)河公(gong)(gong)路(lu)大(da)橋(qiao)(qiao)及接線工(gong)程(cheng)有限(xian)責(ze)任公(gong)(gong)司成立。12月(yue)10日(ri),確(que)定施工(gong)組織(zhi)方案(an)。2002年(nian)6月(yue)18日(ri),召開東(dong)(dong)營(ying)(ying)黃(huang)河公(gong)(gong)路(lu)大(da)橋(qiao)(qiao)工(gong)程(cheng)開標會議,首次在山東(dong)(dong)省基建工(gong)程(cheng)施工(gong)招標中采(cai)用(yong)無標底(di)投標法擇優選擇了(le)施工(gong)、監理(li)單位。7月(yue)18日(ri),舉行工(gong)程(cheng)簽約(yue)儀式(shi)。該大(da)橋(qiao)(qiao)設(she)(she)計(ji)(ji)行車速(su)度100公(gong)(gong)里/小時,設(she)(she)計(ji)(ji)荷載為汽(qi)—超(chao)20,掛(gua)—120。橋(qiao)(qiao)面最大(da)縱坡4.0%,橋(qiao)(qiao)面橫坡2.0%;設(she)(she)計(ji)(ji)洪水頻率三百年(nian)一遇。
東營(ying)黃河(he)公路(lu)大橋位(wei)于墾(ken)利區左家莊東側,在勝(sheng)利黃河(he)大橋下(xia)游約5公里處,南(nan)北跨越(yue)墾(ken)利縣(xian)(xian)和利津(jin)縣(xian)(xian),是東營(ying)市境內唯一(yi)一(yi)座預(yu)應力(li)混(hun)凝土剛構—連續(xu)組合梁橋。
由山東省交(jiao)通(tong)(tong)廳公(gong)(gong)(gong)路(lu)局、科(ke)(ke)達集團股份(fen)有(you)限(xian)公(gong)(gong)(gong)司(si)(si)(si)分別(bie)投資(zi)50%,按BOT模式建(jian)設(she);鐵(tie)道部第一勘察(cha)設(she)計院設(she)計,中(zhong)(zhong)鐵(tie)十四局集團有(you)限(xian)公(gong)(gong)(gong)司(si)(si)(si)、山東省交(jiao)通(tong)(tong)工程(cheng)總(zong)公(gong)(gong)(gong)司(si)(si)(si)和山東省公(gong)(gong)(gong)路(lu)工程(cheng)總(zong)公(gong)(gong)(gong)司(si)(si)(si)濟寧分公(gong)(gong)(gong)司(si)(si)(si)承(cheng)建(jian);濰坊市交(jiao)通(tong)(tong)工程(cheng)監理中(zhong)(zhong)心(xin)(xin)監理,交(jiao)通(tong)(tong)部科(ke)(ke)研所、山東省橋梁檢測中(zhong)(zhong)心(xin)(xin)、中(zhong)(zhong)國太(tai)平洋(yang)財產保險股份(fen)有(you)限(xian)公(gong)(gong)(gong)司(si)(si)(si)濰坊中(zhong)(zhong)心(xin)(xin)支公(gong)(gong)(gong)司(si)(si)(si)、清華大學、同濟大學、哈爾濱工業(ye)大學、長沙交(jiao)通(tong)(tong)學院等(deng)單位(wei)擔任技術服務;是(shi)山東省首(shou)家采用BOT模式合資(zi)建(jian)設(she)、經營的黃河特大橋。
內河IV級航道,2個通(tong)(tong)航孔,最高通(tong)(tong)航水(shui)(shui)位(wei)11.42米(mi)(mi)(mi)(mi)(相(xiang)應(ying)洪峰(feng)流量(liang)9000立方米(mi)(mi)(mi)(mi)/秒(miao)),通(tong)(tong)航凈高8米(mi)(mi)(mi)(mi),航道凈寬(kuan)為80米(mi)(mi)(mi)(mi),抗震烈(lie)度按VIII度設(she)(she)防(fang)。橋(qiao)梁總長2743.1米(mi)(mi)(mi)(mi),主橋(qiao)長852.0米(mi)(mi)(mi)(mi),引(yin)橋(qiao)長1890米(mi)(mi)(mi)(mi)。橋(qiao)寬(kuan)組合(he)為0.5米(mi)(mi)(mi)(mi)(防(fang)撞護(hu)欄)+3.25米(mi)(mi)(mi)(mi)(緊急停車(che)帶)+2×3.75米(mi)(mi)(mi)(mi)(行(xing)(xing)車(che)道)+0.75米(mi)(mi)(mi)(mi)(左側路(lu)緣帶)+2.0米(mi)(mi)(mi)(mi)(中(zhong)央分隔帶)+0.75米(mi)(mi)(mi)(mi)(右側路(lu)緣帶)+2×3.75米(mi)(mi)(mi)(mi)(行(xing)(xing)車(che)道)+3.25米(mi)(mi)(mi)(mi)(緊急停車(che)帶)+0.5米(mi)(mi)(mi)(mi)(防(fang)撞護(hu)欄),橋(qiao)面全寬(kuan)26.0米(mi)(mi)(mi)(mi)。橋(qiao)面鋪裝自上而下依次為4厘米(mi)(mi)(mi)(mi)MAC(AK-13A)改性瀝(li)(li)青(qing)混(hun)(hun)凝(ning)土面層(ceng)+5厘米(mi)(mi)(mi)(mi)(AC-20I)中(zhong)粒式瀝(li)(li)青(qing)混(hun)(hun)凝(ning)土+YN-聚合(he)物瀝(li)(li)青(qing)橋(qiao)面防(fang)水(shui)(shui)涂(tu)層(ceng)+8厘米(mi)(mi)(mi)(mi)30號防(fang)水(shui)(shui)混(hun)(hun)凝(ning)土。防(fang)水(shui)(shui)混(hun)(hun)凝(ning)土鋪裝層(ceng)內設(she)(she)10×10厘米(mi)(mi)(mi)(mi)I級鋼(gang)筋網,鋼(gang)筋直徑為10毫米(mi)(mi)(mi)(mi)。
