為(wei)全面貫徹(che)落(luo)實(shi)《義(yi)(yi)務(wu)教(jiao)育(yu)法(fa)》,保障適齡兒(er)童少年受教(jiao)育(yu)權(quan)益(yi),維護教(jiao)育(yu)公(gong)平,促進義(yi)(yi)務(wu)教(jiao)育(yu)均(jun)衡發展,規范學校招(zhao)生(sheng)行為(wei),福州市教(jiao)育(yu)局發布了關于做(zuo)好2021年義(yi)(yi)務(wu)教(jiao)育(yu)招(zhao)生(sheng)工(gong)作的通知(zhi),明確了福州入(ru)學政(zheng)策規定。

為(wei)認真貫徹落(luo)實(shi)《義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)法》,中(zhong)(zhong)共中(zhong)(zhong)央、國務(wu)(wu)院《關(guan)于(yu)(yu)深化教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)改(gai)革(ge)(ge)全(quan)面提(ti)高義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)質量(liang)的意見》和省委辦(ban)公廳、省政府辦(ban)公廳《關(guan)于(yu)(yu)深化教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)改(gai)革(ge)(ge)全(quan)面提(ti)高義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)質量(liang)的若干措施(shi)》,保(bao)障適齡兒童(tong)少年受教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)權(quan)益,維護教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)公平(ping),促進義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)均衡發展,規范學(xue)(xue)校招生(sheng)(sheng)行(xing)為(wei),根據(ju)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)部義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學(xue)(xue)校招生(sheng)(sheng)有(you)(you)關(guan)文(wen)件精(jing)神,按(an)照省教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)廳《關(guan)于(yu)(yu)做好2021年普通中(zhong)(zhong)小學(xue)(xue)招生(sheng)(sheng)入(ru)學(xue)(xue)工作的通知》(閩教(jiao)(jiao)(jiao)(jiao)基〔2021〕14號)要求,現(xian)就我市(shi)2021年義務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)招生(sheng)(sheng)入(ru)學(xue)(xue)工作有(you)(you)關(guan)事項通知如下:
一、招生原則
1.堅持以“縣”為主[縣指縣(市)區,下同]。義(yi)(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo)實(shi)行“市(shi)(shi)級(ji)統籌,以(yi)縣(xian)為主”的管(guan)(guan)(guan)理(li)機(ji)制。各(ge)縣(xian)(市(shi)(shi))區教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)主管(guan)(guan)(guan)部(bu)(bu)(bu)門負(fu)(fu)(fu)責(ze)(ze)(ze)轄區內義(yi)(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)學(xue)(xue)(xue)校(xiao)免試就近入(ru)(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo)的學(xue)(xue)(xue)區劃分、組織(zhi)實(shi)施、信息公開、學(xue)(xue)(xue)籍(ji)管(guan)(guan)(guan)理(li)、督查落(luo)實(shi)和(he)訴求回復等。各(ge)縣(xian)(市(shi)(shi))區教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)主管(guan)(guan)(guan)部(bu)(bu)(bu)門要充(chong)分認識義(yi)(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo)的重要性(xing),在同級(ji)黨(dang)委、政(zheng)(zheng)府(fu)的領導下(xia)落(luo)實(shi)主體責(ze)(ze)(ze)任,嚴格按照《義(yi)(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)法(fa)(fa)》、《未(wei)成年人保護法(fa)(fa)》等法(fa)(fa)律規定,切實(shi)保障適齡兒童少年接受義(yi)(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)的權(quan)利(li)。要建立縣(xian)(市(shi)(shi))區政(zheng)(zheng)府(fu)主要領導負(fu)(fu)(fu)總(zong)責(ze)(ze)(ze),分管(guan)(guan)(guan)領導具體牽頭,縣(xian)(市(shi)(shi))區教(jiao)(jiao)育(yu)(yu)行政(zheng)(zheng)主管(guan)(guan)(guan)部(bu)(bu)(bu)門具體負(fu)(fu)(fu)責(ze)(ze)(ze),協調(diao)配合、科學(xue)(xue)(xue)高效的管(guan)(guan)(guan)理(li)工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制,要根據上級(ji)有關招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)要求,統籌義(yi)(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)公辦(ban)和(he)民辦(ban)中小學(xue)(xue)(xue)、戶籍(ji)學(xue)(xue)(xue)齡人口和(he)隨遷子女招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)入(ru)(ru)學(xue)(xue)(xue)工(gong)(gong)作(zuo)(zuo)(zuo),結合各(ge)縣(xian)(市(shi)(shi))區實(shi)際(ji)情況(kuang)出臺義(yi)(yi)務(wu)(wu)(wu)(wu)(wu)教(jiao)(jiao)育(yu)(yu)招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)(zuo)意見或辦(ban)法(fa)(fa),確保教(jiao)(jiao)育(yu)(yu)部(bu)(bu)(bu)和(he)省(sheng)(sheng)教(jiao)(jiao)育(yu)(yu)廳有關招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)意見和(he)規定落(luo)實(shi)到位(wei)。招(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍及(ji)計(ji)劃涉(she)及(ji)省(sheng)(sheng)、市(shi)(shi)屬學(xue)(xue)(xue)校(xiao)的確定前(qian)須(xu)先向主管(guan)(guan)(guan)部(bu)(bu)(bu)門報告。
2.堅持免試入學。堅持義務(wu)教(jiao)(jiao)育免(mian)試(shi)(shi)(shi)就近(jin)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)原(yuan)則(ze),立足新(xin)型城鎮(zhen)化背景下戶(hu)籍制度改革、租賃住房改革試(shi)(shi)(shi)點(dian)等(deng),調整和(he)優化中小學(xue)(xue)(xue)(xue)(xue)布(bu)局,加(jia)快教(jiao)(jiao)育基礎設(she)(she)施建設(she)(she),確(que)保新(xin)增常住人口平等(deng)享受基本(ben)公共教(jiao)(jiao)育服(fu)務(wu)。自《關于進一步降(jiang)低落戶(hu)條件壯(zhuang)大人口規(gui)(gui)模的若(ruo)干(gan)措施》頒布(bu)之日起,新(xin)落戶(hu)適(shi)齡(ling)兒(er)童按照(zhao)現有招生政(zheng)策安(an)(an)排(pai)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue),如所在(zai)縣(xian)(市(shi))區(qu)學(xue)(xue)(xue)(xue)(xue)位(wei)不足,由本(ben)縣(xian)(市(shi))區(qu)統(tong)籌直(zhi)至(zhi)全市(shi)統(tong)籌安(an)(an)排(pai)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)。所有公民辦(ban)學(xue)(xue)(xue)(xue)(xue)校都要(yao)嚴格(ge)遵守《義務(wu)教(jiao)(jiao)育法(fa)》免(mian)試(shi)(shi)(shi)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)規(gui)(gui)定,不得采用筆試(shi)(shi)(shi)或以面試(shi)(shi)(shi)、測評等(deng)名義選拔學(xue)(xue)(xue)(xue)(xue)生,嚴禁以各(ge)類考試(shi)(shi)(shi)、競賽、培(pei)訓成績或證(zheng)書證(zheng)明等(deng)作為招生依(yi)據。任何(he)公民辦(ban)義務(wu)教(jiao)(jiao)育學(xue)(xue)(xue)(xue)(xue)校不得拒收或勸退符(fu)合(he)錄取條件的學(xue)(xue)(xue)(xue)(xue)生。 入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)安(an)(an)排(pai)要(yao)更具人文關懷(huai)。對(dui)屬統(tong)籌范(fan)疇的適(shi)齡(ling)兒(er)童,各(ge)縣(xian)(市(shi))區(qu)教(jiao)(jiao)育行政(zheng)部門根(gen)據就近(jin)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)原(yuan)則(ze)和(he)區(qu)域相關學(xue)(xue)(xue)(xue)(xue)校學(xue)(xue)(xue)(xue)(xue)位(wei)容量(liang)情況(kuang),在(zai)確(que)保不產(chan)生大班(ban)額的前(qian)提(ti)下,依(yi)家長(chang)意愿(yuan),可安(an)(an)排(pai)二(er)孩(hai)適(shi)齡(ling)兒(er)童入(ru)(ru)(ru)讀(du)(du)其哥(ge)(ge)哥(ge)(ge)(姐(jie)姐(jie))就讀(du)(du)的學(xue)(xue)(xue)(xue)(xue)校;如二(er)孩(hai)哥(ge)(ge)哥(ge)(ge)(姐(jie)姐(jie))就讀(du)(du)學(xue)(xue)(xue)(xue)(xue)校生源爆滿(man),無法(fa)安(an)(an)排(pai)二(er)孩(hai)就讀(du)(du),在(zai)符(fu)合(he)轉學(xue)(xue)(xue)(xue)(xue)政(zheng)策和(he)有學(xue)(xue)(xue)(xue)(xue)位(wei)空(kong)余的前(qian)提(ti)下,也可依(yi)家長(chang)意愿(yuan),安(an)(an)排(pai)其哥(ge)(ge)哥(ge)(ge)(姐(jie)姐(jie))轉入(ru)(ru)(ru)二(er)孩(hai)接(jie)收校,以方便(bian)家長(chang)接(jie)送子女,更好履行監護職責。
3.堅持控輟保學。各縣(市(shi))區人(ren)(ren)(ren)民政(zheng)(zheng)府要(yao)(yao)(yao)切實(shi)履(lv)行(xing)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)控輟(chuo)保(bao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)法(fa)定(ding)(ding)職責,強化政(zheng)(zheng)府、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校、家(jia)庭(ting)和(he)(he)社(she)會各方責任,落實(shi)聯(lian)控聯(lian)保(bao)工(gong)作機制(zhi),做到政(zheng)(zheng)策不(bu)變、力(li)度不(bu)減,健(jian)全(quan)完善失(shi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)工(gong)作臺(tai)賬(zhang),抓好勸(quan)返(fan)復學(xue)(xue)(xue)(xue)(xue)(xue)(xue)工(gong)作,嚴防學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)無正當(dang)(dang)理由長(chang)期(qi)請(qing)假造成(cheng)事實(shi)輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue),確(que)保(bao)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)“一個都不(bu)能少(shao)(shao)”。凡(fan)年滿六周歲(2015年8月(yue)31日(ri)前出(chu)生(sheng)未入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue))適齡兒(er)(er)(er)(er)童(tong)(tong)(tong)(tong)的(de)(de)(de)父(fu)母(mu)(mu)或者(zhe)其他法(fa)定(ding)(ding)監護(hu)人(ren)(ren)(ren),應(ying)當(dang)(dang)依照《義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)法(fa)》、《福建(jian)省義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)條例》,送其按時入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)并(bing)完成(cheng)義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)。基層(ceng)人(ren)(ren)(ren)民政(zheng)(zheng)府或者(zhe)其授權的(de)(de)(de)實(shi)施義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校,應(ying)在8月(yue)15日(ri)前,將本轄區內(nei)戶籍(ji)(ji)應(ying)當(dang)(dang)接(jie)(jie)受義(yi)務(wu)(wu)教(jiao)(jiao)育(yu)(yu)的(de)(de)(de)適齡兒(er)(er)(er)(er)童(tong)(tong)(tong)(tong)的(de)(de)(de)入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)通知書發給(gei)其父(fu)母(mu)(mu)或者(zhe)其他監護(hu)人(ren)(ren)(ren)。公辦學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校采取(qu)登記入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)或書面通知入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)。要(yao)(yao)(yao)積極宣傳國家(jia)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)資助(zhu)政(zheng)(zheng)策,確(que)保(bao)資助(zhu)政(zheng)(zheng)策落實(shi)到位。要(yao)(yao)(yao)重點(dian)關注殘疾兒(er)(er)(er)(er)童(tong)(tong)(tong)(tong)少(shao)(shao)年、脫貧家(jia)庭(ting)和(he)(he)低收入(ru)(ru)(ru)家(jia)庭(ting)兒(er)(er)(er)(er)童(tong)(tong)(tong)(tong)少(shao)(shao)年、留守兒(er)(er)(er)(er)童(tong)(tong)(tong)(tong)、困境兒(er)(er)(er)(er)童(tong)(tong)(tong)(tong)等特(te)殊群體學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng),做好組織入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)工(gong)作。小(xiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)和(he)(he)初中要(yao)(yao)(yao)密切配合(he),跟蹤“小(xiao)升初”畢業學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)去向(xiang),特(te)別是(shi)隨遷外出(chu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)的(de)(de)(de)升學(xue)(xue)(xue)(xue)(xue)(xue)(xue)去向(xiang)和(he)(he)真實(shi)就讀(du)情況,發現未被初中錄(lu)取(qu)、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)籍(ji)(ji)未及(ji)時接(jie)(jie)轉的(de)(de)(de)要(yao)(yao)(yao)及(ji)時跟進查(cha)明原因,發現輟(chuo)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)的(de)(de)(de)要(yao)(yao)(yao)做好勸(quan)返(fan)工(gong)作并(bing)按規定(ding)(ding)及(ji)時報告,確(que)保(bao)畢業生(sheng)百(bai)分(fen)百(bai)升入(ru)(ru)(ru)初中。適齡兒(er)(er)(er)(er)童(tong)(tong)(tong)(tong)少(shao)(shao)年因身體狀況需要(yao)(yao)(yao)延緩入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)的(de)(de)(de),其父(fu)母(mu)(mu)或者(zhe)其他法(fa)定(ding)(ding)監護(hu)人(ren)(ren)(ren)應(ying)當(dang)(dang)提出(chu)申請(qing),按規定(ding)(ding)報當(dang)(dang)地(di)鄉鎮(街道(dao))人(ren)(ren)(ren)民政(zheng)(zheng)府或縣(市(shi))區教(jiao)(jiao)育(yu)(yu)行(xing)政(zheng)(zheng)主管(guan)部門(men)批準。對(dui)無正當(dang)(dang)理由拒(ju)不(bu)送子(zi)女入(ru)(ru)(ru)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)的(de)(de)(de)父(fu)母(mu)(mu)或者(zhe)其他法(fa)定(ding)(ding)監護(hu)人(ren)(ren)(ren),要(yao)(yao)(yao)加大行(xing)政(zheng)(zheng)和(he)(he)司法(fa)勸(quan)返(fan)力(li)度,形成(cheng)有力(li)震(zhen)懾(she)。
4.堅持起點規范。要(yao)按課程(cheng)標準執(zhi)行(xing)教(jiao)(jiao)(jiao)學(xue)要(yao)求(qiu),小(xiao)學(xue)一(yi)年級要(yao)嚴(yan)格(ge)(ge)執(zhi)行(xing)“零起(qi)點”教(jiao)(jiao)(jiao)學(xue),設置過渡性活動課程(cheng),切實(shi)做好幼小(xiao)銜接。各縣(市(shi)(shi))區要(yao)全(quan)面(mian)排(pai)查并嚴(yan)厲查處(chu)社會培訓機構以“國(guo)學(xue)班(ban)(ban)”、“讀經班(ban)(ban)”、“私塾”等形式替代義務教(jiao)(jiao)(jiao)育的非法辦學(xue)行(xing)為,確保義務教(jiao)(jiao)(jiao)育規范健康(kang)發展。義務教(jiao)(jiao)(jiao)育學(xue)校不得以“國(guo)際(ji)部(bu)”、“國(guo)際(ji)課程(cheng)班(ban)(ban)”、“境外(wai)(wai)班(ban)(ban)”等名義招(zhao)生。對(dui)符合條件的港澳臺同(tong)胞(bao)、華(hua)僑華(hua)人子女等,各縣(市(shi)(shi))區教(jiao)(jiao)(jiao)育行(xing)政(zheng)主管(guan)部(bu)門要(yao)按國(guo)家及省有關政(zheng)策統籌安排(pai)入學(xue)。外(wai)(wai)籍(ji)子女需要(yao)在(zai)暫住地附近小(xiao)學(xue)就讀的,可向縣(市(shi)(shi))區教(jiao)(jiao)(jiao)育行(xing)政(zheng)主管(guan)部(bu)門提(ti)出申請(qing),由縣(市(shi)(shi))區教(jiao)(jiao)(jiao)育行(xing)政(zheng)主管(guan)部(bu)門統籌安排(pai)在(zai)經備案的具(ju)有招(zhao)收和培養國(guo)際(ji)學(xue)生資(zi)格(ge)(ge)的學(xue)校。外(wai)(wai)籍(ji)人員子女學(xue)校只能招(zhao)收區域(yu)內合法居留的外(wai)(wai)籍(ji)人員的隨行(xing)子女(外(wai)(wai)籍(ji))。
5.堅持公正公開。各縣(市)區教育行(xing)政主管(guan)部門要(yao)進一步完善招(zhao)(zhao)(zhao)(zhao)生公開制度,創新(xin)宣傳(chuan)(chuan)形(xing)式,通(tong)過(guo)教育行(xing)政主管(guan)部門門戶網站和網絡、微信(xin)、微博(bo)等(deng)新(xin)媒體,或(huo)以(yi)新(xin)聞發布(bu)會(hui)(hui)、訪談、發放通(tong)俗(su)易懂的(de)宣傳(chuan)(chuan)材料(liao)等(deng)方式,就核心政策、群眾關心的(de)疑難點做好宣傳(chuan)(chuan)釋疑工作,提高(gao)宣傳(chuan)(chuan)的(de)針對性和實效性。要(yao)向社(she)會(hui)(hui)公布(bu)每(mei)一所(suo)學(xue)(xue)(xue)校的(de)辦學(xue)(xue)(xue)性質、招(zhao)(zhao)(zhao)(zhao)生方案(an)、招(zhao)(zhao)(zhao)(zhao)生政策、招(zhao)(zhao)(zhao)(zhao)生計劃(hua)、招(zhao)(zhao)(zhao)(zhao)生范圍、招(zhao)(zhao)(zhao)(zhao)生程(cheng)序、報(bao)名條件、報(bao)名時間地點、所(suo)需證(zheng)明材料(liao)、收(shou)費標準、錄取結果、招(zhao)(zhao)(zhao)(zhao)生咨詢服(fu)務電話、投(tou)訴電話和投(tou)訴信(xin)箱(xiang),暢(chang)通(tong)社(she)會(hui)(hui)反映問題渠(qu)道,主動接受監督,確保招(zhao)(zhao)(zhao)(zhao)生公平、公開、公正。進一步清理不必要(yao)的(de)入學(xue)(xue)(xue)證(zheng)明材料(liao),優化招(zhao)(zhao)(zhao)(zhao)生入學(xue)(xue)(xue)流程(cheng),及時更新(xin)辦事指南,方便入學(xue)(xue)(xue)辦理。
二、招生政策
1.明確學校招生范圍。公(gong)民(min)辦(ban)(ban)中(zhong)小學招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)納入審批(pi)地教(jiao)(jiao)育(yu)(yu)行(xing)(xing)政(zheng)(zheng)主管部(bu)門統(tong)一管理(li),科學確定(ding)(ding)(ding)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍、核定(ding)(ding)(ding)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)計劃。民(min)辦(ban)(ban)義務教(jiao)(jiao)育(yu)(yu)學校原則上在(zai)縣(xian)(市(shi))區(qu)(qu)(qu)范圍內招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng);由市(shi)教(jiao)(jiao)育(yu)(yu)局審批(pi)或同意(yi)的學校,可適(shi)當擴大(da)(da)(da)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍,但一般不實(shi)行(xing)(xing)全市(shi)范圍招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)。繼(ji)續推廣以標準地址(二維(wei)碼地址)為依據劃定(ding)(ding)(ding)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)范圍。健全公(gong)平(ping)的就近入學管理(li)機制。在(zai)教(jiao)(jiao)育(yu)(yu)資源配置(zhi)相對(dui)均衡(heng)的地方,繼(ji)續完善公(gong)辦(ban)(ban)學校單校劃片(pian)(pian)(pian)入學政(zheng)(zheng)策。鼓勵有條件的縣(xian)(市(shi))區(qu)(qu)(qu)穩(wen)(wen)妥推進多校劃片(pian)(pian)(pian)招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)改革試點。因客觀條件變化確實(shi)需要(yao)調整招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)片(pian)(pian)(pian)區(qu)(qu)(qu)時,要(yao)嚴格(ge)按規定(ding)(ding)(ding)啟動重大(da)(da)(da)決策程序,通過(guo)召開聽證會(hui)、聽取人大(da)(da)(da)代表、政(zheng)(zheng)協委員、社會(hui)群眾意(yi)見或者其他法定(ding)(ding)(ding)方式(shi)進行(xing)(xing)論證,并經(jing)同級人民(min)政(zheng)(zheng)府同意(yi)后向社會(hui)公(gong)布。新舊片(pian)(pian)(pian)區(qu)(qu)(qu)變化要(yao)設置(zhi)合(he)理(li)的過(guo)渡期限,給社會(hui)群眾留出合(he)理(li)的預期時間(jian)。學校招(zhao)(zhao)(zhao)(zhao)生(sheng)(sheng)(sheng)(sheng)片(pian)(pian)(pian)區(qu)(qu)(qu)劃定(ding)(ding)(ding)后,應在(zai)一段時間(jian)內保持穩(wen)(wen)定(ding)(ding)(ding)。
2.加強招生計劃管理。各縣(市)區教育行(xing)政(zheng)主管部門(men)要根據核準的(de)辦學(xue)規模(mo)和學(xue)校實際的(de)辦學(xue)條件(jian),統籌編(bian)制并下達年(nian)度(du)招生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua),特別要嚴(yan)格控制存在大班額和大校額學(xue)校的(de)招生(sheng)(sheng)(sheng)計(ji)(ji)劃(hua)(hua),在確保零增量的(de)基(ji)礎(chu)上,加快(kuai)消除現有大班額。嚴(yan)格按規定(ding)限定(ding)體育或(huo)藝術(shu)專(zhuan)門(men)學(xue)校、外(wai)國(guo)語(yu)(yu)學(xue)校特殊類(lei)(lei)型招生(sheng)(sheng)(sheng)測(ce)(ce)試(shi)范圍(wei)。福州(zhou)藝術(shu)學(xue)校按照批準的(de)計(ji)(ji)劃(hua)(hua),根據學(xue)生(sheng)(sheng)(sheng)志愿,自(zi)主確定(ding)藝術(shu)專(zhuan)業的(de)錄取對(dui)象,只(zhi)能(neng)進行(xing)術(shu)科測(ce)(ce)評(ping),不(bu)得(de)組織文化科目考試(shi);福州(zhou)外(wai)國(guo)語(yu)(yu)學(xue)校經批準招收的(de)外(wai)語(yu)(yu)類(lei)(lei)學(xue)生(sheng)(sheng)(sheng),只(zhi)能(neng)進行(xing)相(xiang)關語(yu)(yu)言類(lei)(lei)素質能(neng)力測(ce)(ce)試(shi),不(bu)得(de)測(ce)(ce)試(shi)其他學(xue)科知識。
3.完善公民辦學校招生錄取辦法,嚴格做到“四個統一”。
統(tong)(tong)(tong)一在網上(平臺(tai)(tai))報(bao)(bao)名(ming)。全面(mian)實行(xing)公民(min)(min)辦(ban)學(xue)(xue)(xue)校同步招(zhao)(zhao)(zhao)生(sheng),堅決杜絕提(ti)前招(zhao)(zhao)(zhao)生(sheng)和(he)“掐(qia)尖”招(zhao)(zhao)(zhao)生(sheng)行(xing)為,或通過任何(he)形式的提(ti)前摸底(di)、意向登(deng)記(ji)、預(yu)約等(deng)(deng)方式爭搶生(sheng)源。公民(min)(min)辦(ban)學(xue)(xue)(xue)校報(bao)(bao)名(ming)、招(zhao)(zhao)(zhao)生(sheng)錄(lu)取(qu)統(tong)(tong)(tong)一納入教育(yu)(yu)行(xing)政(zheng)主(zhu)(zhu)(zhu)管(guan)(guan)部(bu)門建(jian)立的招(zhao)(zhao)(zhao)生(sheng)平臺(tai)(tai)進(jin)行(xing)。各(ge)(ge)縣(xian)(市)區(qu)要建(jian)立、完善中小學(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)報(bao)(bao)名(ming)、錄(lu)取(qu)等(deng)(deng)信息化(hua)管(guan)(guan)理平臺(tai)(tai),五城區(qu)小學(xue)(xue)(xue)、初(chu)中報(bao)(bao)名(ming)和(he)錄(lu)取(qu)工作,分別由各(ge)(ge)區(qu)教育(yu)(yu)行(xing)政(zheng)主(zhu)(zhu)(zhu)管(guan)(guan)部(bu)門在“福州市小學(xue)(xue)(xue)招(zhao)(zhao)(zhao)生(sheng)預(yu)報(bao)(bao)名(ming)系(xi)統(tong)(tong)(tong)”、“福州市初(chu)招(zhao)(zhao)(zhao)管(guan)(guan)理系(xi)統(tong)(tong)(tong)”組織實施(shi),五城區(qu)外學(xue)(xue)(xue)校由各(ge)(ge)縣(xian)(市)區(qu)教育(yu)(yu)行(xing)政(zheng)主(zhu)(zhu)(zhu)管(guan)(guan)部(bu)門統(tong)(tong)(tong)一組織實施(shi)。全市各(ge)(ge)公民(min)(min)辦(ban)學(xue)(xue)(xue)校不得違(wei)反教育(yu)(yu)行(xing)政(zheng)主(zhu)(zhu)(zhu)管(guan)(guan)部(bu)門規(gui)定另行(xing)組織招(zhao)(zhao)(zhao)生(sheng)報(bao)(bao)名(ming),不得自行(xing)通過網上預(yu)約、信息登(deng)記(ji)等(deng)(deng)形式提(ti)前報(bao)(bao)名(ming)。教育(yu)(yu)行(xing)政(zheng)主(zhu)(zhu)(zhu)管(guan)(guan)部(bu)門及公民(min)(min)辦(ban)學(xue)(xue)(xue)校不得限制符合規(gui)定的適齡兒童(tong)少年報(bao)(bao)名(ming)就讀民(min)(min)辦(ban)學(xue)(xue)(xue)校。
統(tong)一(yi)(yi)組織(zhi)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)搖號派位(wei)。民(min)辦(ban)(ban)學(xue)(xue)校(xiao)報(bao)(bao)名人數未(wei)超過招生(sheng)計劃(hua)數的(de)(de),一(yi)(yi)次(ci)性全部(bu)錄取(qu)(qu);報(bao)(bao)名人數超過招生(sheng)計劃(hua)數的(de)(de),除(chu)符合相(xiang)關(guan)政(zheng)策規定(ding)(ding)的(de)(de)教育優待照顧對象可單列錄取(qu)(qu)外,所有報(bao)(bao)名人員實(shi)行隨機派位(wei)錄取(qu)(qu);對未(wei)被(bei)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)錄取(qu)(qu)的(de)(de)學(xue)(xue)生(sheng),由生(sheng)源(yuan)地教育行政(zheng)主(zhu)管(guan)部(bu)門按當地相(xiang)關(guan)政(zheng)策規定(ding)(ding)統(tong)籌(chou)安(an)排到公(gong)辦(ban)(ban)學(xue)(xue)校(xiao)就讀(du)。五城(cheng)區(qu)填(tian)報(bao)(bao)民(min)辦(ban)(ban)初(chu)中志愿(yuan)未(wei)被(bei)錄取(qu)(qu)的(de)(de)學(xue)(xue)生(sheng),按各區(qu)公(gong)布的(de)(de)初(chu)招對口方(fang)(fang)案升學(xue)(xue);通過搖號被(bei)民(min)辦(ban)(ban)學(xue)(xue)校(xiao)錄取(qu)(qu)的(de)(de)學(xue)(xue)生(sheng),不(bu)愿(yuan)意就讀(du)申請退(tui)檔的(de)(de),由生(sheng)源(yuan)地教育行政(zheng)主(zhu)管(guan)部(bu)門統(tong)籌(chou)安(an)排公(gong)辦(ban)(ban)學(xue)(xue)校(xiao)就讀(du)。民(min)辦(ban)(ban)九年(nian)(nian)或十二年(nian)(nian)一(yi)(yi)貫制學(xue)(xue)校(xiao)小學(xue)(xue)部(bu)畢業(ye)生(sheng)原則上(shang)應按學(xue)(xue)生(sheng)或家(jia)長意愿(yuan)優先直(zhi)升本校(xiao)初(chu)中部(bu),本校(xiao)初(chu)中部(bu)招生(sheng)容量不(bu)足的(de)(de),采取(qu)(qu)隨機派位(wei)方(fang)(fang)式(shi)錄取(qu)(qu);小學(xue)(xue)部(bu)畢業(ye)生(sheng)錄取(qu)(qu)后仍有剩(sheng)余計劃(hua)面向外校(xiao)招生(sheng)的(de)(de),也要按照隨機派位(wei)有關(guan)規定(ding)(ding)錄取(qu)(qu)。
統一(yi)由(you)(you)教育(yu)行(xing)政主(zhu)管部(bu)門(men)組(zu)(zu)織實施。義(yi)務教育(yu)招(zhao)(zhao)生(sheng)由(you)(you)各(ge)縣(市)區教育(yu)行(xing)政主(zhu)管部(bu)門(men)組(zu)(zu)織實施,轄(xia)區各(ge)義(yi)務教育(yu)學(xue)校(xiao)招(zhao)(zhao)生(sheng)范圍、條件(jian)、基本流(liu)程(cheng)和具(ju)(ju)體步驟(zou)等(deng)由(you)(you)各(ge)縣(市)區教育(yu)行(xing)政主(zhu)管部(bu)門(men)自(zi)行(xing)確定并向社(she)會公布(bu)。民辦學(xue)校(xiao)的(de)隨機派(pai)(pai)位招(zhao)(zhao)生(sheng)由(you)(you)招(zhao)(zhao)生(sheng)計(ji)劃審(shen)批(pi)部(bu)門(men)統一(yi)組(zu)(zu)織,具(ju)(ju)體操作規則由(you)(you)各(ge)縣(市)區教育(yu)行(xing)政主(zhu)管部(bu)門(men)制定。搖號(hao)派(pai)(pai)位錄取須有(you)公證機構參(can)加,全(quan)程(cheng)接受社(she)會監督,派(pai)(pai)位結果由(you)(you)教育(yu)行(xing)政主(zhu)管部(bu)門(men)實時向社(she)會公開。任何(he)學(xue)校(xiao)不得勸退或變相勸退已錄取的(de)學(xue)生(sheng)。
統一實施均(jun)衡(heng)分班(ban)(ban)。全市(shi)公民辦(ban)義務教育(yu)學校要堅(jian)持規范(fan)實施隨(sui)機(ji)均(jun)衡(heng)分班(ban)(ban),嚴(yan)禁以任(ren)(ren)何名義設(she)立重點班(ban)(ban)、快(kuai)慢班(ban)(ban)、特(te)色班(ban)(ban)和實驗班(ban)(ban)等。五(wu)城(cheng)區(qu)公民辦(ban)初中按照(zhao)每(mei)班(ban)(ban)總(zong)人數、學生男女(nv)比例等均(jun)衡(heng)原(yuan)則,由(you)各區(qu)教育(yu)行政主(zhu)(zhu)管部(bu)門在“福(fu)州(zhou)市(shi)初招管理系統”完(wan)成均(jun)衡(heng)分班(ban)(ban),五(wu)城(cheng)區(qu)外學校由(you)各縣(xian)(市(shi))區(qu)教育(yu)行政主(zhu)(zhu)管部(bu)門統一組織平臺隨(sui)機(ji)均(jun)衡(heng)分班(ban)(ban),統一公布(bu)錄取和分班(ban)(ban)結果,分班(ban)(ban)之后,不允(yun)許任(ren)(ren)何學校再重新分班(ban)(ban)。
4.繼續實施以居住證為主要依據的隨遷子女義務教育入學政策。各縣(市(shi))區(qu)要進一(yi)步完善隨(sui)遷(qian)(qian)(qian)子女家(jia)長自主報(bao)名(ming)結合(he)隨(sui)機派位的入(ru)學(xue)(xue)(xue)方式,確保符合(he)《福(fu)建(jian)省實(shi)施(shi)〈居住(zhu)證暫行(xing)條例〉辦(ban)(ban)法》基本(ben)(ben)要求(qiu)的隨(sui)遷(qian)(qian)(qian)子女能(neng)夠(gou)應入(ru)盡入(ru)。堅持以(yi)公辦(ban)(ban)學(xue)(xue)(xue)校為主安(an)排隨(sui)遷(qian)(qian)(qian)子女就學(xue)(xue)(xue),對于公辦(ban)(ban)學(xue)(xue)(xue)校學(xue)(xue)(xue)位不(bu)足(zu)的可以(yi)通過(guo)政府(fu)購買服務(wu)方式安(an)排在(zai)民辦(ban)(ban)學(xue)(xue)(xue)校就讀(du),避免將隨(sui)遷(qian)(qian)(qian)子女集中在(zai)少(shao)數學(xue)(xue)(xue)校。切實(shi)簡化入(ru)學(xue)(xue)(xue)流(liu)程(cheng),對需要進一(yi)步核實(shi)居住(zhu)證信(xin)息(xi)的,相關學(xue)(xue)(xue)校要及(ji)時匯總上報(bao)教育行(xing)政主管(guan)部(bu)門(men),統一(yi)到公安(an)機關戶籍(ji)管(guan)理部(bu)門(men)申請核驗(yan)。福(fu)州籍(ji)隨(sui)遷(qian)(qian)(qian)子女轉學(xue)(xue)(xue)回戶籍(ji)所在(zai)地(di)學(xue)(xue)(xue)校就讀(du)的,當地(di)教育行(xing)政主管(guan)部(bu)門(men)應依法予以(yi)統籌(chou)安(an)排。對隨(sui)遷(qian)(qian)(qian)子女和戶籍(ji)學(xue)(xue)(xue)生實(shi)行(xing)混(hun)合(he)編班,統一(yi)管(guan)理,平等對待,促(cu)進隨(sui)遷(qian)(qian)(qian)子女與本(ben)(ben)地(di)學(xue)(xue)(xue)生融合(he)成長。
5.落實招生優待政策。對(dui)烈士(shi)子(zi)(zi)女(nv)、現役軍人(ren)子(zi)(zi)女(nv)、因公犧(xi)牲和病故軍人(ren)子(zi)(zi)女(nv)、高層次人(ren)才子(zi)(zi)女(nv)、公安英模和因公犧(xi)牲傷(shang)殘(can)公安民警子(zi)(zi)女(nv)、國家(jia)綜合性消防救(jiu)援隊伍(wu)人(ren)員(yuan)子(zi)(zi)女(nv)、臺商(shang)子(zi)(zi)女(nv)、臺胞(bao)子(zi)(zi)女(nv)、總部企業高管子(zi)(zi)女(nv)等對(dui)象,要根據(ju)國家(jia)及(ji)省、市有關教育(yu)優(you)待(dai)照顧政策,完善入(ru)學保障機制(zhi),優(you)化服務措施,充分體(ti)現便利、準確(que)和公平(ping)。
6.保障殘疾兒童少年受教育權利。各縣(市)區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)主(zhu)管部門要會(hui)同衛健、殘聯等部門組織專家(jia)(jia)成(cheng)立(li)專家(jia)(jia)委(wei)員會(hui),對(dui)殘疾兒(er)童開展教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)評估認定(ding),落實(shi)殘疾兒(er)童“一(yi)人(ren)一(yi)案”教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)安置工(gong)作(zuo)。優(you)先采用普(pu)通學校(xiao)(xiao)隨(sui)班就(jiu)讀(du)的方(fang)式(shi),就(jiu)近安排(pai)(pai)輕度(du)殘疾兒(er)童少(shao)年(nian)接受(shou)(shou)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)。在保證校(xiao)(xiao)園安全的前提(ti)下,應(ying)允(yun)許特殊(shu)兒(er)童家(jia)(jia)長(chang)入校(xiao)(xiao)陪讀(du)。中、重度(du)殘疾兒(er)童少(shao)年(nian)安排(pai)(pai)至普(pu)通學校(xiao)(xiao)附設(she)特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)班或(huo)特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)學校(xiao)(xiao)就(jiu)讀(du)。對(dui)于因殘疾原(yuan)(yuan)因,無(wu)法(fa)到校(xiao)(xiao)就(jiu)讀(du)的殘疾兒(er)童少(shao)年(nian)可根據(ju)實(shi)際情況(kuang)采取實(shi)地(di)送教(jiao)(jiao)(jiao)(jiao)和遠程教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)相結合(he)方(fang)式(shi)實(shi)施送教(jiao)(jiao)(jiao)(jiao)上門,切實(shi)保障殘疾兒(er)童教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)權益。適(shi)齡殘疾兒(er)童、少(shao)年(nian)因身(shen)體(ti)(ti)原(yuan)(yuan)因無(wu)法(fa)到校(xiao)(xiao)接受(shou)(shou)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)的,家(jia)(jia)長(chang)或(huo)其(qi)他法(fa)定(ding)監護(hu)人(ren)不得(de)擅自決定(ding)是否接受(shou)(shou)義(yi)務(wu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)及具體(ti)(ti)方(fang)式(shi),應(ying)當向當地(di)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)主(zhu)管部門提(ti)出申請(qing),教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)行(xing)(xing)政(zheng)主(zhu)管部門委(wei)托(tuo)特殊(shu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)專家(jia)(jia)委(wei)員會(hui)對(dui)其(qi)身(shen)體(ti)(ti)狀況(kuang)、受(shou)(shou)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)和適(shi)應(ying)學校(xiao)(xiao)學習生活的能力(li)進(jin)行(xing)(xing)評估,確定(ding)適(shi)合(he)其(qi)身(shen)心特點(dian)的教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)安置方(fang)式(shi)。
7.加強學籍管理。各縣(xian)(市)區(qu)、各校(xiao)要(yao)嚴格按(an)規(gui)定(ding)加強中小(xiao)學(xue)學(xue)籍(ji)(ji)(ji)管理(li),規(gui)范辦理(li)學(xue)籍(ji)(ji)(ji)建(jian)(jian)立(li)(li)、轉學(xue)、休學(xue)、升學(xue)等(deng)程序,及(ji)時準(zhun)確(que)更新學(xue)籍(ji)(ji)(ji)系統數據,確(que)保“人籍(ji)(ji)(ji)一致,籍(ji)(ji)(ji)隨人走”。對(dui)個(ge)別申請“無(wu)身(shen)份(fen)證件建(jian)(jian)籍(ji)(ji)(ji)”的(de)學(xue)生,應嚴格審核把(ba)關(guan),認(ren)真查(cha)驗相(xiang)(xiang)關(guan)佐(zuo)證材料(liao),并督促其(qi)盡(jin)快辦理(li)戶籍(ji)(ji)(ji)身(shen)份(fen)證件。對(dui)轉學(xue)、升學(xue)學(xue)生學(xue)籍(ji)(ji)(ji)接(jie)轉出現異(yi)常的(de),要(yao)及(ji)時查(cha)明原(yuan)因,按(an)程序規(gui)范處理(li)。經批(pi)準(zhun)自行實(shi)(shi)施(shi)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)體(ti)育(yu)(yu)(yu)、藝(yi)術專門學(xue)校(xiao)或其(qi)他相(xiang)(xiang)關(guan)社(she)會組織(zhi),應按(an)規(gui)定(ding)建(jian)(jian)立(li)(li)學(xue)籍(ji)(ji)(ji)檔案,并做好學(xue)籍(ji)(ji)(ji)接(jie)轉、接(jie)續等(deng)工作;委托實(shi)(shi)施(shi)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de),應對(dui)接(jie)委托學(xue)校(xiao)辦理(li)好學(xue)籍(ji)(ji)(ji)相(xiang)(xiang)關(guan)手續,落實(shi)(shi)相(xiang)(xiang)關(guan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)學(xue)要(yao)求,保障招收的(de)適齡兒(er)童少年(nian)完成九年(nian)義務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)。
8.助力信用體系建設。根據中(zhong)共福建(jian)(jian)省委(wei)辦公(gong)(gong)廳、福建(jian)(jian)省人(ren)民(min)政府辦公(gong)(gong)廳印發(fa)的《關(guan)于(yu)加(jia)快推進失信被執(zhi)(zhi)行人(ren)信用監督、警示和(he)懲戒機制建(jian)(jian)設的實施(shi)意見(jian)》精神,限制失信被執(zhi)(zhi)行人(ren)及失信被執(zhi)(zhi)行人(ren)的法定代表人(ren)、主要(yao)負責人(ren)、實際(ji)控(kong)制人(ren)、影(ying)響債務履行的直接責任(ren)人(ren)員以其財產支付子女入學就讀(du)高收(shou)費民(min)辦學校。
三、招生監督
1.要建立預警機制。要加(jia)強(qiang)對(dui)本(ben)地區(qu)學齡人口變化趨(qu)勢的(de)預測分(fen)析和(he)摸底(di)調查,出(chu)(chu)現常(chang)住人口中適齡兒童逐年(nian)增加(jia)、學位供給緊張的(de)情(qing)況,及(ji)時(shi)向(xiang)社會發(fa)布預警(jing)(jing)提(ti)(ti)示(shi)(shi),合理引(yin)導家長預期(qi)。同時(shi)加(jia)快(kuai)學校規劃(hua)建設,有(you)效增加(jia)學位供給。招生期(qi)間及(ji)時(shi)對(dui)區(qu)域內存在大班額(e)學校進行預警(jing)(jing)提(ti)(ti)示(shi)(shi),妥(tuo)善做好分(fen)流工(gong)作,嚴防產(chan)生新的(de)大班額(e)和(he)大校額(e)。出(chu)(chu)臺重大改(gai)革(ge)舉措前,要通過多種方式廣泛征(zheng)求群眾意(yi)見,加(jia)強(qiang)風險評估,做好輿論引(yin)導,設立必要的(de)過渡時(shi)限,給社會留出(chu)(chu)合理的(de)預期(qi)時(shi)間,確保平(ping)穩有(you)序。
2.要健全協調機制。各(ge)縣(xian)(市)區(qu)政府要針對往年易發(fa)問題(ti)及涉及招生(sheng)工(gong)作可能(neng)存在(zai)的問題(ti),組織相關職(zhi)能(neng)部(bu)門(men)加強會商,完(wan)善(shan)招生(sheng)突發(fa)事件應急(ji)預案,加強風(feng)險評(ping)估(gu)和處(chu)置應對,及時發(fa)現(xian)并(bing)妥善(shan)處(chu)置苗頭(tou)性、傾向性問題(ti),確保招生(sheng)入學(xue)工(gong)作平(ping)穩有序。
3.要成立應急工作小組。各縣(市(shi))區教(jiao)育行(xing)政(zheng)主管(guan)部門和學(xue)校,要抽調具有處理復雜問(wen)題(ti)能(neng)力和經驗的(de)骨干人(ren)員,成立應(ying)急工(gong)(gong)作(zuo)(zuo)小組(zu),制定工(gong)(gong)作(zuo)(zuo)預案(an),明確招生(sheng)(sheng)入學(xue)工(gong)(gong)作(zuo)(zuo)聯(lian)系人(ren)和聯(lian)系電話。各縣(市(shi))區教(jiao)育行(xing)政(zheng)主管(guan)部門應(ying)于6月30日前將招生(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)意(yi)見或辦法(fa)及(ji)招生(sheng)(sheng)工(gong)(gong)作(zuo)(zuo)聯(lian)系人(ren)名單,報送市(shi)教(jiao)育局初等(deng)教(jiao)育處備案(an)(含電子稿(gao))。
4.要加強監督檢查。各縣(xian)(市(shi)(shi))區(qu)教(jiao)(jiao)(jiao)育(yu)行(xing)(xing)(xing)政主管部門要(yao)(yao)主動會同(tong)教(jiao)(jiao)(jiao)育(yu)紀檢、監察(cha)部門按照教(jiao)(jiao)(jiao)育(yu)部有關招生(sheng)(sheng)入(ru)學(xue)(xue)(xue)“十項嚴禁”紀律(lv)要(yao)(yao)求,加(jia)強學(xue)(xue)(xue)校(xiao)(xiao)(xiao)招生(sheng)(sheng)工作監督(du)(du)。招生(sheng)(sheng)結(jie)束后,要(yao)(yao)認(ren)真開(kai)展專項自(zi)(zi)查(cha)(cha),對(dui)(dui)(dui)2021年(nian)秋季學(xue)(xue)(xue)期(qi)招生(sheng)(sheng)自(zi)(zi)查(cha)(cha)情況(kuang)(kuang)形成(cheng)書(shu)面報(bao)告,內容包(bao)括義務教(jiao)(jiao)(jiao)育(yu)招生(sheng)(sheng)政策執行(xing)(xing)(xing)情況(kuang)(kuang)、信(xin)息(xi)公開(kai)情況(kuang)(kuang)、存(cun)在(zai)的(de)困難和(he)(he)問題及下(xia)(xia)一步(bu)措(cuo)施和(he)(he)建議等(deng),連同(tong)本地《2021年(nian)義務教(jiao)(jiao)(jiao)育(yu)招生(sheng)(sheng)入(ru)學(xue)(xue)(xue)政務公開(kai)情況(kuang)(kuang)匯總(zong)表》(另(ling)行(xing)(xing)(xing)下(xia)(xia)發(fa)),于9月底(di)報(bao)送(song)市(shi)(shi)教(jiao)(jiao)(jiao)育(yu)局初等(deng)教(jiao)(jiao)(jiao)育(yu)處(chu)(含電子稿)。要(yao)(yao)暢通舉報(bao)渠道,認(ren)真核實群眾信(xin)訪(fang)投訴,嚴肅(su)查(cha)(cha)處(chu)頂風違規(gui)招生(sheng)(sheng)及亂收(shou)費(fei)行(xing)(xing)(xing)為(wei),進一步(bu)提升普通中小學(xue)(xue)(xue)招生(sheng)(sheng)規(gui)范治理和(he)(he)違規(gui)招生(sheng)(sheng)防(fang)控能力。對(dui)(dui)(dui)存(cun)在(zai)違規(gui)招生(sheng)(sheng)行(xing)(xing)(xing)為(wei)、違反學(xue)(xue)(xue)籍管理規(gui)定的(de)公民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),應(ying)視情節輕重給(gei)予(yu)約談、通報(bao)批評、責(ze)令改正等(deng)處(chu)罰(fa)。對(dui)(dui)(dui)公辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),還應(ying)依規(gui)追(zhui)究(jiu)相關人員(yuan)和(he)(he)領(ling)導責(ze)任;對(dui)(dui)(dui)民辦(ban)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),可依法依規(gui)給(gei)予(yu)減(jian)少下(xia)(xia)一年(nian)度招生(sheng)(sheng)計劃、停止招生(sheng)(sheng)直至吊銷辦(ban)學(xue)(xue)(xue)許可證的(de)處(chu)罰(fa)。對(dui)(dui)(dui)監管不(bu)到位(wei)、履職不(bu)到位(wei),造(zao)成(cheng)不(bu)良(liang)影(ying)響或嚴重后果(guo)的(de)縣(xian)(市(shi)(shi))區(qu)和(he)(he)學(xue)(xue)(xue)校(xiao)(xiao)(xiao),依法依規(gui)嚴肅(su)追(zhui)究(jiu)相關單位(wei)和(he)(he)人員(yuan)的(de)責(ze)任,切實營造(zao)規(gui)范有序、令行(xing)(xing)(xing)禁止的(de)良(liang)好教(jiao)(jiao)(jiao)育(yu)生(sheng)(sheng)態。市(shi)(shi)政府教(jiao)(jiao)(jiao)育(yu)督(du)(du)導室將對(dui)(dui)(dui)招生(sheng)(sheng)工作開(kai)展專項抽(chou)查(cha)(cha)。
四、小學畢業考試及綜合素質評定
小(xiao)學畢業考試由各(ge)縣(市(shi))區教育行政主管部門組織實施。
五、本《通知》由福州市教育局負責解釋,未盡事宜按照國家教育部、福建省教育廳相關文件執行。
