2017年西安市最低工資標準:
一(yi)類工資(zi)區:全日制(zhi)最低工資(zi)標準為(wei)(wei)1480元/月,非全日制(zhi)小時最低工資(zi)標準為(wei)(wei)14.8元/小時;
二類工資區:全日制最(zui)(zui)低(di)(di) 工資標準(zhun)為(wei)1370元/月,非全日制小(xiao)時(shi)(shi)最(zui)(zui)低(di)(di)工資標準(zhun)為(wei)13.7元/小(xiao)時(shi)(shi);
三類(lei)工資(zi)區:全日(ri)制(zhi)最低(di)(di)工資(zi)標(biao)準為1260元(yuan)/月,非全日(ri)制(zhi)小時最低(di)(di)工資(zi)標(biao)準為 12.6元(yuan)/小時;
四類(lei)工資(zi)區(qu):全日(ri)制最(zui)低工資(zi)標(biao)準(zhun)為1190元(yuan)(yuan)/月,非(fei)全日(ri)制小(xiao)時(shi)最(zui)低工資(zi)標(biao)準(zhun)為11.9元(yuan)(yuan)/小(xiao)時(shi)。

最低工資標準測算方法(2014年)
一、確(que)定最低工資標準應考慮的因(yin)素
確定最低工(gong)(gong)(gong)資標(biao)準一般(ban)考慮城鎮居(ju)民生活費(fei)用支出、職工(gong)(gong)(gong)個人繳納社會(hui)保險費(fei)、住房公(gong)(gong)積金、職工(gong)(gong)(gong)平均工(gong)(gong)(gong)資、失業率、經濟(ji)發(fa)展(zhan)水平等因(yin)素。可用公(gong)(gong)式
表示為:

M 最低工資標準;
C 城鎮(zhen)居(ju)民(min)人(ren)均生活費(fei)用;
S 職工個人繳納(na)社會(hui)保(bao)險(xian)費、住(zhu)房公積金;

E 經(jing)濟發展水平;
a 調整因素。
二、確(que)定(ding)最低(di)工資標準(zhun)的通用方法
1.比重法(fa) 即根據城鎮居民家(jia)計調查資料,確定一定比例(li)的最低人均收入戶(hu)為(wei)貧困戶(hu),統計出貧困戶(hu)的人均生活費用支出水平,乘以(yi)每一就業者的贍養(yang)系(xi)數(shu),再加上一個調整數(shu)。
2.恩(en)格(ge)(ge)(ge)爾系數法 即根據國家營養(yang)(yang)學(xue)會提供的(de)(de)年度標(biao)準(zhun)食(shi)物譜及標(biao)準(zhun)食(shi)物攝(she)取(qu)量(liang),結合標(biao)準(zhun)食(shi)物的(de)(de)市場(chang)價格(ge)(ge)(ge),計(ji)算出(chu)最低食(shi)物支出(chu)標(biao)準(zhun),除以恩(en)格(ge)(ge)(ge)爾系數,得(de)出(chu)最低生活費用標(biao)準(zhun),再(zai)乘(cheng)以每一就業者的(de)(de)贍養(yang)(yang)系數,再(zai)加上一個調整(zheng)數。
以上方法計算出月最(zui)低工資標準(zhun)后(hou),再(zai)考慮職工個人(ren)繳納社會(hui)保險(xian)(xian)費、住(zhu)房公積金、職工平均工資水(shui)平、社會(hui)救濟金和(he)失業保險(xian)(xian)金標準(zhun)、就業狀況(kuang)、經(jing)濟發(fa)展水(shui)平等進(jin)行必要的修正。
舉例:某地區最(zui)低收入組人均(jun)每(mei)月(yue)生活費支出為 210 元(yuan)(yuan),每(mei)一就業者贍養系數為 1.87,最(zui)低食(shi)物費用為 127 元(yuan)(yuan),恩格爾系數為 0.604,平均(jun)工(gong)資為 900元(yuan)(yuan)。
1.按(an)比重法計算得出該地區(qu)月最低工(gong)資標準為:
月最低(di)工(gong)資(zi)標準=210×1.87+a=393+a(元) (1)
2.按恩格爾(er)系(xi)數(shu)法計算得出該(gai)地區(qu)月最低工(gong)資標準為:
月最低工(gong)資標準=127÷0.604×1.87+a=393+a(元) (2)
公(gong)式(shi)(1)與(2)中 a 的調整(zheng)因素(su)主要考慮當地個人(ren)繳納養老、失業、醫療保險(xian)費(fei)(fei)和住房公(gong)積金等費(fei)(fei)用。
另,按照(zhao)國際上(shang)一般月(yue)(yue)(yue)最(zui)低工(gong)(gong)資(zi)標準相(xiang)當于月(yue)(yue)(yue)平均工(gong)(gong)資(zi)的 40—60%,則(ze)該地(di)區月(yue)(yue)(yue)最(zui)低工(gong)(gong)資(zi)標準范圍應在 360 元—540 元之(zhi)間。
小時最(zui)低(di)工資標準=〔(月(yue)最(zui)低(di)工資標準÷20.92÷8)×(1+單位應(ying)當繳納的基本養老保險費、基本醫療保險費比例之(zhi)和(he))〕 ×(1+浮動系數)
浮動(dong)系(xi)數的確定(ding)主要考慮非全日制(zhi)就業勞動(dong)者工作穩定(ding)性、勞動(dong)條件和勞動(dong)強(qiang)度、福利等方面與(yu)全日制(zhi)就業人員之間的差異。
各地可參照以上測算(suan)辦法,根據當地實際情況(kuang)合理確定月、小時(shi)最低工資標準。
