我國(guo)能(neng)(neng)(neng)源分布和經濟發(fa)(fa)(fa)展(zhan)極不均衡的基(ji)本國(guo)情,決定了能(neng)(neng)(neng)源資源必須在(zai)全國(guo)范圍內(nei)優化配(pei)置。內(nei)蒙(meng)(meng)(meng)古東(dong)部地區(qu)(簡稱(cheng)蒙(meng)(meng)(meng)東(dong)地區(qu))風(feng)能(neng)(neng)(neng)資源豐富,是國(guo)家確(que)定的千萬(wan)千瓦(wa)級風(feng)電(dian)基(ji)地之一。蒙(meng)(meng)(meng)東(dong)地區(qu)地形開闊平坦(tan),成(cheng)片開發(fa)(fa)(fa)風(feng)電(dian)優勢明顯。蒙(meng)(meng)(meng)東(dong)風(feng)電(dian)基(ji)地的電(dian)力(li)通過特(te)高(gao)壓電(dian)網外送(song),能(neng)(neng)(neng)夠更加(jia)(jia)經濟、有效地促(cu)進風(feng)電(dian)基(ji)地開發(fa)(fa)(fa)。加(jia)(jia)快(kuai)蒙(meng)(meng)(meng)東(dong)風(feng)電(dian)基(ji)地建設,對于促(cu)進清潔(jie)能(neng)(neng)(neng)源規模化開發(fa)(fa)(fa),優化電(dian)力(li)發(fa)(fa)(fa)展(zhan)格局,支撐我國(guo)經濟快(kuai)速發(fa)(fa)(fa)展(zhan)并向低碳經濟轉型(xing)具有重要意義。
我(wo)國中東(dong)部地(di)(di)區經濟發(fa)(fa)達,電力消費潛力極大(da),但能(neng)源(yuan)資源(yuan)相對匱乏(fa),而水能(neng)、煤(mei)(mei)炭等常規能(neng)源(yuan)主要分(fen)布在西部地(di)(di)區。近(jin)年來,煤(mei)(mei)炭運輸越(yue)來越(yue)緊張,能(neng)源(yuan)技(ji)術經濟環(huan)境保護問題越(yue)發(fa)(fa)突(tu)出,調整能(neng)源(yuan)結構、提高(gao)能(neng)源(yuan)利(li)用效率和(he)發(fa)(fa)展新能(neng)源(yuan)已成為必然趨勢。風(feng)能(neng)是(shi)清潔的可再(zai)生能(neng)源(yuan),加快風(feng)能(neng)資源(yuan)集約開(kai)發(fa)(fa),與我(wo)國節能(neng)減排、提高(gao)能(neng)源(yuan)效率、發(fa)(fa)展新能(neng)源(yuan)的戰略相適應,同時有利(li)于促進電力與經濟、社會、生態環(huan)境的可持(chi)續(xu)發(fa)(fa)展。
蒙東(dong)地(di)(di)區(qu)(qu)地(di)(di)處(chu)北(bei)半球中(zhong)緯度盛行西風(feng)(feng)(feng)(feng)帶,受西伯利亞及蒙古冷(leng)高(gao)氣壓、蒙古高(gao)原氣旋(xuan),以及東(dong)亞海陸季風(feng)(feng)(feng)(feng)和蒙古高(gao)原季風(feng)(feng)(feng)(feng)影響,風(feng)(feng)(feng)(feng)能資(zi)源豐(feng)富(fu)。其中(zhong),赤峰市的(de)翁牛特旗、克(ke)什克(ke)騰旗和松山(shan)區(qu)(qu)的(de)交界地(di)(di)帶,地(di)(di)勢(shi)平(ping)坦、高(gao)程(cheng)較高(gao)、風(feng)(feng)(feng)(feng)能資(zi)源較好,70m離地(di)(di)高(gao)度平(ping)均風(feng)(feng)(feng)(feng)速達到了8.0~9.3m/s,功率(lv)密度達到了700~1200W/m2;呼倫貝爾嶺西地(di)(di)區(qu)(qu)的(de)新巴(ba)爾虎右旗、滿洲里等地(di)(di)區(qu)(qu)均屬(shu)低山(shan)丘陵區(qu)(qu),風(feng)(feng)(feng)(feng)能資(zi)源豐(feng)富(fu);通(tong)遼、興安盟地(di)(di)區(qu)(qu)風(feng)(feng)(feng)(feng)能資(zi)源處(chu)于平(ping)均水平(ping)。
我國中(zhong)東部地區由(you)于(yu)環保壓(ya)力(li)大(da)、能(neng)源運輸成本高、土地資(zi)源緊張,已(yi)不適宜再(zai)大(da)規(gui)模建設燃(ran)煤電廠,同時風能(neng)、太(tai)陽能(neng)等新能(neng)源大(da)規(gui)模開發能(neng)力(li)有(you)限。華北的京津冀魯、華東、華中(zhong)等負荷中(zhong)心(xin)地區經濟發達(da),但能(neng)源資(zi)源匱乏,電力(li)消費市場空間(jian)較大(da),需(xu)大(da)規(gui)模接受區外來電,以滿足地區經濟、社會發展需(xu)要。
我(wo)國華北(bei)(bei)、東(dong)(dong)北(bei)(bei)、西北(bei)(bei)“三(san)北(bei)(bei)”地(di)(di)(di)區(qu)風(feng)(feng)(feng)能資源(yuan)(yuan)豐富(fu),具備大(da)規(gui)模開(kai)發(fa)利(li)用(yong)的資源(yuan)(yuan)條件。為滿足中(zhong)東(dong)(dong)部地(di)(di)(di)區(qu)不(bu)斷增長的用(yong)電(dian)需求(qiu),結(jie)合“三(san)北(bei)(bei)”地(di)(di)(di)區(qu)風(feng)(feng)(feng)能、煤炭(tan)資源(yuan)(yuan)豐富(fu)等條件集約開(kai)發(fa)大(da)型風(feng)(feng)(feng)電(dian)、煤電(dian)基地(di)(di)(di),宜采用(yong)“風(feng)(feng)(feng)火(huo)打捆(kun)”的送電(dian)方(fang)式。按照國家(jia)風(feng)(feng)(feng)電(dian)發(fa)展戰略,依(yi)托(tuo)風(feng)(feng)(feng)能資源(yuan)(yuan)豐富(fu)區(qu),以“建設大(da)基地(di)(di)(di)、融入大(da)電(dian)網”方(fang)式進行規(gui)劃和建設的思路,將電(dian)能從“三(san)北(bei)(bei)”地(di)(di)(di)區(qu)大(da)規(gui)模輸(shu)送到中(zhong)東(dong)(dong)部地(di)(di)(di)區(qu),是解決(jue)中(zhong)東(dong)(dong)部地(di)(di)(di)區(qu)電(dian)力供(gong)應的有效措施。
風(feng)(feng)能(neng)(neng)資(zi)源(yuan)豐富,適合(he)長期開發。內蒙(meng)古自(zi)治(zhi)區離地10m高度風(feng)(feng)能(neng)(neng)資(zi)源(yuan)總儲量(liang)為8.98億(yi)kW,技術(shu)可(ke)開發量(liang)為1.5億(yi)kW,其中(zhong)蒙(meng)東地區面積(ji)約占內蒙(meng)古自(zi)治(zhi)區的40%,風(feng)(feng)能(neng)(neng)資(zi)源(yuan)儲量(liang)約占整個(ge)自(zi)治(zhi)區風(feng)(feng)能(neng)(neng)資(zi)源(yuan)儲量(liang)的32%,風(feng)(feng)能(neng)(neng)資(zi)源(yuan)的技術(shu)可(ke)開發量(liang)約為4300萬kW。
建(jian)場(chang)條件好,基建(jian)成本低(di)。內蒙(meng)(meng)古自治區(qu)(qu)土地(di)(di)廣闊,人口較(jiao)(jiao)少(shao),土地(di)(di)資源豐富(fu)且價格低(di)廉(lian)、特(te)別是蒙(meng)(meng)東地(di)(di)區(qu)(qu)有大量荒漠(mo)或半荒漠(mo)土地(di)(di),地(di)(di)價低(di)廉(lian),建(jian)風電場(chang)的條件較(jiao)(jiao)好。蒙(meng)(meng)東風電基地(di)(di)內無名勝古跡、自然保護區(qu)(qu)等(deng)敏感(gan)環境保護目標,風電基地(di)(di)的基建(jian)成本相對(dui)較(jiao)(jiao)低(di),新建(jian)變電站、輸電線路走(zou)廊的選址也較(jiao)(jiao)為容易(yi)。
對(dui)草原(yuan)生(sheng)(sheng)態環(huan)境(jing)影響小。風(feng)電(dian)的(de)(de)(de)(de)生(sheng)(sheng)產(chan)過程(cheng)是將當(dang)地的(de)(de)(de)(de)風(feng)能(neng)轉(zhuan)變為機械能(neng)再(zai)轉(zhuan)變為電(dian)能(neng)的(de)(de)(de)(de)過程(cheng)。在整個能(neng)量(liang)轉(zhuan)換過程(cheng)中,不產(chan)生(sheng)(sheng)大氣、水體、固體廢棄物等(deng)方面的(de)(de)(de)(de)污(wu)染物,也不會產(chan)生(sheng)(sheng)大的(de)(de)(de)(de)噪(zao)(zao)聲污(wu)染。在采取適當(dang)的(de)(de)(de)(de)環(huan)保(bao)、水保(bao)、消(xiao)噪(zao)(zao)措施(shi)后,對(dui)當(dang)地較為脆弱的(de)(de)(de)(de)草原(yuan)生(sheng)(sheng)態環(huan)境(jing)造成的(de)(de)(de)(de)不良影響很小。
具有(you)良(liang)好的規(gui)模(mo)效應。根據規(gui)劃,到(dao)2020年,蒙(meng)東(dong)(dong)風電基地規(gui)劃建設的風電裝機(ji)容(rong)量(liang)將達到(dao)1222.5萬kW,但由(you)于蒙(meng)東(dong)(dong)電網(wang)負荷水(shui)平較低,調(diao)峰困(kun)難,只能消納風電的極(ji)小部分電量(liang)。蒙(meng)東(dong)(dong)地區(qu)豐富的風能采取大(da)(da)規(gui)模(mo)開發(fa)、大(da)(da)規(gui)模(mo)送(song)出的方式(shi),符合國家電網(wang)公(gong)司(si)對風電開發(fa)“建設大(da)(da)基地,融入大(da)(da)電網(wang)”的原則,具有(you)良(liang)好的規(gui)模(mo)效應。
中國(guo)(guo)(guo)(guo)(guo)作為(wei)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費大國(guo)(guo)(guo)(guo)(guo),能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)產業(ye)的(de)(de)發(fa)展支撐著經(jing)濟的(de)(de)高速發(fa)展。2010年(nian),我(wo)國(guo)(guo)(guo)(guo)(guo)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)消(xiao)費總量達32.5億,由此帶(dai)來一(yi)系(xi)列的(de)(de)環境(jing)問題(ti),制約著我(wo)國(guo)(guo)(guo)(guo)(guo)經(jing)濟與(yu)社會的(de)(de)可(ke)持(chi)續發(fa)展。調(diao)整能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)結構(gou),提高能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)效率,是(shi)解決我(wo)國(guo)(guo)(guo)(guo)(guo)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)問題(ti)的(de)(de)重要(yao)措施(shi)。風能(neng)(neng)(neng)(neng)資源(yuan)(yuan)(yuan)是(shi)清潔(jie)的(de)(de)可(ke)再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan),風力(li)發(fa)電(dian)是(shi)目前可(ke)再生(sheng)(sheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)中技術最成(cheng)熟(shu)、最具規模開發(fa)條件和商業(ye)化發(fa)展前景的(de)(de)發(fa)電(dian)方(fang)式。我(wo)國(guo)(guo)(guo)(guo)(guo)面臨巨(ju)大的(de)(de)環境(jing)和碳減排的(de)(de)壓力(li),風電(dian)基地(di)建設堅(jian)持(chi)可(ke)持(chi)續發(fa)展,需(xu)與(yu)我(wo)國(guo)(guo)(guo)(guo)(guo)的(de)(de)電(dian)力(li)、能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)規劃相統一(yi),還要(yao)與(yu)我(wo)國(guo)(guo)(guo)(guo)(guo)的(de)(de)生(sheng)(sheng)態環境(jing)、經(jing)濟和社會發(fa)展相協調(diao),最終形成(cheng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)利用率高,能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)安全有保(bao)障的(de)(de)局面。
蒙東(dong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)位于內蒙古自(zi)治(zhi)區的東(dong)部,與東(dong)北三省相鄰(lin),分(fen)為赤峰電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)、通(tong)(tong)遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)、興安電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)和呼倫(lun)貝爾(er)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)。雖然目前蒙東(dong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)尚(shang)未形成統一(yi)的電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang),但大都(dou)有多回高電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)壓等級的聯絡線與東(dong)北電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)相連。比如,赤峰電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)和通(tong)(tong)遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)聯入(ru)遼(liao)寧(ning)和吉林電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang),呼倫(lun)貝爾(er)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)通(tong)(tong)過伊敏電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)廠線路實現與東(dong)北主網(wang)(wang)聯網(wang)(wang)運行,興安盟(meng)部分(fen)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)力以1回220kV線路并入(ru)錫(xi)盟(meng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang),部分(fen)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)由(you)呼倫(lun)貝爾(er)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)和通(tong)(tong)遼(liao)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)供電(dian)(dian)(dian)(dian)(dian)(dian)(dian)(dian)。
近年(nian)來,由于東(dong)北(bei)(bei)(bei)(bei)地區高耗能(neng)企(qi)業(ye)大(da)(da)量(liang)停產,電(dian)(dian)(dian)網(wang)(wang)(wang)低谷(gu)時(shi)(shi)段供電(dian)(dian)(dian)電(dian)(dian)(dian)量(liang)大(da)(da)幅度下降,新(xin)建火(huo)電(dian)(dian)(dian)機組(zu)中供熱(re)機組(zu)所占(zhan)比例較大(da)(da),水(shui)電(dian)(dian)(dian)(包括抽水(shui)蓄能(neng))機組(zu)裝機比例逐年(nian)下降等原因(yin),東(dong)北(bei)(bei)(bei)(bei)電(dian)(dian)(dian)網(wang)(wang)(wang)用(yong)電(dian)(dian)(dian)峰(feng)谷(gu)差逐年(nian)持續增大(da)(da),東(dong)北(bei)(bei)(bei)(bei)電(dian)(dian)(dian)網(wang)(wang)(wang)調峰(feng)困難的情況已經日益突出,而(er)風(feng)(feng)(feng)電(dian)(dian)(dian)機組(zu)運行的不確定(ding)性是加重東(dong)北(bei)(bei)(bei)(bei)電(dian)(dian)(dian)網(wang)(wang)(wang)調峰(feng)困難的主(zhu)要原因(yin)之一,因(yin)此東(dong)北(bei)(bei)(bei)(bei)電(dian)(dian)(dian)網(wang)(wang)(wang)消(xiao)納(na)蒙東(dong)風(feng)(feng)(feng)電(dian)(dian)(dian)的能(neng)力(li)(li)有限。到2020年(nian),東(dong)北(bei)(bei)(bei)(bei)電(dian)(dian)(dian)網(wang)(wang)(wang)規劃建設的風(feng)(feng)(feng)電(dian)(dian)(dian)基地裝機容量(liang)較大(da)(da),其中主(zhu)要包括蒙東(dong)和吉林2個(ge)千萬千瓦級風(feng)(feng)(feng)電(dian)(dian)(dian)基地,東(dong)北(bei)(bei)(bei)(bei)電(dian)(dian)(dian)網(wang)(wang)(wang)僅能(neng)消(xiao)納(na)東(dong)北(bei)(bei)(bei)(bei)地區部(bu)分風(feng)(feng)(feng)電(dian)(dian)(dian)電(dian)(dian)(dian)力(li)(li)。根據東(dong)北(bei)(bei)(bei)(bei)地區風(feng)(feng)(feng)電(dian)(dian)(dian)消(xiao)納(na)能(neng)力(li)(li)分析結果,2020年(nian)時(shi)(shi)東(dong)北(bei)(bei)(bei)(bei)電(dian)(dian)(dian)網(wang)(wang)(wang)消(xiao)納(na)風(feng)(feng)(feng)電(dian)(dian)(dian)的容量(liang)也僅為1143萬kW。
統籌考慮蒙(meng)(meng)東、吉林千萬(wan)(wan)千瓦(wa)(wa)級(ji)風電基地(di)(di)能源資源情況、地(di)(di)理位(wei)置條件(jian),并結合東北(bei)電網(wang)(wang)(wang)“十二五(wu)”發展(zhan)規(gui)(gui)劃(hua),吉林千萬(wan)(wan)千瓦(wa)(wa)級(ji)風電基地(di)(di)立(li)足于(yu)吉林省內乃至(zhi)東北(bei)全(quan)網(wang)(wang)(wang)進行消(xiao)納(na)。根(gen)據(ju)國(guo)家特高壓電網(wang)(wang)(wang)規(gui)(gui)劃(hua),到2020年,蒙(meng)(meng)東地(di)(di)區規(gui)(gui)劃(hua)建成2個至(zhi)“三(san)(san)華(hua)”電網(wang)(wang)(wang)的(de)特高壓直(zhi)流(liu)輸電通道。蒙(meng)(meng)東風電基地(di)(di)的(de)風電除在(zai)東北(bei)電網(wang)(wang)(wang)消(xiao)納(na)外,還有一(yi)部分需要通過(guo)特高壓直(zhi)流(liu)采用“風火打捆”的(de)方式送電“三(san)(san)華(hua)”電網(wang)(wang)(wang)消(xiao)納(na)。其中東北(bei)地(di)(di)區消(xiao)納(na)656萬(wan)(wan)kW,“三(san)(san)華(hua)”電網(wang)(wang)(wang)消(xiao)納(na)566萬(wan)(wan)kW。
蒙(meng)東地區作為我國千萬千瓦級風電(dian)基地之(zhi)一(yi),也是(shi)國家電(dian)網公司特(te)高(gao)壓(ya)電(dian)網規劃的(de)重要(yao)送端(duan)電(dian)源基地之(zhi)一(yi)。除(chu)滿足自身(shen)經濟社會發展對電(dian)力的(de)需求外,還主要(yao)通過特(te)高(gao)壓(ya)電(dian)網送電(dian)“三華”電(dian)網。
根據特高壓(ya)電(dian)(dian)網規(gui)劃,結合蒙東風電(dian)(dian)基地項目(mu)前期工作(zuo)進展情況,在輸電(dian)(dian)規(gui)劃論(lun)證中,考慮(lv)了以(yi)下主要原則:
①風電接(jie)(jie)入(ru)(ru)應遵行“建設大(da)基地、融(rong)入(ru)(ru)大(da)電網(wang)”的規劃思路,滿足分(fen)片、分(fen)區(qu)接(jie)(jie)入(ru)(ru)原則(ze);
②風電(dian)(dian)的送出(chu)需進(jin)行(xing)統一規(gui)劃,在充分利用當地(di)風電(dian)(dian)消(xiao)納(na)能力的基礎上(shang),剩余風電(dian)(dian)容量應通過超高(gao)壓及特高(gao)壓通道由東北及“三華”電(dian)(dian)網消(xiao)納(na);
③風(feng)(feng)電(dian)(dian)場應(ying)適當聯合與分(fen)組(zu),形成相對獨立(li)的多個送電(dian)(dian)通道,考慮到風(feng)(feng)電(dian)(dian)運行特點,避(bi)免風(feng)(feng)電(dian)(dian)送電(dian)(dian)回路落點過于集中,風(feng)(feng)電(dian)(dian)容量應(ying)分(fen)散接入電(dian)(dian)網;
④位于(yu)蒙東(dong)的大規模風電(dian)場主要應(ying)接入500kV電(dian)網運行;風電(dian)場容量大且(qie)集(ji)中的區域,宜選(xuan)擇合適位置建設220kV或500kV匯集(ji)站,將(jiang)風電(dian)場電(dian)力(li)匯集(ji)后直接送往500kV電(dian)網;
⑤對(dui)于地理位置較孤立的風(feng)電(dian)場(chang),建議就近(jin)接入(ru)當地220kV及以(yi)下(xia)電(dian)網運行(xing),或對(dui)容(rong)量較小的風(feng)電(dian)場(chang)進行(xing)匯(hui)集后送入(ru)地區220kV電(dian)網。
到2020年,蒙東(dong)風(feng)電(dian)(dian)基地(di)(di)(di)(di)規劃建設的風(feng)電(dian)(dian)裝機容(rong)(rong)量(liang)將達到1222.5萬(wan)(wan)(wan)kW。其中(zhong),風(feng)電(dian)(dian)開(kai)(kai)發(fa)(fa)較(jiao)為集中(zhong)的地(di)(di)(di)(di)區(qu)(qu)為呼倫貝爾市(shi)(shi)新巴(ba)爾虎(hu)右旗(qi)、通遼(liao)市(shi)(shi)開(kai)(kai)魯(lu)地(di)(di)(di)(di)區(qu)(qu)、珠(zhu)日(ri)河地(di)(di)(di)(di)區(qu)(qu)以及赤峰市(shi)(shi)松(song)山區(qu)(qu)、克(ke)(ke)什克(ke)(ke)騰(teng)旗(qi)、翁(weng)牛特旗(qi)。呼倫貝爾市(shi)(shi)新巴(ba)爾虎(hu)右旗(qi)風(feng)電(dian)(dian)開(kai)(kai)發(fa)(fa)容(rong)(rong)量(liang)約200萬(wan)(wan)(wan)kW,通遼(liao)市(shi)(shi)開(kai)(kai)魯(lu)地(di)(di)(di)(di)區(qu)(qu)、珠(zhu)日(ri)河地(di)(di)(di)(di)區(qu)(qu)風(feng)電(dian)(dian)開(kai)(kai)發(fa)(fa)容(rong)(rong)量(liang)約270萬(wan)(wan)(wan)kW,赤峰市(shi)(shi)松(song)山區(qu)(qu)、克(ke)(ke)什克(ke)(ke)騰(teng)旗(qi)、翁(weng)牛特旗(qi)風(feng)電(dian)(dian)開(kai)(kai)發(fa)(fa)容(rong)(rong)量(liang)約390萬(wan)(wan)(wan)kW。剩余約362萬(wan)(wan)(wan)kW風(feng)電(dian)(dian)裝機地(di)(di)(di)(di)理位(wei)置分(fen)散且單個風(feng)電(dian)(dian)場容(rong)(rong)量(liang)較(jiao)小。
蒙(meng)(meng)東風(feng)(feng)電(dian)基地(di)規(gui)劃裝機容量較(jiao)大,但蒙(meng)(meng)東地(di)區負荷水平較(jiao)低,所發(fa)電(dian)力需(xu)要(yao)(yao)大規(gui)模外(wai)送。加快蒙(meng)(meng)東風(feng)(feng)電(dian)基地(di)建設,對于促(cu)進(jin)清(qing)潔能(neng)源(yuan)規(gui)模化開(kai)發(fa),優化煤炭(tan)發(fa)展(zhan)(zhan)(zhan)格(ge)局,支撐我國經濟(ji)(ji)快速發(fa)展(zhan)(zhan)(zhan),促(cu)進(jin)智能(neng)電(dian)網(wang)發(fa)展(zhan)(zhan)(zhan)戰略(lve)和規(gui)劃研(yan)究(jiu)。低碳經濟(ji)(ji)發(fa)展(zhan)(zhan)(zhan)具有重要(yao)(yao)意義。根據能(neng)源(yuan)資源(yuan)流向的合理安排,蒙(meng)(meng)東風(feng)(feng)電(dian)開(kai)發(fa)外(wai)送應考慮首先(xian)通(tong)過500kV電(dian)網(wang)送至東北主網(wang)消納,其余風(feng)(feng)電(dian)采用“風(feng)(feng)火打捆”方式通(tong)過特(te)高(gao)壓直流外(wai)送“三華”電(dian)網(wang)。
