我國能(neng)(neng)(neng)(neng)源分布和(he)經(jing)濟發(fa)(fa)展(zhan)極(ji)不均衡的基(ji)本國情,決定(ding)了能(neng)(neng)(neng)(neng)源資源必須在(zai)全國范圍(wei)內(nei)(nei)優化(hua)(hua)(hua)配(pei)置。內(nei)(nei)蒙(meng)古東(dong)(dong)部地(di)(di)(di)區(簡稱蒙(meng)東(dong)(dong)地(di)(di)(di)區)風(feng)能(neng)(neng)(neng)(neng)資源豐富(fu),是國家確(que)定(ding)的千萬千瓦級(ji)風(feng)電(dian)基(ji)地(di)(di)(di)之一。蒙(meng)東(dong)(dong)地(di)(di)(di)區地(di)(di)(di)形開闊(kuo)平坦(tan),成片開發(fa)(fa)風(feng)電(dian)優勢明(ming)顯。蒙(meng)東(dong)(dong)風(feng)電(dian)基(ji)地(di)(di)(di)的電(dian)力(li)通過特高壓電(dian)網外送,能(neng)(neng)(neng)(neng)夠更加(jia)(jia)經(jing)濟、有效地(di)(di)(di)促進風(feng)電(dian)基(ji)地(di)(di)(di)開發(fa)(fa)。加(jia)(jia)快(kuai)蒙(meng)東(dong)(dong)風(feng)電(dian)基(ji)地(di)(di)(di)建(jian)設,對于促進清潔能(neng)(neng)(neng)(neng)源規(gui)模化(hua)(hua)(hua)開發(fa)(fa),優化(hua)(hua)(hua)電(dian)力(li)發(fa)(fa)展(zhan)格局,支(zhi)撐(cheng)我國經(jing)濟快(kuai)速發(fa)(fa)展(zhan)并(bing)向低碳(tan)經(jing)濟轉型具有重要意義。
我國中東部地區經(jing)濟(ji)發(fa)(fa)(fa)達,電(dian)力(li)消費(fei)潛力(li)極(ji)大,但能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)相(xiang)(xiang)對(dui)匱(kui)乏,而水能(neng)(neng)、煤炭等常規能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)主要分布在(zai)西部地區。近年來(lai),煤炭運(yun)輸越來(lai)越緊張,能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)技(ji)術經(jing)濟(ji)環(huan)境(jing)(jing)保護(hu)問題越發(fa)(fa)(fa)突出,調(diao)整能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)結構、提高能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)利用效率(lv)和發(fa)(fa)(fa)展(zhan)新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)已成為(wei)必然(ran)趨勢。風能(neng)(neng)是(shi)清(qing)潔(jie)的(de)可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan),加快(kuai)風能(neng)(neng)資源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)集約(yue)開發(fa)(fa)(fa),與我國節能(neng)(neng)減排、提高能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)效率(lv)、發(fa)(fa)(fa)展(zhan)新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)的(de)戰略(lve)相(xiang)(xiang)適應,同時有利于(yu)促進電(dian)力(li)與經(jing)濟(ji)、社會、生態環(huan)境(jing)(jing)的(de)可持(chi)續發(fa)(fa)(fa)展(zhan)。
蒙東地(di)(di)(di)區(qu)(qu)地(di)(di)(di)處(chu)北半(ban)球中(zhong)緯度盛行西風(feng)帶,受西伯(bo)利亞及(ji)蒙古冷高氣壓(ya)、蒙古高原氣旋,以(yi)及(ji)東亞海(hai)陸(lu)季風(feng)和蒙古高原季風(feng)影(ying)響(xiang),風(feng)能(neng)資(zi)(zi)(zi)源(yuan)豐富(fu)。其中(zhong),赤(chi)峰市(shi)的(de)(de)翁牛特旗(qi)、克(ke)什克(ke)騰旗(qi)和松山區(qu)(qu)的(de)(de)交界地(di)(di)(di)帶,地(di)(di)(di)勢平(ping)坦(tan)、高程較(jiao)高、風(feng)能(neng)資(zi)(zi)(zi)源(yuan)較(jiao)好(hao),70m離地(di)(di)(di)高度平(ping)均風(feng)速達到了(le)8.0~9.3m/s,功率(lv)密度達到了(le)700~1200W/m2;呼(hu)倫貝爾(er)嶺西地(di)(di)(di)區(qu)(qu)的(de)(de)新巴(ba)爾(er)虎右旗(qi)、滿洲里等地(di)(di)(di)區(qu)(qu)均屬低山丘陵(ling)區(qu)(qu),風(feng)能(neng)資(zi)(zi)(zi)源(yuan)豐富(fu);通遼、興安盟地(di)(di)(di)區(qu)(qu)風(feng)能(neng)資(zi)(zi)(zi)源(yuan)處(chu)于平(ping)均水平(ping)。
我(wo)國中(zhong)東(dong)部地(di)(di)(di)(di)區由于環保(bao)壓(ya)力(li)大(da)(da)、能(neng)源運(yun)輸成(cheng)本高、土地(di)(di)(di)(di)資源緊張,已不適宜再大(da)(da)規(gui)模(mo)建設燃煤電(dian)廠,同時(shi)風(feng)能(neng)、太陽能(neng)等(deng)新能(neng)源大(da)(da)規(gui)模(mo)開發(fa)能(neng)力(li)有(you)限。華北(bei)的京津(jin)冀魯、華東(dong)、華中(zhong)等(deng)負荷中(zhong)心地(di)(di)(di)(di)區經(jing)濟發(fa)達,但能(neng)源資源匱乏(fa),電(dian)力(li)消費市場空間較大(da)(da),需大(da)(da)規(gui)模(mo)接(jie)受區外來電(dian),以滿足地(di)(di)(di)(di)區經(jing)濟、社會發(fa)展需要。
我國華北(bei)(bei)、東(dong)(dong)北(bei)(bei)、西北(bei)(bei)“三(san)(san)北(bei)(bei)”地(di)(di)區(qu)風(feng)能(neng)(neng)資(zi)源(yuan)(yuan)(yuan)豐(feng)富(fu),具備(bei)大規模開(kai)發利(li)用的資(zi)源(yuan)(yuan)(yuan)條(tiao)件(jian)。為滿足中(zhong)東(dong)(dong)部(bu)(bu)地(di)(di)區(qu)不斷增長的用電(dian)(dian)需求,結合(he)“三(san)(san)北(bei)(bei)”地(di)(di)區(qu)風(feng)能(neng)(neng)、煤炭資(zi)源(yuan)(yuan)(yuan)豐(feng)富(fu)等條(tiao)件(jian)集約開(kai)發大型風(feng)電(dian)(dian)、煤電(dian)(dian)基地(di)(di),宜采用“風(feng)火打捆(kun)”的送電(dian)(dian)方(fang)式。按照國家(jia)風(feng)電(dian)(dian)發展戰(zhan)略,依托(tuo)風(feng)能(neng)(neng)資(zi)源(yuan)(yuan)(yuan)豐(feng)富(fu)區(qu),以(yi)“建設大基地(di)(di)、融入(ru)大電(dian)(dian)網”方(fang)式進行規劃(hua)和建設的思(si)路,將電(dian)(dian)能(neng)(neng)從“三(san)(san)北(bei)(bei)”地(di)(di)區(qu)大規模輸送到中(zhong)東(dong)(dong)部(bu)(bu)地(di)(di)區(qu),是解決(jue)中(zhong)東(dong)(dong)部(bu)(bu)地(di)(di)區(qu)電(dian)(dian)力供應的有效措(cuo)施。
風(feng)(feng)能資(zi)源(yuan)(yuan)豐富,適(shi)合長(chang)期開發。內蒙(meng)古自治(zhi)區離地(di)10m高度(du)風(feng)(feng)能資(zi)源(yuan)(yuan)總儲(chu)量(liang)(liang)為8.98億(yi)kW,技術可(ke)開發量(liang)(liang)為1.5億(yi)kW,其(qi)中(zhong)蒙(meng)東(dong)地(di)區面積約(yue)占內蒙(meng)古自治(zhi)區的40%,風(feng)(feng)能資(zi)源(yuan)(yuan)儲(chu)量(liang)(liang)約(yue)占整個自治(zhi)區風(feng)(feng)能資(zi)源(yuan)(yuan)儲(chu)量(liang)(liang)的32%,風(feng)(feng)能資(zi)源(yuan)(yuan)的技術可(ke)開發量(liang)(liang)約(yue)為4300萬kW。
建(jian)(jian)(jian)(jian)場條(tiao)件好,基(ji)(ji)(ji)建(jian)(jian)(jian)(jian)成本低(di)。內(nei)蒙古(gu)自治區(qu)土地廣闊(kuo),人口較少(shao),土地資源豐富(fu)且價(jia)格低(di)廉(lian)、特別(bie)是蒙東(dong)地區(qu)有大量荒漠(mo)或半(ban)荒漠(mo)土地,地價(jia)低(di)廉(lian),建(jian)(jian)(jian)(jian)風(feng)(feng)電(dian)(dian)場的(de)條(tiao)件較好。蒙東(dong)風(feng)(feng)電(dian)(dian)基(ji)(ji)(ji)地內(nei)無名勝(sheng)古(gu)跡、自然(ran)保(bao)(bao)護區(qu)等敏感環(huan)境保(bao)(bao)護目標,風(feng)(feng)電(dian)(dian)基(ji)(ji)(ji)地的(de)基(ji)(ji)(ji)建(jian)(jian)(jian)(jian)成本相對較低(di),新建(jian)(jian)(jian)(jian)變電(dian)(dian)站、輸電(dian)(dian)線路(lu)走廊的(de)選址也較為(wei)容(rong)易。
對草(cao)原(yuan)(yuan)生(sheng)態環(huan)(huan)境影(ying)響(xiang)小。風(feng)電的(de)(de)生(sheng)產(chan)過(guo)(guo)(guo)程是(shi)將當地(di)(di)的(de)(de)風(feng)能轉變為機械能再轉變為電能的(de)(de)過(guo)(guo)(guo)程。在整個能量(liang)轉換(huan)過(guo)(guo)(guo)程中,不產(chan)生(sheng)大氣、水體、固體廢棄物(wu)等方面的(de)(de)污染(ran)物(wu),也不會產(chan)生(sheng)大的(de)(de)噪聲污染(ran)。在采取適當的(de)(de)環(huan)(huan)保(bao)、水保(bao)、消(xiao)噪措施后,對當地(di)(di)較(jiao)為脆弱的(de)(de)草(cao)原(yuan)(yuan)生(sheng)態環(huan)(huan)境造成(cheng)的(de)(de)不良影(ying)響(xiang)很小。
具(ju)有良(liang)(liang)好的(de)規模(mo)效應(ying)(ying)。根(gen)據規劃(hua),到2020年,蒙(meng)東風(feng)電基地規劃(hua)建(jian)設的(de)風(feng)電裝(zhuang)機(ji)容量將達到1222.5萬kW,但由于蒙(meng)東電網(wang)負荷水平較低(di),調峰困難,只(zhi)能消納風(feng)電的(de)極(ji)小部分電量。蒙(meng)東地區豐富(fu)的(de)風(feng)能采取大規模(mo)開發、大規模(mo)送出(chu)的(de)方(fang)式,符合國家(jia)電網(wang)公司(si)對風(feng)電開發“建(jian)設大基地,融入大電網(wang)”的(de)原則(ze),具(ju)有良(liang)(liang)好的(de)規模(mo)效應(ying)(ying)。
中國(guo)(guo)(guo)作為(wei)能(neng)源(yuan)(yuan)(yuan)消(xiao)費(fei)大國(guo)(guo)(guo),能(neng)源(yuan)(yuan)(yuan)產業的(de)(de)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)支撐著經(jing)(jing)濟(ji)的(de)(de)高(gao)速發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。2010年(nian),我(wo)國(guo)(guo)(guo)能(neng)源(yuan)(yuan)(yuan)消(xiao)費(fei)總(zong)量達32.5億,由(you)此帶來一(yi)系列的(de)(de)環(huan)境問題(ti),制約著我(wo)國(guo)(guo)(guo)經(jing)(jing)濟(ji)與(yu)(yu)社會的(de)(de)可(ke)持(chi)(chi)(chi)續發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。調整(zheng)能(neng)源(yuan)(yuan)(yuan)結構,提高(gao)能(neng)源(yuan)(yuan)(yuan)效率,是(shi)解決我(wo)國(guo)(guo)(guo)能(neng)源(yuan)(yuan)(yuan)問題(ti)的(de)(de)重(zhong)要措施。風(feng)能(neng)資(zi)源(yuan)(yuan)(yuan)是(shi)清潔的(de)(de)可(ke)再生(sheng)能(neng)源(yuan)(yuan)(yuan),風(feng)力發(fa)(fa)(fa)電是(shi)目(mu)前可(ke)再生(sheng)能(neng)源(yuan)(yuan)(yuan)中技術最成熟(shu)、最具規模開發(fa)(fa)(fa)條件(jian)和(he)商業化發(fa)(fa)(fa)展(zhan)(zhan)(zhan)前景的(de)(de)發(fa)(fa)(fa)電方(fang)式。我(wo)國(guo)(guo)(guo)面(mian)臨巨大的(de)(de)環(huan)境和(he)碳(tan)減排的(de)(de)壓(ya)力,風(feng)電基地建設堅持(chi)(chi)(chi)可(ke)持(chi)(chi)(chi)續發(fa)(fa)(fa)展(zhan)(zhan)(zhan),需與(yu)(yu)我(wo)國(guo)(guo)(guo)的(de)(de)電力、能(neng)源(yuan)(yuan)(yuan)規劃相(xiang)(xiang)統(tong)一(yi),還(huan)要與(yu)(yu)我(wo)國(guo)(guo)(guo)的(de)(de)生(sheng)態環(huan)境、經(jing)(jing)濟(ji)和(he)社會發(fa)(fa)(fa)展(zhan)(zhan)(zhan)相(xiang)(xiang)協調,最終形成能(neng)源(yuan)(yuan)(yuan)利用(yong)率高(gao),能(neng)源(yuan)(yuan)(yuan)安(an)全有保障的(de)(de)局面(mian)。
蒙東(dong)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)位(wei)于內(nei)蒙古自治區的(de)東(dong)部(bu)(bu),與東(dong)北(bei)三省相(xiang)鄰,分(fen)為赤峰(feng)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)、通(tong)遼(liao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)、興安(an)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)和呼(hu)倫貝爾(er)(er)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)。雖(sui)然目前(qian)蒙東(dong)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)尚(shang)未形(xing)成統一的(de)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang),但大都有多回高電(dian)(dian)(dian)(dian)壓等級的(de)聯絡(luo)線與東(dong)北(bei)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)相(xiang)連(lian)。比如,赤峰(feng)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)和通(tong)遼(liao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)聯入(ru)(ru)遼(liao)寧和吉林(lin)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang),呼(hu)倫貝爾(er)(er)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)通(tong)過伊敏(min)電(dian)(dian)(dian)(dian)廠線路實現(xian)與東(dong)北(bei)主網(wang)(wang)(wang)(wang)(wang)聯網(wang)(wang)(wang)(wang)(wang)運(yun)行,興安(an)盟部(bu)(bu)分(fen)電(dian)(dian)(dian)(dian)力(li)以1回220kV線路并(bing)入(ru)(ru)錫盟電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang),部(bu)(bu)分(fen)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)由呼(hu)倫貝爾(er)(er)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)和通(tong)遼(liao)電(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)(wang)供電(dian)(dian)(dian)(dian)。
近(jin)年(nian)來,由于(yu)東(dong)(dong)北(bei)(bei)地(di)(di)區高耗能(neng)企(qi)業大(da)(da)量(liang)停產,電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)低(di)谷時段供(gong)電(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)量(liang)大(da)(da)幅度下(xia)降,新建(jian)火電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組中供(gong)熱機(ji)組所占比例(li)較大(da)(da),水電(dian)(dian)(dian)(dian)(dian)(dian)(包括抽水蓄(xu)能(neng))機(ji)組裝(zhuang)機(ji)比例(li)逐年(nian)下(xia)降等原(yuan)(yuan)因,東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)用電(dian)(dian)(dian)(dian)(dian)(dian)峰谷差(cha)逐年(nian)持(chi)續增大(da)(da),東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)調(diao)峰困難的(de)(de)情況(kuang)已(yi)經日益(yi)突出(chu),而風電(dian)(dian)(dian)(dian)(dian)(dian)機(ji)組運行的(de)(de)不確定性是加重東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)調(diao)峰困難的(de)(de)主要原(yuan)(yuan)因之(zhi)一,因此(ci)東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)消納(na)(na)蒙東(dong)(dong)風電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)能(neng)力(li)有限。到2020年(nian),東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)規劃建(jian)設的(de)(de)風電(dian)(dian)(dian)(dian)(dian)(dian)基地(di)(di)裝(zhuang)機(ji)容量(liang)較大(da)(da),其中主要包括蒙東(dong)(dong)和吉林2個(ge)千萬(wan)千瓦級(ji)風電(dian)(dian)(dian)(dian)(dian)(dian)基地(di)(di),東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)僅(jin)能(neng)消納(na)(na)東(dong)(dong)北(bei)(bei)地(di)(di)區部分風電(dian)(dian)(dian)(dian)(dian)(dian)電(dian)(dian)(dian)(dian)(dian)(dian)力(li)。根(gen)據東(dong)(dong)北(bei)(bei)地(di)(di)區風電(dian)(dian)(dian)(dian)(dian)(dian)消納(na)(na)能(neng)力(li)分析(xi)結果(guo),2020年(nian)時東(dong)(dong)北(bei)(bei)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)消納(na)(na)風電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)容量(liang)也僅(jin)為1143萬(wan)kW。
統籌(chou)考慮蒙(meng)東、吉林千萬(wan)千瓦級(ji)風(feng)(feng)電(dian)(dian)(dian)(dian)基地(di)能源資源情況、地(di)理位置條件,并(bing)結合東北電(dian)(dian)(dian)(dian)網(wang)(wang)“十(shi)二五”發展規劃,吉林千萬(wan)千瓦級(ji)風(feng)(feng)電(dian)(dian)(dian)(dian)基地(di)立(li)足于吉林省(sheng)內乃至(zhi)東北全網(wang)(wang)進行消(xiao)(xiao)納(na)。根據國家(jia)特高壓(ya)電(dian)(dian)(dian)(dian)網(wang)(wang)規劃,到(dao)2020年,蒙(meng)東地(di)區規劃建成2個至(zhi)“三華(hua)”電(dian)(dian)(dian)(dian)網(wang)(wang)的特高壓(ya)直流輸電(dian)(dian)(dian)(dian)通道。蒙(meng)東風(feng)(feng)電(dian)(dian)(dian)(dian)基地(di)的風(feng)(feng)電(dian)(dian)(dian)(dian)除(chu)在東北電(dian)(dian)(dian)(dian)網(wang)(wang)消(xiao)(xiao)納(na)外,還有一部分需(xu)要通過特高壓(ya)直流采(cai)用“風(feng)(feng)火(huo)打捆”的方(fang)式送電(dian)(dian)(dian)(dian)“三華(hua)”電(dian)(dian)(dian)(dian)網(wang)(wang)消(xiao)(xiao)納(na)。其(qi)中東北地(di)區消(xiao)(xiao)納(na)656萬(wan)kW,“三華(hua)”電(dian)(dian)(dian)(dian)網(wang)(wang)消(xiao)(xiao)納(na)566萬(wan)kW。
蒙東地(di)區作為我國(guo)(guo)千萬千瓦級風電(dian)基地(di)之一(yi),也(ye)是國(guo)(guo)家電(dian)網公司特(te)(te)高(gao)壓電(dian)網規劃的(de)(de)重要送端電(dian)源基地(di)之一(yi)。除滿(man)足自身(shen)經濟社會(hui)發(fa)展對電(dian)力的(de)(de)需求外(wai),還主要通(tong)過特(te)(te)高(gao)壓電(dian)網送電(dian)“三(san)華”電(dian)網。
根據特高壓電網規劃(hua),結合蒙(meng)東風電基地項(xiang)目前期工作進展情況,在輸(shu)電規劃(hua)論證中,考慮了以下主要原則:
①風電(dian)接入(ru)應遵(zun)行(xing)“建設(she)大基地、融(rong)入(ru)大電(dian)網(wang)”的規劃(hua)思路,滿足(zu)分片、分區接入(ru)原(yuan)則(ze);
②風電(dian)的送出(chu)需進行統一規(gui)劃,在充分利用當地風電(dian)消納(na)能(neng)力的基礎上,剩余風電(dian)容量應(ying)通(tong)過超高壓及特高壓通(tong)道由東北(bei)及“三華”電(dian)網消納(na);
③風(feng)(feng)電(dian)場應適當聯合與分(fen)組,形成相對獨立的(de)多個(ge)送(song)電(dian)通道(dao),考慮(lv)到(dao)風(feng)(feng)電(dian)運行特點,避(bi)免(mian)風(feng)(feng)電(dian)送(song)電(dian)回路落點過于集中(zhong),風(feng)(feng)電(dian)容量應分(fen)散接入(ru)電(dian)網;
④位于蒙東的大規模(mo)風(feng)電(dian)(dian)場主要應接入(ru)500kV電(dian)(dian)網運行;風(feng)電(dian)(dian)場容量大且集中的區域(yu),宜選擇合適(shi)位置建(jian)設220kV或500kV匯集站,將風(feng)電(dian)(dian)場電(dian)(dian)力(li)匯集后直接送往500kV電(dian)(dian)網;
⑤對(dui)于地理(li)位置較(jiao)孤立的風電(dian)(dian)場(chang),建議(yi)就(jiu)近(jin)接(jie)入(ru)當(dang)地220kV及以(yi)下電(dian)(dian)網運行,或對(dui)容量較(jiao)小的風電(dian)(dian)場(chang)進行匯(hui)集后送(song)入(ru)地區220kV電(dian)(dian)網。
到2020年,蒙東(dong)風(feng)(feng)(feng)電(dian)(dian)基地(di)規劃(hua)建設的(de)風(feng)(feng)(feng)電(dian)(dian)裝機容(rong)(rong)量(liang)將達到1222.5萬kW。其中,風(feng)(feng)(feng)電(dian)(dian)開(kai)(kai)(kai)發(fa)(fa)較為集中的(de)地(di)區(qu)(qu)為呼倫貝爾市(shi)新巴(ba)爾虎右(you)旗(qi)(qi)、通(tong)遼(liao)市(shi)開(kai)(kai)(kai)魯(lu)地(di)區(qu)(qu)、珠日(ri)河地(di)區(qu)(qu)以及赤(chi)峰(feng)市(shi)松山(shan)區(qu)(qu)、克什克騰(teng)旗(qi)(qi)、翁(weng)(weng)牛(niu)特(te)旗(qi)(qi)。呼倫貝爾市(shi)新巴(ba)爾虎右(you)旗(qi)(qi)風(feng)(feng)(feng)電(dian)(dian)開(kai)(kai)(kai)發(fa)(fa)容(rong)(rong)量(liang)約(yue)200萬kW,通(tong)遼(liao)市(shi)開(kai)(kai)(kai)魯(lu)地(di)區(qu)(qu)、珠日(ri)河地(di)區(qu)(qu)風(feng)(feng)(feng)電(dian)(dian)開(kai)(kai)(kai)發(fa)(fa)容(rong)(rong)量(liang)約(yue)270萬kW,赤(chi)峰(feng)市(shi)松山(shan)區(qu)(qu)、克什克騰(teng)旗(qi)(qi)、翁(weng)(weng)牛(niu)特(te)旗(qi)(qi)風(feng)(feng)(feng)電(dian)(dian)開(kai)(kai)(kai)發(fa)(fa)容(rong)(rong)量(liang)約(yue)390萬kW。剩余約(yue)362萬kW風(feng)(feng)(feng)電(dian)(dian)裝機地(di)理(li)位置分散且單個(ge)風(feng)(feng)(feng)電(dian)(dian)場容(rong)(rong)量(liang)較小。
蒙東(dong)風(feng)(feng)(feng)電基地規劃裝機容量較大,但蒙東(dong)地區負荷(he)水(shui)平較低,所發(fa)電力(li)需要大規模外(wai)送(song)。加快蒙東(dong)風(feng)(feng)(feng)電基地建設,對于(yu)促(cu)進清潔能(neng)源規模化開(kai)發(fa),優化煤炭發(fa)展格局,支(zhi)撐我國經濟快速發(fa)展,促(cu)進智能(neng)電網發(fa)展戰(zhan)略和(he)規劃研(yan)究。低碳經濟發(fa)展具有(you)重要意義(yi)。根(gen)據能(neng)源資源流(liu)向的合理安排,蒙東(dong)風(feng)(feng)(feng)電開(kai)發(fa)外(wai)送(song)應考慮(lv)首先通過(guo)500kV電網送(song)至東(dong)北主網消納,其余風(feng)(feng)(feng)電采用“風(feng)(feng)(feng)火打捆”方式(shi)通過(guo)特高壓直流(liu)外(wai)送(song)“三華”電網。
