湖(hu)北(bei)(bei)藍(lan)天鹽(yan)(yan)(yan)化有限(xian)公(gong)(gong)(gong)(gong)司(si)(si)公(gong)(gong)(gong)(gong)司(si)(si)原為解放軍9510工廠(空軍一一一四(si)廠),始建(jian)于1971年(nian)5月,系國(guo)家食鹽(yan)(yan)(yan)生產、批發定點企業(ye)(ye),湖(hu)北(bei)(bei)省知名企業(ye)(ye)、湖(hu)北(bei)(bei)省文明單位、湖(hu)北(bei)(bei)省重合同(tong)守信(xin)用企業(ye)(ye),1998年(nian)底從(cong)軍隊移交地方,2000年(nian)移交湖(hu)北(bei)(bei)鹽(yan)(yan)(yan)業(ye)(ye)集團有限(xian)公(gong)(gong)(gong)(gong)司(si)(si)(原湖(hu)北(bei)(bei)省鹽(yan)(yan)(yan)業(ye)(ye)總公(gong)(gong)(gong)(gong)司(si)(si)),2015年(nian)8月改為混合所有制企業(ye)(ye)湖(hu)北(bei)(bei)廣鹽(yan)(yan)(yan)藍(lan)天鹽(yan)(yan)(yan)化有限(xian)公(gong)(gong)(gong)(gong)司(si)(si)。
公司擁(yong)有(you)(you)出讓(rang)土(tu)地118495.5平方米(mi),劃拔土(tu)地19795.9平方米(mi),現(xian)擁(yong)有(you)(you)年(nian)產(chan)55萬(wan)(wan)噸(dun)、35萬(wan)(wan)噸(dun)兩套真(zhen)空制鹽系統,年(nian)產(chan)能90萬(wan)(wan)噸(dun)原鹽,兩臺6000KW發電(dian)機組及20萬(wan)(wan)噸(dun)全自動(dong)小包裝(zhuang)生產(chan)線,一條自備鐵路專用線,擁(yong)有(you)(you)3.2平方公里范圍內礦產(chan)資源(可開采工業儲量8000余萬(wan)(wan)噸(dun))開采權。現(xian)有(you)(you)在(zai)冊(ce)職工300余人(ren)。
2015年,公(gong)(gong)(gong)(gong)司(si)(si)多(duo)(duo)方(fang)尋(xun)求戰(zhan)略合作伙(huo)伴(ban),引進(jin)了有(you)(you)(you)資(zi)金(jin)、有(you)(you)(you)技術、有(you)(you)(you)市場的(de)廣東鹽(yan)(yan)業(ye)集團(tuan)公(gong)(gong)(gong)(gong)司(si)(si)和新都(dou)(dou)化(hua)工集團(tuan)參股(gu)(gu)增資(zi),廣東鹽(yan)(yan)業(ye)集團(tuan)公(gong)(gong)(gong)(gong)司(si)(si)是(shi)(shi)(shi)國有(you)(you)(you)企業(ye)擁有(you)(you)(you)成熟的(de)銷售渠道和較大的(de)食鹽(yan)(yan)市場(每(mei)年120萬噸(dun)),新都(dou)(dou)化(hua)工是(shi)(shi)(shi)在湖北壯大發(fa)(fa)展起來(lai)的(de)民營(ying)企業(ye),有(you)(you)(you)新產品研發(fa)(fa)能力(li)、市場運作能力(li)和先進(jin)的(de)管理模式。2015年8月在審(shen)計、資(zi)產評估(gu)的(de)基礎(chu)上,通過增資(zi)擴股(gu)(gu),依法依規對(dui)公(gong)(gong)(gong)(gong)司(si)(si)進(jin)行了股(gu)(gu)權(quan)(quan)多(duo)(duo)元化(hua)改(gai)(gai)制,形成了國有(you)(you)(you)控(kong)股(gu)(gu)、戰(zhan)略投資(zi)者持(chi)(chi)股(gu)(gu)、公(gong)(gong)(gong)(gong)司(si)(si)技術骨干(gan)和管理層參股(gu)(gu)的(de)混合所有(you)(you)(you)制企業(ye)。改(gai)(gai)制后的(de)公(gong)(gong)(gong)(gong)司(si)(si)股(gu)(gu)權(quan)(quan)結構是(shi)(shi)(shi):湖北鹽(yan)(yan)業(ye)集團(tuan)有(you)(you)(you)限(xian)公(gong)(gong)(gong)(gong)司(si)(si)持(chi)(chi)股(gu)(gu)43%,廣東鹽(yan)(yan)業(ye)集團(tuan)有(you)(you)(you)限(xian)公(gong)(gong)(gong)(gong)司(si)(si)持(chi)(chi)股(gu)(gu)43%,新都(dou)(dou)化(hua)工股(gu)(gu)份有(you)(you)(you)限(xian)公(gong)(gong)(gong)(gong)司(si)(si)持(chi)(chi)股(gu)(gu)8%,公(gong)(gong)(gong)(gong)司(si)(si)管理和技術骨干(gan)持(chi)(chi)股(gu)(gu)6%。
通過這次改制(zhi),公司實現了(le)(le)(le)(le)主輔分(fen)離、精簡機構(gou)、分(fen)流人(ren)(ren)員,優化了(le)(le)(le)(le)資(zi)產(chan)(chan)質量,盤活(huo)了(le)(le)(le)(le)人(ren)(ren)力資(zi)源,提(ti)升(sheng)了(le)(le)(le)(le)勞(lao)動(dong)效率。企業職(zhi)工(gong)由730人(ren)(ren)減到300余(yu)人(ren)(ren),剝離了(le)(le)(le)(le)物流、倉儲包裝、后(hou)勤、維修等(deng)5個崗位(wei),深化企業內部(bu)各項制(zhi)度(du)改革,調整干部(bu)隊伍,調整職(zhi)能機構(gou),對輔助生(sheng)產(chan)(chan)崗位(wei)進行了(le)(le)(le)(le)招標承(cheng)包;加強人(ren)(ren)力資(zi)源和勞(lao)動(dong)分(fen)配(pei)管理(li),修訂完(wan)善(shan)了(le)(le)(le)(le)勞(lao)動(dong)紀律和假期管理(li)制(zhi)度(du);完(wan)善(shan)承(cheng)包考(kao)核模式(shi),按(an)績按(an)效取酬的觀念逐(zhu)漸形成。
公司經整體改制(zhi)(zhi)(zhi),成立了有(you)限責任公司,通過體制(zhi)(zhi)(zhi)創(chuang)新、機制(zhi)(zhi)(zhi)轉換和加(jia)強(qiang)管理,建立了規(gui)范的法人(ren)治理結構,企業活力不斷增強(qiang),新體制(zhi)(zhi)(zhi)的優越性初見端倪(ni)。企業生(sheng)產成本(ben)從(cong)改制(zhi)(zhi)(zhi)前的190元/噸下降到170元/噸,月產量由(you)不足7萬噸提升到7.5萬噸,改制(zhi)(zhi)(zhi)后(hou)四個月實現了利潤目標626萬元。
目前公司還處在結(jie)構調整和轉型升級階段,生(sheng)產(chan)經(jing)(jing)營步(bu)入了良性循環的軌道,將通過現有產(chan)能釋放,投(tou)資開發新的產(chan)品(pin)等方式(shi)做強做實(shi)企業,提高經(jing)(jing)濟效益(yi)和維護股東權益(yi)。
