硬件設施
塔城民航機場位于塔城市東,距市中心28.5公里。該機場飛行區級為3C,可起降ATR-72、新舟60、ERJ-145等中小型支線客機及波音737、空客A320等中型客機。
可起降ATR-72型以下客(ke)機。塔城(cheng)(cheng)民航機場(chang)可起降波音737等(deng)(deng)中(zhong)(zhong)型客(ke)機,外運(yun)經巴克(ke)(ke)(ke)圖國家二級公(gong)(gong)路(lu)直(zhi)通(tong)哈(ha)薩(sa)克(ke)(ke)(ke)斯(si)坦(tan)謝米州等(deng)(deng)地,譽稱(cheng)“中(zhong)(zhong)亞(ya)商(shang)貿走(zou)廊”。南航新疆公(gong)(gong)司(si)執行烏魯(lu)木齊—塔城(cheng)(cheng)航班,每(mei)周(zhou)4班。塔城(cheng)(cheng)民航機場(chang)外運(yun)經巴克(ke)(ke)(ke)圖國家二級公(gong)(gong)路(lu)直(zhi)通(tong)哈(ha)薩(sa)克(ke)(ke)(ke)斯(si)坦(tan)謝米州等(deng)(deng)地,譽稱(cheng)“中(zhong)(zhong)亞(ya)商(shang)貿走(zou)廊”。
航空航線
烏魯木齊——塔(ta)城航(hang)班往返(fan)航(hang)線由(you)南方航(hang)空(kong)(kong)(kong)公(gong)(gong)司(si)新(xin)疆(jiang)公(gong)(gong)司(si)執(zhi)行,每周4班,但是從(cong)2011年5月開始,南方航(hang)空(kong)(kong)(kong)公(gong)(gong)司(si)旗下的ATR-72全面退出新(xin)疆(jiang)市場,而(er)南方航(hang)空(kong)(kong)(kong)公(gong)(gong)司(si)也不再執(zhi)行烏魯木齊——塔(ta)城航(hang)班,改(gai)為由(you)海南航(hang)空(kong)(kong)(kong)公(gong)(gong)司(si)及旗下的天津(jin)航(hang)空(kong)(kong)(kong)公(gong)(gong)司(si)執(zhi)行,機型也從(cong)原來的ATR-72渦漿支線飛(fei)機改(gai)為ERJ-145噴氣(qi)式(shi)支線客(ke)機,每天一(yi)班。
機場事故
塔(ta)城機(ji)(ji)(ji)場是(shi)新疆“八五”期(qi)(qi)間(jian)重(zhong)點建設(she)項目(mu)之(zhi)一,由(you)國(guo)家(jia)和自治(zhi)區(qu)投資(zi)近(jin)8000萬元,1992年(nian)(nian)7月(yue)(yue)動工(gong)(gong)(gong)(gong)(gong)(gong)(gong)興(xing)建。跑(pao)道(dao)全長2400米(mi)、寬(kuan)45米(mi), 原設(she)計起(qi)(qi)降(jiang)機(ji)(ji)(ji)型(xing)為波音737噴(pen)氣式客機(ji)(ji)(ji)。機(ji)(ji)(ji)場正式通航(hang)至(zhi)1996年(nian)(nian)3月(yue)(yue)就(jiu)(jiu)發現跑(pao)道(dao)有(you)質(zhi)(zhi)(zhi)量(liang)問題(ti),航(hang)班(ban)停飛。1997年(nian)(nian)10月(yue)(yue)勘(kan)察咨詢報告(gao)顯示(shi),跑(pao)道(dao)表面存在(zai)(zai)混凝土(tu)表面起(qi)(qi)皮、剝落、孔(kong)洞(dong)、坑槽、網(wang)狀和貫通裂縫等(deng)(deng)嚴重(zhong)問題(ti)。以跑(pao)道(dao)坑洞(dong)為例,最大的(de)(de)一處(chu)直(zhi)徑15厘米(mi),深度9厘米(mi),致使(shi)(shi)原設(she)計機(ji)(ji)(ji)型(xing)無法起(qi)(qi)降(jiang),只能起(qi)(qi)降(jiang)螺旋式小型(xing)客機(ji)(ji)(ji)。報告(gao)分析認為,引(yin)起(qi)(qi)這(zhe)(zhe)些問題(ti)的(de)(de)原因(yin)主要是(shi)施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)質(zhi)(zhi)(zhi)量(liang)問題(ti)。 承攬塔(ta)城機(ji)(ji)(ji)場跑(pao)道(dao)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)的(de)(de)是(shi)新疆農墾建安公(gong)(gong)司(si)(si)和新疆機(ji)(ji)(ji)械化(hua)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)公(gong)(gong)司(si)(si)。這(zhe)(zhe)兩家(jia)公(gong)(gong)司(si)(si)都(dou)有(you)一級施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)質(zhi)(zhi)(zhi),前者攬活后(hou)就(jiu)(jiu)直(zhi)接分給了(le)(le)兩個二(er)級施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)質(zhi)(zhi)(zhi)單(dan)位(wei),并(bing)未認真履行總承包(bao)單(dan)位(wei)的(de)(de)職責(ze);而(er)后(hou)者也將(jiang)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)分別轉包(bao)給福建省蒲(pu)田市市政(zheng)公(gong)(gong)司(si)(si)和湖南省湘鄉(xiang)市第三(san)建筑公(gong)(gong)司(si)(si)。在(zai)(zai)1993年(nian)(nian)搶工(gong)(gong)(gong)(gong)(gong)(gong)(gong)期(qi)(qi)期(qi)(qi)間(jian), 還(huan)使(shi)(shi)用了(le)(le)塔(ta)城地(di)(di)區(qu)建筑公(gong)(gong)司(si)(si)等(deng)(deng)3個單(dan)位(wei)和一個個體包(bao)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)隊的(de)(de)民工(gong)(gong)(gong)(gong)(gong)(gong)(gong),而(er)上述直(zhi)接進(jin)(jin)行施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)單(dan)位(wei)均不具備機(ji)(ji)(ji)場跑(pao)道(dao)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)的(de)(de)資(zi)質(zhi)(zhi)(zhi)。另外(wai),這(zhe)(zhe)兩家(jia)公(gong)(gong)司(si)(si)都(dou)在(zai)(zai)施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)中使(shi)(shi)用了(le)(le)不符合(he)質(zhi)(zhi)(zhi)量(liang)標準(zhun)的(de)(de)建筑材料。就(jiu)(jiu)是(shi)這(zhe)(zhe)樣一個“豆腐(fu)渣”工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng),卻在(zai)(zai)1994年(nian)(nian)9月(yue)(yue)竣工(gong)(gong)(gong)(gong)(gong)(gong)(gong)后(hou),通過了(le)(le)由(you)施(shi)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)企業自評(ping)的(de)(de)質(zhi)(zhi)(zhi)量(liang)等(deng)(deng)級合(he)格,塔(ta)城地(di)(di)區(qu)質(zhi)(zhi)(zhi)監(jian)站核定質(zhi)(zhi)(zhi)量(liang)等(deng)(deng)級合(he)格,1994年(nian)(nian)10月(yue)(yue)通過自治(zhi)區(qu)驗(yan)收,1994年(nian)(nian)11月(yue)(yue)通過國(guo)家(jia)驗(yan)收,質(zhi)(zhi)(zhi)量(liang)等(deng)(deng)級均為合(he)格。工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)責(ze)任事(shi)(shi)故(gu)發生后(hou),引(yin)起(qi)(qi)了(le)(le)自治(zhi)區(qu)黨委、政(zheng)府和國(guo)家(jia)民航(hang)總局(ju)的(de)(de)高度重(zhong)視,并(bing)組成聯合(he)調查組進(jin)(jin)行專題(ti)調查,認定此項工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)屬(shu)于一級重(zhong)大質(zhi)(zhi)(zhi)量(liang)事(shi)(shi)故(gu),隨后(hou)自治(zhi)區(qu)紀檢委對工(gong)(gong)(gong)(gong)(gong)(gong)(gong)程(cheng)建設(she)項目(mu)指揮部有(you)關(guan)(guan)人(ren)員(yuan)存在(zai)(zai)的(de)(de)經(jing)濟問題(ti)進(jin)(jin)行了(le)(le)立案(an)調查,并(bing)將(jiang)涉及經(jing)濟犯(fan)罪的(de)(de)4名(ming)有(you)關(guan)(guan)人(ren)員(yuan)移交檢察機(ji)(ji)(ji)關(guan)(guan)。4名(ming)犯(fan)罪嫌疑人(ren)已(yi)被逮捕,其(qi)中有(you)2名(ming)處(chu)級干部。
航空保安
2010年(nian)7月(yue)30日(ri)至(zhi)8月(yue)1日(ri),中國民用航(hang)(hang)空新疆地區管理(li)(li)局(ju)(簡(jian)稱“民航(hang)(hang)新疆管理(li)(li)局(ju)”)航(hang)(hang)空保安(an)審(shen)計(ji)組根(gen)據審(shen)計(ji)工作計(ji)劃對塔(ta)城機(ji)場(chang)進行了航(hang)(hang)空保安(an)后(hou)(hou)續(xu)審(shen)計(ji)。最終,塔(ta)城機(ji)場(chang)順(shun)利通過(guo)了航(hang)(hang)空保安(an)后(hou)(hou)續(xu)審(shen)計(ji)。
民航(hang)(hang)(hang)(hang)新疆(jiang)管理局航(hang)(hang)(hang)(hang)空(kong)保(bao)安(an)(an)審(shen)(shen)(shen)計(ji)(ji)組通過(guo)文件(jian)查閱、現場(chang)(chang)(chang)(chang)觀(guan)察(cha)以(yi)及交流(liu)討論相結合的(de)(de)方法,對(dui)照塔(ta)城機(ji)(ji)場(chang)(chang)(chang)(chang)航(hang)(hang)(hang)(hang)空(kong)保(bao)安(an)(an)審(shen)(shen)(shen)計(ji)(ji)報告(gao)(gao),對(dui)機(ji)(ji)場(chang)(chang)(chang)(chang)近一年來(lai)的(de)(de)整改(gai)(gai)情(qing)況進行了核(he)查。通過(guo)對(dui)10條整改(gai)(gai)項目全面客(ke)觀(guan)的(de)(de)檢查和評(ping)估,審(shen)(shen)(shen)計(ji)(ji)組最(zui)后(hou)一致認為(wei),塔(ta)城機(ji)(ji)場(chang)(chang)(chang)(chang)的(de)(de)航(hang)(hang)(hang)(hang)空(kong)保(bao)安(an)(an)審(shen)(shen)(shen)計(ji)(ji)整改(gai)(gai)工作總體(ti)實施情(qing)況良(liang)好,基本完(wan)成(cheng)了審(shen)(shen)(shen)計(ji)(ji)報告(gao)(gao)提(ti)出的(de)(de)各項整改(gai)(gai)項目,機(ji)(ji)場(chang)(chang)(chang)(chang)的(de)(de)航(hang)(hang)(hang)(hang)空(kong)保(bao)安(an)(an)整體(ti)水平得到了較大提(ti)升。依(yi)照《國家民用(yong)(yong)航(hang)(hang)(hang)(hang)空(kong)安(an)(an)全保(bao)衛規劃》、《國家民用(yong)(yong)航(hang)(hang)(hang)(hang)空(kong)保(bao)安(an)(an)審(shen)(shen)(shen)計(ji)(ji)規則(ze)》,審(shen)(shen)(shen)計(ji)(ji)組對(dui)塔(ta)城機(ji)(ji)場(chang)(chang)(chang)(chang)航(hang)(hang)(hang)(hang)空(kong)保(bao)安(an)(an)后(hou)續審(shen)(shen)(shen)計(ji)(ji)的(de)(de)結論定(ding)為(wei)“符合”。后(hou)續審(shen)(shen)(shen)計(ji)(ji)報告(gao)(gao)將由民航(hang)(hang)(hang)(hang)新疆(jiang)管理局審(shen)(shen)(shen)定(ding)批(pi)準后(hou),向中(zhong)國民用(yong)(yong)航(hang)(hang)(hang)(hang)空(kong)局(Civil Aviation Administration of China,簡(jian)稱“民航(hang)(hang)(hang)(hang)局”)上報審(shen)(shen)(shen)計(ji)(ji)結果,建議(yi)民航(hang)(hang)(hang)(hang)局向塔(ta)城機(ji)(ji)場(chang)(chang)(chang)(chang)頒發通過(guo)航(hang)(hang)(hang)(hang)空(kong)保(bao)安(an)(an)審(shen)(shen)(shen)計(ji)(ji)的(de)(de)證書和牌匾(bian)。
