三(san)里(li)坪(ping)水(shui)(shui)電(dian)(dian)站位(wei)于湖(hu)北省房縣五(wu)臺龍潭峪(yu)三(san)里(li)坪(ping),是(shi)南(nan)河十三(san)個梯級電(dian)(dian)站中的(de)第四級,以防(fang)洪(hong)、發電(dian)(dian)為(wei)(wei)(wei)主,兼顧防(fang)洪(hong)、航運、水(shui)(shui)產養殖(zhi)、灌溉、旅游等綜合(he)效(xiao)益的(de)國(guo)(guo)家大二型水(shui)(shui)利水(shui)(shui)電(dian)(dian)樞紐工(gong)程,是(shi)南(nan)河干流的(de)第一座(zuo)較大的(de)中型水(shui)(shui)電(dian)(dian)站工(gong)程。電(dian)(dian)站總裝(zhuang)機(ji)容量為(wei)(wei)(wei)70MW(2× 35MW),設計多年(nian)平(ping)均年(nian)發電(dian)(dian)量為(wei)(wei)(wei)1.8億kW×h;水(shui)(shui)庫(ku)正常蓄水(shui)(shui)位(wei)416m,相應庫(ku)容為(wei)(wei)(wei)4.99億m;大壩(ba)最大壩(ba)高141m,是(shi)國(guo)(guo)內目(mu)前已建和在建壩(ba)高最高的(de)碾壓(ya)混(hun)凝土雙(shuang)曲(qu)拱壩(ba) 。
基本情況
2004年8月(yue)(yue),國(guo)家發(fa)(fa)展和改革委(wei)(wei)員(yuan)會以(yi)發(fa)(fa)改農(nong)經[2004]1800號文(wen)批復了該(gai)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)可行性研究報告(gao);2006年,國(guo)家發(fa)(fa)展和改革委(wei)(wei)員(yuan)會以(yi)發(fa)(fa)改投資(zi)[2006]1337號文(wen),核定該(gai)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)初步設(she)計概算(suan);2007年10月(yue)(yue)湖(hu)(hu)北省水利廳(ting)以(yi)鄂水利電(dian)復[2007]253號文(wen)批復了該(gai)工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)的初步設(she)計報告(gao)。湖(hu)(hu)北省以(yi)鄂水利建復(2008)72號文(wen)下達(da)《關于房縣(xian)三里坪水利水電(dian)樞紐工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)開工(gong)(gong)(gong)(gong)(gong)的批復》。2006年4月(yue)(yue),前期工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)開始施(shi)工(gong)(gong)(gong)(gong)(gong),2009年6月(yue)(yue)主(zhu)體工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)開始施(shi)工(gong)(gong)(gong)(gong)(gong),2010年5月(yue)(yue)13日,大壩混凝土開始澆筑(zhu),工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)計劃2013年7月(yue)(yue)首臺水輪(lun)發(fa)(fa)電(dian)機組(zu)投產(chan)發(fa)(fa)電(dian),2013年10月(yue)(yue)第2臺水輪(lun)發(fa)(fa)電(dian)機組(zu)投產(chan)發(fa)(fa)電(dian),工(gong)(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)完工(gong)(gong)(gong)(gong)(gong)。
地理位置
三里坪水(shui)電(dian)(dian)站位(wei)于(yu)湖北(bei)省房縣(xian)境內,壩址(zhi)位(wei)于(yu)在漢江中(zhong)(zhong)(zhong)游(you)一(yi)級支(zhi)流(liu)(liu)南(nan)河中(zhong)(zhong)(zhong)段三里坪村下(xia)游(you)約1.3km的(de)鏈子崖處(chu),距房縣(xian)縣(xian)城近50km、至河口129km,是(shi)(shi)南(nan)河流(liu)(liu)域(yu)干流(liu)(liu)梯級開發(fa)中(zhong)(zhong)(zhong)的(de)骨(gu)干工(gong)(gong)程(cheng),大(da)(da)壩正常蓄水(shui)位(wei)416.0m,相(xiang)應庫(ku)容(rong)4.72億m3,調節庫(ku)容(rong)2.11億m3,本工(gong)(gong)程(cheng)是(shi)(shi)以防洪(hong)、發(fa)電(dian)(dian)為(wei)(wei)主,兼(jian)有灌溉、水(shui)庫(ku)養殖、庫(ku)區航運等綜合效益的(de)水(shui)利樞紐工(gong)(gong)程(cheng)。地下(xia)電(dian)(dian)站廠房裝有2臺混流(liu)(liu)式(shi)水(shui)輪發(fa)電(dian)(dian)機(ji)組,額定單機(ji)容(rong)量為(wei)(wei)35MW,額定總(zong)裝機(ji)容(rong)量為(wei)(wei)70MW;最大(da)(da)單機(ji)容(rong)量為(wei)(wei)40MW,最大(da)(da)總(zong)裝機(ji)容(rong)量為(wei)(wei)80MW;年設計發(fa)電(dian)(dian)量1.83億千瓦時(shi)(shi),年設計發(fa)電(dian)(dian)利用小時(shi)(shi)數2620小時(shi)(shi),保證出(chu)力(li)1.24萬(wan)千瓦。
運作方式
在(zai)(zai)非汛(xun)期利用上庫的(de)調節能(neng)力(li)進行日(ri)調節運用;在(zai)(zai)主汛(xun)期和秋汛(xun)期水庫以下游(you)防洪安全為主,當入庫流量滿足電站(zhan)發電需要時充(chong)分發揮調峰(feng)作(zuo)用,當電站(zhan)來水流量較(jiao)小,電站(zhan)將(jiang)按(an)保(bao)證出力(li)發電,盡可(ke)能(neng)保(bao)持水庫在(zai)(zai)高水位運行。
水(shui)利樞紐(niu)由碾壓混凝土雙曲拱壩(ba)、泄洪消能(neng)建筑物、引水(shui)式地下電站廠房組成(cheng)。攔河(he)大壩(ba)最大壩(ba)高141.00m,壩(ba)軸線長284.62m,壩(ba)頂高程420m,河(he)床建基面高程279m。
地下廠房位于大壩右岸山體內,廠房采用中(zhong)部式。電站(zhan)主要建筑(zhu)物由進水(shui)口、引水(shui)隧洞(dong)(dong)及(ji)壓(ya)力鋼管、主廠房洞(dong)(dong)室群(qun)(含(han)主副廠房、安裝場(chang)、母線洞(dong)(dong))、尾(wei)水(shui)隧洞(dong)(dong)、尾(wei)水(shui)閘門(men)井、尾(wei)水(shui)渠、交通洞(dong)(dong)、出線洞(dong)(dong)及(ji)地面開(kai)關站(zhan)等組成。
電氣主接線
電站發電機和主(zhu)變壓(ya)器組合方式采(cai)用一(yi)機一(yi)變單元接線(xian),110KV(GIS開關站)出線(xian)一(yi)回,110KV電壓(ya)側(ce)采(cai)用單母接線(xian)。
接入系統
以一回110KV線路(lu)接入房縣(xian)220KV開關站,線路(lu)總長30.5km。
廠用電系統
400V廠(chang)用電(dian)(dian)I段、II段分(fen)別經兩臺(tai)容(rong)量為(wei)1250KVA;電(dian)(dian)壓為(wei)10.5±2X.2.5%/0.4KV干式變壓器(qi)接(jie)(jie)入1#、2#發電(dian)(dian)機(ji)10.5kv母線,;備用電(dian)(dian)源(yuan)(yuan)由青峰變電(dian)(dian)站經10KV線路供(gong)電(dian)(dian)通(tong)過(guo)一(yi)臺(tai)容(rong)量為(wei)800KVA電(dian)(dian)壓為(wei)10.5±2X.2.5%/0.4KV干式變壓器(qi)接(jie)(jie)入400VII段,廠(chang)內500KW柴油發電(dian)(dian)機(ji)作為(wei)后備電(dian)(dian)源(yuan)(yuan)接(jie)(jie)入400VI段;400V分(fen)為(wei)兩段,加設母聯開關采用南(nan)京自動化公司備自投裝(zhuang)置實現自動投切;壩(ba)區采用250kW柴油發電(dian)(dian)機(ji)作為(wei)應急供(gong)電(dian)(dian)電(dian)(dian)源(yuan)(yuan)。
控制方式
電站(zhan)采用南(nan)京南(nan)瑞集(ji)團生產的(de)計算機監(jian)(jian)控(kong)(kong)系統實現(xian)全廠(chang)生產設(she)備集(ji)中(zhong)監(jian)(jian)測監(jian)(jian)控(kong)(kong),電站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)分為三層:現(xian)地(di)(di)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)級(ji)、廠(chang)站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)級(ji)和調(diao)度控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)級(ji)。控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)調(diao)節方(fang)(fang)式(shi)的(de)優先級(ji)從高(gao)到低為:現(xian)地(di)(di)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)級(ji)、主站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)級(ji)、調(diao)度控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)級(ji)。在主站(zhan)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)方(fang)(fang)式(shi)下,現(xian)地(di)(di)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)單元(yuan)只接受通過廠(chang)站(zhan)級(ji)(中(zhong)控(kong)(kong)室(shi))人機接口設(she)備發布的(de)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)及(ji)調(diao)節命令。調(diao)度級(ji)只能采集(ji)、監(jian)(jian)視來自三里坪(ping)水(shui)電站(zhan)的(de)運行信息和數據(ju),不能直(zhi)接對電站(zhan)的(de)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)對象進行遠方(fang)(fang)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)與操作。
調度方式
三里坪水電站由湖北省電力(li)調度通信中心調度。
電站(zhan)建設(she)單位為(wei)湖(hu)北能源集團房縣水利水電發展有限公(gong)司(業主),設(she)計單位為(wei)長江(jiang)水利委員會長江(jiang)勘測規劃設(she)計研究(jiu)院,主要施工單位中國水電十(shi)五局。
