沙溪口水電(dian)(dian)站(zhan)(zhan)位于福(fu)建省(sheng)南(nan)平市上游的(de)西溪上(即(ji)沙溪與富(fu)屯溪匯合口處(chu)之下(xia)游約5.5公(gong)里(li)(li)),距(ju)市區14公(gong)里(li)(li)。該電(dian)(dian)站(zhan)(zhan)距(ju)福(fu)州市185公(gong)里(li)(li),距(ju)三明(ming)市95公(gong)里(li)(li)。電(dian)(dian)站(zhan)(zhan)建成后供(gong)電(dian)(dian)福(fu)建省(sheng)電(dian)(dian)網。沙溪口水電(dian)(dian)站(zhan)(zhan)水庫呈“丫”型,當正常蓄水位88米時(shi),水庫面積(ji)為(wei)17.5平方(fang)公(gong)里(li)(li)。1980年省(sheng)革委會(hui)在(zai)南(nan)平召(zhao)開沙溪口水電(dian)(dian)站(zhan)(zhan)選壩址會(hui)議,確(que)定設計方(fang)案為(wei):河床式徑流發電(dian)(dian),壩形(xing)為(wei)混凝土重力(li)壩,安(an)裝(zhuang)4臺由(you)富(fu)春江水工(gong)機(ji)(ji)械廠制造(zao)的(de)7.5萬千瓦(wa)傘(san)式水輪發電(dian)(dian)機(ji)(ji)組(zu),保證出(chu)力(li)5萬千瓦(wa),工(gong)程預算(suan)總投(tou)資5.58億元(yuan)(后調整為(wei)7.05億元(yuan))。

沙溪口水(shui)電站水(shui)庫呈“丫”型(xing),當正常蓄水(shui)位88米(mi)(mi)時,水(shui)庫面(mian)積為17.5平(ping)方公里。按20年(nian)(nian)一遇(yu)(yu)洪水(shui)標(biao)準移(yi)民,初期運行,汛(xun)期81米(mi)(mi),汛(xun)后(hou)(hou)83米(mi)(mi);后(hou)(hou)期運行,汛(xun)后(hou)(hou)水(shui)位88米(mi)(mi),遷移(yi)人(ren)口9442人(ren)。按2年(nian)(nian)一遇(yu)(yu)洪水(shui)標(biao)準征地(di),淹沒耕(geng)地(di)6389畝。

建設過程
本電(dian)站由水(shui)電(dian)部華東勘測設計(ji)(ji)院設計(ji)(ji),集團公司水(shui)電(dian)閩(min)江工程局施工。電(dian)站于(yu)1980年列入國家基建(jian)計(ji)(ji)劃(hua),1983年3月正式籌建(jian),于(yu)1987年12月第(di)一臺機組投產發(fa)電(dian)。
規劃設計
1980年省革委會在南平召開沙溪(xi)口水電(dian)站(zhan)選壩(ba)址會議,確定設(she)計方案為:河床式(shi)(shi)徑流發電(dian),壩(ba)形為混凝土重(zhong)力壩(ba),安(an)裝4臺由富春江水工(gong)機械廠(chang)制造的7.5萬(wan)(wan)千瓦傘式(shi)(shi)水輪發電(dian)機組,保證出力5萬(wan)(wan)千瓦,工(gong)程(cheng)預算總投資5.58億元(后調整(zheng)為7.05億元)。
工程開工
1983年2月(yue)(yue),沙溪(xi)口(kou)水(shui)力發電廠籌備處成立。5月(yue)(yue),引進(jin)(jin)(jin)(jin)科威特低息貸款900萬第拉爾(er)(約合(he)3060萬美元)。1983年9月(yue)(yue),按(an)國家審(shen)定的(de)概算總投資對工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)實行總承包(bao)的(de)水(shui)電部(bu)閩江工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)局根據“分期圍(wei)堰、二(er)期圍(wei)堰擋(dang)水(shui)發電”的(de)施工(gong)(gong)(gong)(gong)方案(an)破(po)土(tu)動(dong)工(gong)(gong)(gong)(gong)。歷時5個月(yue)(yue),一期工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)圍(wei)堰閉氣(qi),達(da)到71米高(gao)(gao)程(cheng)(cheng)(cheng)。1984年7月(yue)(yue),主(zhu)體工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)開(kai)工(gong)(gong)(gong)(gong)。閩江工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)局第一工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)處在水(shui)電部(bu)指導下,進(jin)(jin)(jin)(jin)行龜(gui)裂(lie)松動(dong)和(he)水(shui)平預裂(lie)控制爆(bao)破(po),效(xiao)率比普通爆(bao)破(po)提高(gao)(gao)40%。在水(shui)工(gong)(gong)(gong)(gong)基礎的(de)開(kai)挖(wa)過程(cheng)(cheng)(cheng)中(zhong)(zhong),施工(gong)(gong)(gong)(gong)單位(wei)實行“三(san)檢(jian)制度”,即第一工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)處質(zhi)量(liang)檢(jian)驗(yan)部(bu)門進(jin)(jin)(jin)(jin)行初檢(jian),施工(gong)(gong)(gong)(gong)技(ji)(ji)術部(bu)門進(jin)(jin)(jin)(jin)行二(er)檢(jian),再會同華(hua)東(dong)勘(kan)測設計院等單位(wei)進(jin)(jin)(jin)(jin)行三(san)檢(jian),使工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)合(he)格(ge)率達(da)95%以上。在混凝(ning)土(tu)施工(gong)(gong)(gong)(gong)中(zhong)(zhong),第二(er)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)處對砂石料系統進(jin)(jin)(jin)(jin)行改進(jin)(jin)(jin)(jin),安裝(zhuang)新(xin)式(shi)粗軋機(ji)和(he)日(ri)本進(jin)(jin)(jin)(jin)口(kou)的(de)拌和(he)摟,采(cai)用砼(tong)澆筑(zhu)滑模新(xin)工(gong)(gong)(gong)(gong)藝和(he)碾壓(ya)混凝(ning)土(tu)技(ji)(ji)術,澆筑(zhu)質(zhi)量(liang)和(he)工(gong)(gong)(gong)(gong)效(xiao)分別提高(gao)(gao)15%和(he)45%。
電站建設
1985年(nian)底,沙溪(xi)口水(shui)(shui)電(dian)(dian)站工地完成澆筑(zhu)(zhu)混(hun)(hun)(hun)凝土19.5萬(wan)(wan)立方(fang)米(mi)(mi)(mi),超計劃(hua)9.2%。翌年(nian)3~6月,西(xi)溪(xi)流(liu)域有(you)9次洪峰威脅電(dian)(dian)廠(chang)(chang)工程(cheng)。4月20日(ri),洪水(shui)(shui)流(liu)量每秒(miao)達(da)5000多(duo)立方(fang)米(mi)(mi)(mi),24小時(shi)水(shui)(shui)位上(shang)漲4.5米(mi)(mi)(mi),上(shang)游圍(wei)堰(yan)最低處距洪水(shui)(shui)位只有(you)20多(duo)厘(li)米(mi)(mi)(mi)。由于(yu)汛(xun)期(qi),基(ji)礎開(kai)(kai)挖和(he)混(hun)(hun)(hun)凝土澆筑(zhu)(zhu)分別比(bi)計劃(hua)少7萬(wan)(wan)立方(fang)米(mi)(mi)(mi)和(he)3萬(wan)(wan)立方(fang)米(mi)(mi)(mi)。汛(xun)后,水(shui)(shui)電(dian)(dian)建設(she)(she)總(zong)局要求按(an)期(qi)實現1號(hao)機發電(dian)(dian)的目標(biao),并確定(ding)截流(liu)時(shi)間。1987年(nian)4月,沙溪(xi)口電(dian)(dian)廠(chang)(chang)成立。是年(nian)7月,大壩、廠(chang)(chang)房(fang)等一(yi)期(qi)開(kai)(kai)挖工程(cheng)基(ji)本結(jie)束,共開(kai)(kai)挖土石方(fang)84萬(wan)(wan)立方(fang)米(mi)(mi)(mi),澆筑(zhu)(zhu)混(hun)(hun)(hun)凝土49萬(wan)(wan)立方(fang)米(mi)(mi)(mi)。9月1日(ri),二期(qi)圍(wei)堰(yan)截流(liu)。11月中旬1號(hao)機設(she)(she)備安裝結(jie)束,進(jin)入調試(shi)階段(duan)。該(gai)電(dian)(dian)廠(chang)(chang)位于(yu)西(xi)溪(xi)之上(shang),距市區14公(gong)里。其大壩全長628米(mi)(mi)(mi),右岸1~15號(hao)壩段(duan)高74米(mi)(mi)(mi),尾水(shui)(shui)閘(zha)門高84米(mi)(mi)(mi),其余(yu)部(bu)分高93米(mi)(mi)(mi)。壩址上(shang)游集雨(yu)面積約2.25萬(wan)(wan)平方(fang)公(gong)里,占閩江流(liu)域面積的42%。水(shui)(shui)庫容量1.54億立方(fang)米(mi)(mi)(mi)。流(liu)量每秒(miao)778立方(fang)米(mi)(mi)(mi)。廠(chang)(chang)房(fang)面積1.1萬(wan)(wan)平方(fang)米(mi)(mi)(mi),設(she)(she)計裝機4×7.5萬(wan)(wan)千瓦(wa)。
生產管理
1988年(nian)(nian)(nian)(nian)1月,1號(hao)機(ji)(ji)(ji)轉入試生(sheng)產(chan)期。16日,瑞(rui)典(dian)ABB公司制造的調速器(qi)發(fa)(fa)(fa)生(sheng)振(zhen)動引(yin)起導水(shui)(shui)(shui)翼接力器(qi)嚴重損壞,致(zhi)使1號(hao)機(ji)(ji)(ji)在(zai)2月份只發(fa)(fa)(fa)電(dian)(dian)6小時(shi)(shi)(shi)(shi)(shi)(shi)。3月,因設計(ji)誤差,配(pei)合(he)尺寸不(bu)當(dang),導致(zhi)停(ting)(ting)機(ji)(ji)(ji)684小時(shi)(shi)(shi)(shi)(shi)(shi),少發(fa)(fa)(fa)電(dian)(dian)2000萬千瓦(wa)時(shi)(shi)(shi)(shi)(shi)(shi)。10月,2號(hao)機(ji)(ji)(ji)投入運行(xing)。在(zai)總結1號(hao)機(ji)(ji)(ji)組經(jing)驗的基礎上,對部分(fen)設備進行(xing)技(ji)術改(gai)進。在(zai)2號(hao)機(ji)(ji)(ji)試生(sheng)產(chan)期間,共進行(xing)技(ji)術改(gai)進100多項(xiang),機(ji)(ji)(ji)組完(wan)好(hao)率比1號(hao)機(ji)(ji)(ji)提(ti)高44%,設備缺陷減(jian)少60%,但水(shui)(shui)(shui)能浪(lang)費突出。汛期,因雜(za)物堵塞攔(lan)污(wu)柵機(ji)(ji)(ji)組出力降低60%,常(chang)(chang)停(ting)(ting)機(ji)(ji)(ji)棄(qi)水(shui)(shui)(shui)排污(wu)。同(tong)時(shi)(shi)(shi)(shi)(shi)(shi),施(shi)工(gong)單位為施(shi)工(gong)和(he)防汛經(jing)常(chang)(chang)開啟溢洪閘門棄(qi)水(shui)(shui)(shui),水(shui)(shui)(shui)能浪(lang)費加劇,當(dang)年(nian)(nian)(nian)(nian)少發(fa)(fa)(fa)電(dian)(dian)約7000萬千瓦(wa)時(shi)(shi)(shi)(shi)(shi)(shi),翌(yi)年(nian)(nian)(nian)(nian)上半年(nian)(nian)(nian)(nian)少發(fa)(fa)(fa)電(dian)(dian)近1億(yi)(yi)千瓦(wa)時(shi)(shi)(shi)(shi)(shi)(shi)。下(xia)半年(nian)(nian)(nian)(nian)棄(qi)水(shui)(shui)(shui)減(jian)少,同(tong)時(shi)(shi)(shi)(shi)(shi)(shi)加高臨時(shi)(shi)(shi)(shi)(shi)(shi)圍(wei)堰,發(fa)(fa)(fa)電(dian)(dian)水(shui)(shui)(shui)頭由(you)76米增(zeng)至81米,并在(zai)欄(lan)污(wu)柵前安裝清污(wu)機(ji)(ji)(ji),水(shui)(shui)(shui)能利用率提(ti)高21%,機(ji)(ji)(ji)組出力由(you)3萬千瓦(wa)增(zeng)至7.5萬千瓦(wa)。1989年(nian)(nian)(nian)(nian)12月和(he)1990年(nian)(nian)(nian)(nian)12月,3號(hao)機(ji)(ji)(ji)和(he)4號(hao)機(ji)(ji)(ji)先后安裝完(wan)畢,經(jing)試運行(xing)后進入試生(sheng)產(chan)期。1990年(nian)(nian)(nian)(nian)沙溪(xi)口(kou)電(dian)(dian)廠發(fa)(fa)(fa)電(dian)(dian)5.06億(yi)(yi)千瓦(wa)時(shi)(shi)(shi)(shi)(shi)(shi)。1989~1990年(nian)(nian)(nian)(nian)累計(ji)發(fa)(fa)(fa)電(dian)(dian)13.26億(yi)(yi)千瓦(wa)時(shi)(shi)(shi)(shi)(shi)(shi)。

溢(yi)流(liu)(liu)壩段有(you)16孔(kong)開敞式溢(yi)流(liu)(liu)道,每(mei)孔(kong)寬(kuan)(kuan)17米(mi),溢(yi)洪道全(quan)長(chang)326.5米(mi)。溢(yi)流(liu)(liu)孔(kong)底(di)坎高程74.3米(mi),設有(you)16扇17米(mi)×14.8米(mi)(寬(kuan)(kuan)×高)的弧形閘門(men)。
河床式廠(chang)房位(wei)于河床右側,內設(she)4臺軸流轉槳式水(shui)(shui)輪發電機(ji)組,水(shui)(shui)輪機(ji)轉輪直徑8米(mi),單機(ji)容(rong)量7.5萬千(qian)瓦。主廠(chang)房長(chang)160米(mi),寬67.9米(mi),高62.57米(mi)。機(ji)組段長(chang)113米(mi),安裝場位(wei)于廠(chang)房右端(duan)。副(fu)廠(chang)房布置(zhi)在主廠(chang)房下(xia)游(you)側。2臺容(rong)量為180MVA的三(san)相(xiang)變壓器(qi)布置(zhi)在尾水(shui)(shui)平臺上(shang)。110千(qian)伏(fu)和220千(qian)伏(fu)屋外開關站(zhan)布置(zhi)在下(xia)游(you)尾水(shui)(shui)渠右側平臺上(shang)。
300噸(dun)級船(chuan)閘,水(shui)級為24.2米(mi),采(cai)用底(di)部長(chang)廊道分散輸(shu)水(shui)方式(shi)。閘室(shi)尺寸130米(mi)×12米(mi)×2.5米(mi)(長(chang)×寬×最小水(shui)深)。
主要工程量為:土石(shi)方(fang)(fang)(fang)開挖78萬立方(fang)(fang)(fang)米,混凝土澆筑(zhu)79萬立方(fang)(fang)(fang)米。帷幕灌漿(jiang)1.04萬平(ping)方(fang)(fang)(fang)米,固結灌漿(jiang)2.44萬平(ping)方(fang)(fang)(fang)米,鋼(gang)筋、鋼(gang)材2.92萬噸。施工導(dao)流采用分期導(dao)流方(fang)(fang)(fang)式(shi)。
福(fu)建(jian)沙溪口水(shui)力發電廠作(zuo)為國(guo)家“七五”重(zhong)點工程建(jian)設項(xiang)目,籌建(jian)于(yu)1983年(nian)(nian)3月(yue),1987年(nian)(nian)4月(yue)正式建(jian)廠,是福(fu)建(jian)省第(di)一家引進(jin)部分(fen)外資的水(shui)電工程。
電(dian)廠(chang)坐落在南平市境內的(de)閩江上(shang)游支流(liu)西溪河道上(shang),是一座(zuo)以發電(dian)為(wei)主,兼有航運綜(zong)合功能的(de)低水頭(tou)徑流(liu)式(shi)日調節水電(dian)廠(chang),裝設4臺單機容(rong)量7.5萬千瓦(wa)(wa)軸流(liu)轉槳式(shi)水輪發電(dian)機組,總(zong)裝機容(rong)量為(wei)30萬千瓦(wa)(wa),設計多年(nian)平均發電(dian)量為(wei)9.6億(yi)千瓦(wa)(wa)時,既是省電(dian)網調峰調頻和事(shi)故備用的(de)主力(li)電(dian)廠(chang),又是閩北輸變電(dian)的(de)樞(shu)紐。
