概述
陜(shan)南漢(han)(han)江(jiang)流(liu)域出現了一(yi)次(ci)大(da)范圍、高強度降水(shui)過程。降雨引起江(jiang)漢(han)(han)干支(zhi)流(liu)漲水(shui),漢(han)(han)江(jiang)安(an)康水(shui)庫(ku)入庫(ku)洪峰(feng)(feng)達到50年(nian)一(yi)遇,安(an)康水(shui)庫(ku)迎來建庫(ku)后最大(da)入庫(ku)洪水(shui)。洪水(shui)過程峰(feng)(feng)高量大(da),安(an)康水(shui)庫(ku)充分發揮大(da)型水(shui)庫(ku)攔洪、錯峰(feng)(feng)、削(xue)峰(feng)(feng)作(zuo)用,取(qu)得了顯著防洪減災效(xiao)益。
科學調度發揮顯著防洪減災效益
按照省、市(shi)防指多次會商研究的(de)調度方(fang)案,安(an)康(kang)水(shui)(shui)庫在漲(zhang)水(shui)(shui)時(shi)提前預泄(xie)騰出防洪(hong)(hong)庫容(rong)、在洪(hong)(hong)峰(feng)段(duan)(duan)控制(zhi)下泄(xie)量,為下游(you)抗洪(hong)(hong)搶險救(jiu)災創造了(le)有利(li)條件。經初步分(fen)析計算,這(zhe)次漢江安(an)康(kang)段(duan)(duan)特大洪(hong)(hong)水(shui)(shui)期間,通過(guo)對安(an)康(kang)水(shui)(shui)庫及(ji)時(shi)、合理調度,實(shi)現(xian)(xian)了(le)三個方(fang)面的(de)減(jian)災效果。一(yi)是(shi)(shi)(shi)通過(guo)削峰(feng)調節將(jiang)可能進入(ru)(ru)安(an)康(kang)城(cheng)區(qu)河段(duan)(duan)的(de)25537秒(miao)(miao)立(li)米(mi)洪(hong)(hong)峰(feng)流量,削減(jian)至(zhi)19178秒(miao)(miao)立(li)米(mi),削峰(feng)6359秒(miao)(miao)立(li)米(mi),降低下游(you)安(an)康(kang)站洪(hong)(hong)峰(feng)水(shui)(shui)位達3.9米(mi),避免了(le)漢江安(an)康(kang)城(cheng)區(qu)南北兩岸和下游(you)旬陽、白(bai)河縣城(cheng)發生慘重損失。二是(shi)(shi)(shi)通過(guo)錯峰(feng)調節將(jiang)安(an)康(kang)站最(zui)大洪(hong)(hong)峰(feng)流量出現(xian)(xian)時(shi)間,由18日18時(shi)推遲至(zhi)18日23時(shi),滯后(hou)5小時(shi),為安(an)康(kang)東壩片區(qu)3萬(wan)余名群(qun)眾全(quan)部安(an)全(quan)撤(che)離贏(ying)得寶貴(gui)時(shi)間。三是(shi)(shi)(shi)通過(guo)水(shui)(shui)庫攔洪(hong)(hong)作用(yong)(yong)將(jiang)洪(hong)(hong)水(shui)(shui)總(zong)量的(de)28.7%,近5.36億立(li)方(fang)米(mi)洪(hong)(hong)水(shui)(shui)攔蓄在庫內,減(jian)小了(le)進入(ru)(ru)下游(you)河道洪(hong)(hong)水(shui)(shui)總(zong)量,有利(li)于下游(you)洪(hong)(hong)水(shui)(shui)平穩通過(guo),起到(dao)減(jian)少堤防臨洪(hong)(hong)壓(ya)力的(de)作用(yong)(yong)。
通過對(dui)安(an)康水庫的科學調度,優化了天然形(xing)態(tai)下的洪(hong)水形(xing)態(tai),給漢江安(an)康段防洪(hong)搶險工作帶來了有效保障與轉變(bian),防洪(hong)減災作用顯(xian)著(zhu)。
目前,水庫壩體(ti)穩定,運行良(liang)好。
