中國酒村休閑農業旅游項目位于成都邛崍市臨邛鎮文筆山村,距邛崍城區僅3公里,緊鄰國道318線和中國名酒工業園,是一處融“釀酒高粱種植、原酒加工釀造、邛酒文化體驗、觀光旅游休閑”于一體的活化的“原酒原鄉文化博物館”,是一個以中國原酒文化為主題的風情旅游村落。該項目于2012年被成都市龍門山生態旅游綜合功能區領導小組列入“龍門山生態旅游綜合功能區新增重大項目”,并確定為“成都市現代農業示范區萬畝優質高粱種植示范基地”以及成都市統籌城鄉綜合配套改革試點項目。

按照天人合(he)一、與自(zi)(zi)然(ran)和(he)諧相處(chu)的(de)(de)(de)(de)方式打造的(de)(de)(de)(de)一期(qi)(qi)(qi)項(xiang)目(mu)“大(da)(da)梁(liang)酒(jiu)(jiu)(jiu)莊(zhuang)”,以“酒(jiu)(jiu)(jiu)香(xiang)里的(de)(de)(de)(de)中(zhong)國(guo),記(ji)憶中(zhong)的(de)(de)(de)(de)老家(jia)”為(wei)(wei)形象定位(wei),成(cheng)就(jiu)了一方繁華(hua)褪盡(jin)的(de)(de)(de)(de)世外桃源,是一處(chu)集耕作、釀(niang)酒(jiu)(jiu)(jiu)、藏酒(jiu)(jiu)(jiu)、酒(jiu)(jiu)(jiu)療、養生(sheng)(sheng)(sheng)、餐飲、宴(yan)會(hui)(hui)(hui)、酒(jiu)(jiu)(jiu)店(dian)、會(hui)(hui)(hui)務于(yu)一體的(de)(de)(de)(de)五星級(ji)鄉村(cun)酒(jiu)(jiu)(jiu)店(dian)。一系列的(de)(de)(de)(de)“種(zhong)酒(jiu)(jiu)(jiu)糧、醅酒(jiu)(jiu)(jiu)窖、事(shi)酒(jiu)(jiu)(jiu)藝、興酒(jiu)(jiu)(jiu)禮”的(de)(de)(de)(de)酒(jiu)(jiu)(jiu)人酒(jiu)(jiu)(jiu)事(shi)讓游(you)客深(shen)度(du)感知中(zhong)國(guo)酒(jiu)(jiu)(jiu)文化的(de)(de)(de)(de)博大(da)(da)與精深(shen)…… “大(da)(da)梁(liang)酒(jiu)(jiu)(jiu)莊(zhuang)”項(xiang)目(mu)自(zi)(zi)2012年啟動以來,先(xian)后投入(ru)資金1.2億元,實(shi)施(shi)了原民房民居的(de)(de)(de)(de)保護(hu)性改造、林(lin)盤整治、坡(po)地(di)改良、水(shui)塘治理和(he)生(sheng)(sheng)(sheng)態保護(hu),首期(qi)(qi)(qi)流轉(zhuan)農(nong)(nong)業生(sheng)(sheng)(sheng)產(chan)(chan)用(yong)地(di)1200余畝用(yong)于(yu)種(zhong)植(zhi)紅高粱。對外營業不足兩(liang)年,就(jiu)已被評為(wei)(wei)“四川(chuan)省休閑(xian)農(nong)(nong)業協會(hui)(hui)(hui)副會(hui)(hui)(hui)長單(dan)位(wei)”,獲得了“十大(da)(da)休閑(xian)農(nong)(nong)莊(zhuang)”和(he)“精品鄉村(cun)酒(jiu)(jiu)(jiu)店(dian)”稱號,是迄(qi)今為(wei)(wei)止邛崍市僅有(you)的(de)(de)(de)(de)一家(jia) “五星級(ji)鄉村(cun)酒(jiu)(jiu)(jiu)店(dian)”。僅一期(qi)(qi)(qi)項(xiang)目(mu)大(da)(da)梁(liang)酒(jiu)(jiu)(jiu)莊(zhuang)現(xian)有(you)從事(shi)旅游(you)接(jie)待員工(gong)就(jiu)達120余人、釀(niang)酒(jiu)(jiu)(jiu)生(sheng)(sheng)(sheng)產(chan)(chan)員工(gong)20余人、從事(shi)農(nong)(nong)業生(sheng)(sheng)(sheng)產(chan)(chan)員工(gong)100余人,且全部為(wei)(wei)當(dang)地(di)農(nong)(nong)民。同時帶動周邊農(nong)(nong)戶種(zhong)植(zhi)獼猴桃、無公(gong)害蔬菜(cai)13戶,養殖(zhi)跑山(shan)雞、飼養土山(shan)羊等20余戶。

于今年(nian)(nian)6月正式(shi)(shi)啟動的二期(qi)工程(cheng)“田(tian)園(yuan)迪士尼”,規劃(hua)面積約800畝,總投資約6000萬(wan)(wan)元,是一(yi)(yi)個提(ti)升(sheng)農業(ye)(ye)生產(chan)附加值的現代都(dou)市休閑農業(ye)(ye)項(xiang)目(mu)(mu)。該項(xiang)目(mu)(mu)以(yi)“嬉戲田(tian)園(yuan)一(yi)(yi)天,穿(chuan)越(yue)時空(kong)千(qian)(qian)年(nian)(nian)”為定位,結合酒莊古文(wen)(wen)化背景,挖掘中華上下五千(qian)(qian)年(nian)(nian)的傳統(tong)老(lao)游戲,以(yi)燈(deng)會的制(zhi)作手法、以(yi)稻草(cao)藝(yi)術(shu)為主(zhu)題(ti)、以(yi)萬(wan)(wan)畝粱(liang)田(tian)為載體(ti),借鑒香港迪士尼的游樂(le)(le)形式(shi)(shi),打造(zao)中國唯一(yi)(yi)的、全球最(zui)大(da)的稻草(cao)藝(yi)術(shu)主(zhu)題(ti)樂(le)(le)園(yuan)。“我們(men)都(dou)是稻草(cao)人”的草(cao)藝(yi)主(zhu)題(ti),將滾鐵環、扯陀螺、梭梭板、蕩秋千(qian)(qian)、跳皮(pi)筋、蹺(qiao)蹺(qiao)板、倒糖元、捏(nie)唐(tang)人、爆米花(hua)等(deng)傳統(tong)老(lao)游戲融(rong)匯(hui)互動,寓教于樂(le)(le)。“當一(yi)(yi)回(hui)農夫、做(zuo)一(yi)(yi)次酒人”的一(yi)(yi)系列親(qin)子(zi)(zi)粱(liang)田(tian)、親(qin)子(zi)(zi)酒坊、親(qin)子(zi)(zi)碾(nian)坊、親(qin)子(zi)(zi)磨(mo)坊、親(qin)子(zi)(zi)廚房等(deng)農事體(ti)驗和民(min)俗(su)文(wen)(wen)化活動,讓游客感(gan)(gan)知“汗(han)滴禾(he)下土”和“回(hui)歸田(tian)園(yuan)”的辛勤與快樂(le)(le)。童(tong)話森林、海(hai)底世界、歷史典故、錦繡(xiu)山河、八陣迷(mi)宮等(deng)各類造(zao)型和卡(ka)通人物分布(bu)于田(tian)間地頭,繪成了(le)一(yi)(yi)幅(fu)天真爛漫的“天府童(tong)戲圖(tu)”。每逢周末(mo),小朋友們(men)還可參與“獅燈(deng)、牛燈(deng)、船(chuan)燈(deng)、龍燈(deng)、馬燈(deng)、幺妹(mei)燈(deng)及踩高蹺(qiao)、耍花(hua)桿、走旱船(chuan)等(deng)”民(min)俗(su)花(hua)車大(da)巡(xun)游,在嬉戲玩耍中感(gan)(gan)知中華文(wen)(wen)明、體(ti)驗民(min)俗(su)風(feng)情,讓瀕臨消失的傳統(tong)游樂(le)(le)項(xiang)目(mu)(mu)重(zhong)回(hui)孩童(tong)記憶,尋找我們(men)心中那份(fen)久違的童(tong)趣!

目前田園迪士(shi)尼項目僅(jin)完成30%的(de)工(gong)程(cheng)建設,于(yu)今(jin)年十月國慶(qing)前對外試營開放后,即獲得了社(she)會各界的(de)一致好(hao)評(ping),日(ri)均接(jie)待(dai)游客3000多人(ren),節(jie)假(jia)日(ri)的(de)游客接(jie)待(dai)量每天都在6000人(ren)以上。目前僅(jin)28元(yuan)的(de)門票價格,節(jie)假(jia)日(ri)的(de)日(ri)均門票收益都在20萬元(yuan)以上。

在田(tian)(tian)(tian)園(yuan)(yuan)迪士尼項(xiang)目的(de)(de)后(hou)續建設中(zhong),中(zhong)國酒村還將依托原民居打造農耕館(guan)(guan)(guan)、民俗館(guan)(guan)(guan)、非遺(yi)館(guan)(guan)(guan)、婚(hun)俗館(guan)(guan)(guan)等(deng);對應天工(gong)開(kai)物的(de)(de)場景(jing)將碾(nian)米、磨面(mian)、榨油(you)、打鐵(tie)等(deng)傳統(tong)手工(gong)技藝一一呈現,打造成游客(ke)可(ke)參與體驗的(de)(de)、活化(hua)的(de)(de)田(tian)(tian)(tian)園(yuan)(yuan)非遺(yi)博覽(lan)園(yuan)(yuan);開(kai)發(fa)六七十(shi)年代綠皮蒸汽火(huo)(huo)車(che)(che)(che)改(gai)裝的(de)(de)、可(ke)開(kai)動的(de)(de)“火(huo)(huo)車(che)(che)(che)餐廳、火(huo)(huo)車(che)(che)(che)酒吧、火(huo)(huo)車(che)(che)(che)客(ke)棧(zhan)”;收購廢(fei)舊中(zhong)巴車(che)(che)(che)改(gai)造汽車(che)(che)(che)旅館(guan)(guan)(guan)等(deng)。總之,利用現有的(de)(de)高粱種植園(yuan)(yuan)區,打造中(zhong)國最(zui)大(da)的(de)(de)集“稻草藝術、非遺(yi)文化(hua)、田(tian)(tian)(tian)園(yuan)(yuan)休閑、民風民俗等(deng)”于一體的(de)(de)兒童主題樂園(yuan)(yuan),建設四川(chuan)最(zui)大(da)的(de)(de)青少年社會實(shi)踐教育基地。

酒(jiu)村(cun)(cun)一期工程“大(da)梁酒(jiu)莊”和(he)二期項(xiang)目“田園(yuan)迪士尼”的(de)(de)初步建成(cheng),極大(da)地(di)促(cu)進(jin)了(le)(le)邛崍(lai)休閑(xian)農(nong)業(ye)的(de)(de)發展(zhan)(zhan),五星級(ji)鄉村(cun)(cun)酒(jiu)店的(de)(de)殊榮更是吸(xi)引了(le)(le)大(da)批外地(di)游(you)客到酒(jiu)村(cun)(cun)休閑(xian)度假,僅(jin)2014年1月(yue)(yue)—11月(yue)(yue)就接待游(you)客就近90萬人。人氣的(de)(de)聚集也帶(dai)動(dong)(dong)了(le)(le)大(da)批企(qi)業(ye)到酒(jiu)村(cun)(cun)周邊(bian)流轉(zhuan)土地(di)發展(zhan)(zhan)休閑(xian)農(nong)業(ye),截至2014年6月(yue)(yue),已陸續建成(cheng)獼猴桃種(zhong)(zhong)植(zhi)基(ji)(ji)地(di)3個、優(you)質(zhi)茶葉種(zhong)(zhong)植(zhi)基(ji)(ji)地(di)2個、萬頭生豬養殖基(ji)(ji)地(di)2處(chu)、優(you)質(zhi)紅心柚橘(ju)基(ji)(ji)地(di)1個、新建休閑(xian)農(nong)莊2處(chu),千畝(mu)油(you)用牡丹和(he)千畝(mu)油(you)用山桐子種(zhong)(zhong)植(zhi)基(ji)(ji)地(di)也已落戶中國酒(jiu)村(cun)(cun)。以(yi)項(xiang)目帶(dai)動(dong)(dong)產業(ye),以(yi)產業(ye)促(cu)進(jin)發展(zhan)(zhan),不(bu)僅(jin)多渠(qu)道增加了(le)(le)農(nong)民受益,更豐富了(le)(le)酒(jiu)村(cun)(cun)業(ye)態(tai)的(de)(de)互(hu)補和(he)多元(yuan)化發展(zhan)(zhan)。

(二)機制創新(xin),盤活(huo)了農村資源和要素。

發展休閑(xian)農業、建設美麗(li)新(xin)(xin)村(cun)(cun),盤(pan)(pan)活(huo)農村(cun)(cun)資(zi)源和生產(chan)要(yao)素(su),特別是破解“用(yong)地”瓶頸,是引入民營(ying)企(qi)業開發項目的(de)最大掣肘。怎樣打破固有思維模式、創(chuang)新(xin)(xin)機制體制來發展休閑(xian)農業?中(zhong)國酒村(cun)(cun)在項目推進中(zhong),著力于土(tu)地資(zi)源的(de)盤(pan)(pan)活(huo)、生產(chan)要(yao)素(su)的(de)流動和人(ren)力資(zi)源的(de)整合提升(sheng)來創(chuang)新(xin)(xin)機制體制,探(tan)索出(chu)了一條(tiao)美麗(li)新(xin)(xin)村(cun)(cun)建設的(de)改革之路。一是組建“土(tu)地信托(tuo)合作社”,以信托(tuo)方(fang)式和金融(rong)手段盤(pan)(pan)活(huo)土(tu)地資(zi)源。

今年以來(lai)(lai),中國(guo)酒村(cun)(cun)在(zai)邛(qiong)(qiong)(qiong)(qiong)崍市(shi)統籌辦、農(nong)發(fa)局(ju)(ju)、國(guo)土(tu)局(ju)(ju)、金(jin)(jin)融辦和臨邛(qiong)(qiong)(qiong)(qiong)鎮(zhen)等(deng)(deng)部門的(de)全(quan)力支(zhi)持下,在(zai)“成都市(shi)農(nong)交所”的(de)專業(ye)指導下,以“農(nong)民信用(yong)托(tuo)管(guan)(guan)土(tu)地(di)(di)(di)(di)(di)(di)、金(jin)(jin)融理財包(bao)裝土(tu)地(di)(di)(di)(di)(di)(di)、農(nong)業(ye)企(qi)業(ye)經(jing)營(ying)(ying)土(tu)地(di)(di)(di)(di)(di)(di)”的(de)模式來(lai)(lai)盤活農(nong)村(cun)(cun)土(tu)地(di)(di)(di)(di)(di)(di)資(zi)源,組建成立了“邛(qiong)(qiong)(qiong)(qiong)崍市(shi)文(wen)(wen)筆(bi)(bi)山(shan)土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)合作(zuo)社”。按照“依法(fa)、自(zi)愿、有(you)(you)償”的(de)原則,把分散在(zai)“中國(guo)酒村(cun)(cun)”周(zhou)邊一家一戶(hu)的(de)土(tu)地(di)(di)(di)(di)(di)(di)集中起來(lai)(lai),以解決(jue)“農(nong)戶(hu)有(you)(you)地(di)(di)(di)(di)(di)(di)無力開發(fa)”,“農(nong)企(qi)有(you)(you)力無地(di)(di)(di)(di)(di)(di)開發(fa)”的(de)弊端,在(zai)穩(wen)定(ding)承包(bao)權的(de)基礎上,加(jia)速經(jing)營(ying)(ying)權的(de)流轉(zhuan),從(cong)而有(you)(you)效解決(jue)土(tu)地(di)(di)(di)(di)(di)(di)供需矛盾。由(you)文(wen)(wen)筆(bi)(bi)山(shan)村(cun)(cun)及周(zhou)邊鄰近村(cun)(cun)農(nong)戶(hu)以信用(yong)托(tuo)管(guan)(guan)方(fang)式將土(tu)地(di)(di)(di)(di)(di)(di)全(quan)權委托(tuo)給(gei)“邛(qiong)(qiong)(qiong)(qiong)崍市(shi)文(wen)(wen)筆(bi)(bi)山(shan)土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)合作(zuo)社”負責經(jing)營(ying)(ying)管(guan)(guan)理并建立“土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)基金(jin)(jin)”。即由(you)“邛(qiong)(qiong)(qiong)(qiong)崍市(shi)文(wen)(wen)筆(bi)(bi)山(shan)土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)合作(zuo)社”將土(tu)地(di)(di)(di)(di)(di)(di)委托(tuo)給(gei)專業(ye)的(de)基金(jin)(jin)管(guan)(guan)理公(gong)司(si)或銀(yin)行(xing)(xing)包(bao)裝為金(jin)(jin)融投(tou)(tou)資(zi)理財產品向社會發(fa)行(xing)(xing),募集來(lai)(lai)的(de)資(zi)金(jin)(jin)由(you)“邛(qiong)(qiong)(qiong)(qiong)崍市(shi)文(wen)(wen)筆(bi)(bi)山(shan)土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)合作(zuo)社”以信貸(dai)或入股方(fang)式投(tou)(tou)入到其(qi)他盈(ying)利項(xiang)目獲取(qu)更大收益。土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)基金(jin)(jin)是“邛(qiong)(qiong)(qiong)(qiong)崍市(shi)文(wen)(wen)筆(bi)(bi)山(shan)土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)合作(zuo)社”為開發(fa)經(jing)營(ying)(ying)土(tu)地(di)(di)(di)(di)(di)(di)而設置的(de)營(ying)(ying)運資(zi)金(jin)(jin),其(qi)主要來(lai)(lai)源有(you)(you):①銀(yin)行(xing)(xing)等(deng)(deng)金(jin)(jin)融部門吸(xi)收的(de)土(tu)地(di)(di)(di)(di)(di)(di)信托(tuo)存款;②銀(yin)行(xing)(xing)出(chu)售貸(dai)款債權的(de)方(fang)式向廣大投(tou)(tou)資(zi)者再融通的(de)資(zi)金(jin)(jin);?基金(jin)(jin)公(gong)司(si)發(fa)行(xing)(xing)的(de)土(tu)地(di)(di)(di)(di)(di)(di)證券(quan)等(deng)(deng)。

土(tu)(tu)(tu)(tu)(tu)地(di)(di)信托(tuo)(tuo)基金(jin)的(de)建(jian)立既增(zeng)加投資(zi)渠(qu)道,又分(fen)散金(jin)融(rong)風險。原(yuan)土(tu)(tu)(tu)(tu)(tu)地(di)(di)承包(bao)者(zhe)作(zuo)為(wei)(wei)委托(tuo)(tuo)人與受(shou)益人將(jiang)土(tu)(tu)(tu)(tu)(tu)地(di)(di)信托(tuo)(tuo)給(gei)“邛崍市文(wen)筆山土(tu)(tu)(tu)(tu)(tu)地(di)(di)信托(tuo)(tuo)合(he)(he)作(zuo)社”后,合(he)(he)作(zuo)社作(zuo)為(wei)(wei)受(shou)托(tuo)(tuo)人除將(jiang)土(tu)(tu)(tu)(tu)(tu)地(di)(di)交(jiao)由(you)金(jin)融(rong)部門發(fa)(fa)行投資(zi)理財(cai)(cai)產品外,還可(ke)(ke)將(jiang)土(tu)(tu)(tu)(tu)(tu)地(di)(di)經(jing)營權以(yi)出租、轉(zhuan)讓(rang)、轉(zhuan)包(bao)、入(ru)股(gu)(gu)等方式給(gei)土(tu)(tu)(tu)(tu)(tu)地(di)(di)開發(fa)(fa)經(jing)營者(zhe)從(cong)而(er)收(shou)取租金(jin)、轉(zhuan)讓(rang)(包(bao))金(jin)或股(gu)(gu)利(li)(li);土(tu)(tu)(tu)(tu)(tu)地(di)(di)信托(tuo)(tuo)合(he)(he)作(zuo)社最(zui)終將(jiang)土(tu)(tu)(tu)(tu)(tu)地(di)(di)信托(tuo)(tuo)基金(jin)紅利(li)(li)、轉(zhuan)包(bao)轉(zhuan)讓(rang)及轉(zhuan)租收(shou)益交(jiao)由(you)合(he)(he)作(zuo)社農(nong)民(min)分(fen)紅。農(nong)民(min)土(tu)(tu)(tu)(tu)(tu)地(di)(di)信托(tuo)(tuo)化、金(jin)融(rong)化后可(ke)(ke)大幅(fu)提升(sheng)土(tu)(tu)(tu)(tu)(tu)地(di)(di)價值,農(nong)民(min)不(bu)僅有土(tu)(tu)(tu)(tu)(tu)地(di)(di)流轉(zhuan)的(de)租金(jin)作(zuo)為(wei)(wei)保(bao)底,更有發(fa)(fa)行投資(zi)理財(cai)(cai)產品的(de)增(zeng)值收(shou)益。這種(zhong)形式可(ke)(ke)有效規避(bi)農(nong)民(min)直接(jie)租賃(lin)土(tu)(tu)(tu)(tu)(tu)地(di)(di)給(gei)企(qi)業(ye)的(de)經(jing)營風險,即使農(nong)業(ye)企(qi)業(ye)經(jing)營虧(kui)損也有金(jin)融(rong)理財(cai)(cai)部門作(zuo)為(wei)(wei)保(bao)障。這樣(yang)創新土(tu)(tu)(tu)(tu)(tu)地(di)(di)經(jing)營主體后,原(yuan)租金(jin)可(ke)(ke)變為(wei)(wei)農(nong)民(min)土(tu)(tu)(tu)(tu)(tu)地(di)(di)的(de)保(bao)底收(shou)益,其他如政策性扶持補貼給(gei)“土(tu)(tu)(tu)(tu)(tu)地(di)(di)信托(tuo)(tuo)合(he)(he)作(zuo)社”的(de)資(zi)金(jin)也可(ke)(ke)用于農(nong)民(min)分(fen)紅,從(cong)而(er)形成“新型農(nong)業(ye)經(jing)營主體”,盤(pan)活(huo)農(nong)村土(tu)(tu)(tu)(tu)(tu)地(di)(di)資(zi)源,增(zeng)加土(tu)(tu)(tu)(tu)(tu)地(di)(di)收(shou)益。

目(mu)前,“邛崍(lai)市(shi)文(wen)筆山土(tu)地信托合作社”已注冊成(cheng)立,并與多家銀行達成(cheng)合作協議,土(tu)地證券不日即(ji)可上(shang)市(shi)發(fa)行。
